10-26-1931 Minutes446 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALIVA, KANSAS OCTOBER 26, 1931. Regular meeting of the Board of Commissioners October 26th, 1931. Meeting was called to order by Mayor 6tevenson, the roll was called and Commissioners Stevenson, Benfield, Morey, Pafford and Spaeth and City Attorney Norris responded. The minutes of the Regular Meeting of October 19th, 1931, were read and approved as read. Acceptance of Gas Franchise Ordinance from The Kansas Pipe Line & Gas Company received as follows: —ACCEPTANCE OF—GAS—FRANCHISE—ORDINANCE. FRANCHISE— ORDINANCE. — — — — — — — — — — — — — — — — — To the Board of Commissioners of the City of Salina, Saline County, Kansas. The Kansas Pipe Line & Gas Company, for itself, its suc- cessors and assigns, hereby accepts in writing, the Ordinance and all rights and privileges therein granted, passed by the Board of Commissioners of the City of Salina, Kansas, on the 5th day of October, 1931, and approved by the Mayor of said City on the 5th day of October 19312 designated as Ordinance No. 4111, and entitled: "An ordinance granting to the Kansas Pipe Line & Gas Company, a Kansas corporation, operating a pipe line system for the convey- ance of natural gas in excess of fifteen miles in length, its successors and assigns, the right, permission and authority to con- struct, maintain and operate a system of mains, pipes, services and other appliances in, upon, over, across and along the streets, avenues, alleys, bridges and public places of the City of Salina, Kansas, for the transmission, distri- bution and sale of gas for lighting, heating, industrial and other uses." This acceptance is executed and filed as provided in Section XVII, of said Ordinance, and said Company hereby agrees to all the terms and conditions of said Ordinance; and agrees to pay to the City of Salina within the time and manner provided in Section XV thereof, Two Thousand Dollars ($22000.00) per year for the first eight years and thereafter 1% of the gross receipts from the sale of gas within the City of Salina. Banker, City Clerk of the City of Salina, State of Kansas, do hereby certify that I am City Clerk of the City of Salina, Kansas, and keeper of records of said City; that the foregoing acceptance of Ordinance No. 4111 of City of Salina as therein described, which accpetance was filed in my office on the 26th day of October 1931, and is now recorded among the original records thereof. Banker City Clerk 4_ On motion of Commissioner Morey same was received and ordered filed. i A resolution was introduced entitled: "A resolution approv- ing Acceptance of Gas Franchise Ordinance." On motion of Commissioner ivlorey the resolution was adopted as read and on its final adoption the roll was called and the follow- ing vote was had; Ayes: Stevenson, Benfield, Morey, Pafford and Spaeth (5) Nays: (0) Mayor approved the same and is numbered 520. i The above mentioned resolution is recorded in full on Page 171 of Resolution Book Number 2. The following communication was received from C. T. Hamilton asking for a test for soft water of the well on his farm: Salina, Kansas. October 20, 1931. Mr. Marvin Stevenson, 4 Bear Mr. Stevenson: As i have not been able to meet up with you lately, and knowing you to be in favor of soft water for Salina, I wish to advise you I commenced a test on my farm some three weeks ago. i I started a well six feet in diameter, and after digging down fourteen feet and striking the sand rock, as I expected to, I set in one foot and reduced the size to four feet in diameter, this leaves a foot projection all around the well sufficient to set a wall or curb on, and the balance of the well does not need to be j cased, being all nice, clean, whitesand rock. After getting down into the sand rock about eight feet, we found so much water that we had to abandon the hand work; I then hired a good well driller to finish the well, he drilling a 12 -inch hole 42 feet deep, all in the very best of white sand rock, porous, and full of water, and still not through the sand rock. I i Vyhat I am needing now is a turbine pump of large capacity, to test the amount of water I have. This man would.be willing to leave his drilling machine at the well for a few days, and would be glad to help us to install a pump; and I can secure a tractor to furnish power to pump with. My belief is that I have a well that will furnish as much water as any well the City has in use now. I learn that the City is confronted with the perplexing ques- tion of furnishing work for the unemployed. Why not give this proposition of mine a tryout, and the city get some benefit from the work you have to provide for these men? I have spent my money and time to make this test, and believe, from all the inquiries I have had of late about Salina securing soft water that it would be a big asset to Salina. i You know as well as I do, that there are several cities in Kansas that would be glad to risk a chance like this, and at such a nominal cost as this will be to Salina. It would be a hand job for a good many deserving poor men provided I can show that I have the amount of water. Mr. Stevenson, I wish you would give this consideration at once with your commission. Hamilton Commissioner Morey moved that the matter be referred to the City Manager with power to act. i 'AS Application No. 46, for a sign on Lot 20, Block 22, Episcopal Military Institute Addition, received from Mrs. Prescott, and on motion same was approved by the Board of Commissioners. An ordinance was introduced for second reading entitled: "An ordinance providing for the construction of certain storm sewers in the City of Salina to be designated as Storm Sewers No. 10-A and 14, and providing for the issuing of Improvement Bonds to pay the cost thereof-" On motion of Commissioner Spaeth the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes; Stevenson, Benfield, Morey, Paf- ford and Spaeth (5) Nays: (0) Mayor approved the same and is num- bered 4114. A petition was presented asking for the narrowing of Antrim Street from 80 feet to 60 feet from Ninth Street west to the western City limits. On motion of Commissioner Pafford same was referred to the City Engineer. On motion of Commissioner Benfield the Board of Commissioners adjourned. City Clerk Fi
