COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS.
DECEMBER 14, 1931.
Regular meeting of the Board of Commissioners, December 14,
1931. Meeting was called to order by Mayor Stevenson, the roll was
called and Commissioners Stevenson, Benfield, Morey, Pafford and
Spaeth and City Attorney Norris responded.
The minutes of the Regular Meeting of December 7, 1931, were
read and approved as read.
The following recommendations were received from the City
Planning Commission:
Salina, Kansas. December 10, 1931.
The City Planning Co mmission met in regular session in the
Chamber of Commerce Rooms at 5:00 P. M.
Members present: Dyar, Bren, Robb, McCarty, Byrnes and
Reynolds.
Members absent: Leighton.
The Planning Commission desires to make the following recom-
mendations to the City Commissioners.
1. That the City Commissioners favorably consider the grant-
ing of a permit for the erection of an apartment house according
to tentative plans presented by Joe Morse, Mr. Purcell and others.
Such apartment house to be on the Dr. Miller property, 500 block on
South Santa Fe, with the following boundary restrictions. Front
line set back on Santa Fe 20 feet. Side line clearance for the
apartment 6 feet of the garage, five feet and a ten foot set back
for the garage on Fifth Street and that the minimum lot width for
this project be 105 feet.
2. That should the above recommendations be favorably con-
sidered that an additional 5 ft. of ground adjacent _to this tract
on the south and extending from Santa.Fe Avenue to Fifth Street be
rezoned from A to B district.
3. That the building -code be amended to require 15 ft. side
lot line clearance for apartment houses of four or more familibs.
4. That the building code be further amended to eliminate
the "lot area per family" and that this regulation be delegated to
the Planning Commission.
5. That the Building Inspector investigate the Flander's
Radio Shop at 715 West South, which appears to be a Commercial
enterprise recently established in a residential zone.
Planning Commission adjourned at 6:45.

On motion, same were ordered filed.
An ordinance was introduced for second reading entitled:
"An ordinance ratifying and confirming a contract for the construct-
ion of Storm Sewers No. 10-A and 14 of the City of Salina, and
providing for the issuance of Temporary notes to pay the cost there-
of pending the issuance and sale of bonds."
On motion of Commissioner Morey the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had;. Ayes: Stevenson, Denfield, Morey,
Pafford and Spaeth (5) Nays: (0) Mayor approved the same and is
numbered 4122•

A resolution was introduced entitled: "A resolution relating
to the assignment of gas franchise by The Kansas Pipe Line & Gas
Company to The Kansas Power & Light Company."
Commissioner Pafford moved that resolution be adopted as read
and on its final adDption the roll was called and the following
vote was had; Ayes: Stevenson, Benfield, Morey, Pafford, Morey
and Spaeth (5) Nays: (0) Mayor approved the same and is
numbered 523•
The above resolution is recorded in full on Page 180 of Reso-
lution Book Number 2.
Gas Fitters Bond received from R. A. McConnell Furnace Company,
and on motion of Commissioner Spaeth same was approved by the Board
of Commissioners.
Application for Taxicab License for the year 1932 received
from H. D. McCoy, and on motion of Commissioner Pafford same was
granted as soon as bond is filed.
A petition was presented asking for the construction of a side-
walk on the west side of Phillips Street between Prescott Avenue
and Morrison Avenue. Same was referred to the City Manager.
An ordinance was introduced for first reading entitled: "An
ordinance amending sub -section thirteen (13) and sub -section seven-
teen (17) of Section Nine (9) of Ordinance No. 4120 relating to
gas pipes and piping for natural or artificial gas and the fittings,
devices and connections appurtenant thereto and repealing such
{ original sub -sections of said ordinance."
On motion of Commissioner Spaeth same was referred to the
Board of Commissioners.
Mayor Stevenson appointed Mrs. H. N Moses as a member of the
Library Board to fill vacancy caused by reason of Mrs. W. B. Stevenson
not having qualified, and on motion of Commissioner Spaeth same was
approved by the Board of Commissioners.

An application was received from the Eberhardt Lumber Com -
pang asking for a permit to remodel the building located at the
north-east corner of Iron Avenue and Fifth Street, same to be used
for a super -service station. Same was ordered filed.
On motion of Commissioner Morey the Board of Commissioners
adjourned.
