10-19-1931 Minutes1 1 1 1 1 COIVIIIISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. OCTOBER 19, 1931. Regular meeting of the Board of Commissioners, October 19, 1931. Meeting wab called to order by Mayor atevenson, the roll was called and. Commissioners Stevenson, Benfield, Pafford and Spaeth and City Attorney Norris responded. Commissioner Morey absent. i The minutes of the Regular Meeting of October 12, 1931 were read and approved as read. j Mr. Haase and Mr. Hampton appeared before the Board of Com- missioners and presented a proposition from the Lions Club relat- ing to the use of street for voluntary brake testing of automobiles, as per written communication filed. Commissioner Benfield moved that plan be approved and use of streets, in location to be approved by the City Manager, be permit- ted. Motion carried. i i An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Pafford the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stevenson, Benfield, Pafford and Spaeth (4) Nays: (0) Commissioner Morey absent. Mayor ap- proved the same and is numbered 4113. Application of J. L. Bowers for taxicab license, policy in Commerce Casualty Company, was received. Commissioner Spaeth moved that insurance policy be approved and license issued by City Clerk for taxicab license to J. L. Bowers . Motion carried. Communication received from J. D. Renfro, W. A. Payton and W. A. Jones, a Committee of N.A.A.C.P. in regard to use of Municipal Swimming Pool by the colored citizens of Salina. I koved that the communication be filed and that the petition referred to be held for further consideration. Motion carried. Report of Board of Public Works in regard to proposed ordi- nance for construction of Storm Sewers No. 10-A and No. 14 received as follows: Salina, Kansas. October 16, 1931. To the Honorable Commissioners, of the City of Salina. Sirs: In reply to your request for our consideration, the following resolution was adopted: - Moved that the Board of Public works favor the separation of the Johnstown and Crawford Avenue sewer plans, and that if an emer- gency arrives that makes it imperative that the City provide work to relieve unemployment, in that event, the City should build the Johnstown sewer, and that the Crawford Avenue sewer be not consid- ered at this time.
