10-05-1931 Minutes1 1 1 1 1 -41 COMMISSIONERS PROCEEDINGS, REGULAR MEETING Regular meeting of the Board of Commissioners, October 5, 1931. Meeting was called to order by Mayor Stevenson, the roll was called and Commissioners Stevenson, Morey, Pafford and Spaeth and City Attorney Norris responded. Commissioner Benfield absent. The minutes of the Regular Meeting of September 26, 1931 were read and approved as read. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Morey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stevenson, Morey, Pafford and Spaeth (4) Nays: (0) Commissioner Benfield absent. Mayor approved the same and is numbered 4110. An ordinance was introduced for first reading entitled: "An ordinance relating to and limiting the parking of vehciles on certain streets in the City of Salina." On motion of Commissioner Pafford same was referred to the Board of tbmmissioners. Commissioner Pafford moved that the City Manager be instructed to have removed, the skeleton frame billboard on the south side of Iron Avenue, east of the Iron Avenue Bridge,, Motion adopted. An ordinance was introduced for third and final reading entit- led: "An ordinance granting to The Kansas Pipe Line & Gas Company, a Kansas corporation, operating a pipe line system for the convey- ance of natural gas in excess of fifteen miles in length, its suc- cessors and assigns, the right, permissio;i and authority to construct, maintain and operate a system of mains, pipes, services and other appliances in, upon, over, across and along the streets, avenues, bridges and public places of the City of Salina, Kansas, for the transmission, distribution and sale of gas for lighting, heating, industrial and other uses." On motion of Commissioner Pafford the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stevenson, Morey, Pafford and Spaeth (4) Nays: (0) Commissioner Benfield absent. Mayor ap- proved the same and is numbered 4111. The appraisers report for the condemnation by the City of Salina of certain private property for the purpose of opening and widening North Street east of the intersection of North Street and Santa Fe Avenue in said City, was presented and filed, and on motion of Commissioner Morey same was rejected by the Board of Com- missioners. A resolution was introduced for first reading entitled: "A i resolution relating to the abandonment of the proceedings for the condemnation by the City of Salina of cebtain private property for the purpose of opening and wideningg North Street east of the inter- section of North Street and Santa Fe Avenue in said City." i On motion of Commissioner Morey same was referred to the Board of commissioners. i Chas. E. Banker, City Clerk and W. S. Norris, City Attorney, were appointed to attend the annual meeting of the League of Kan- sas Municipalities at Wichita, Kansas, October 19th, 20th and 21st, 1931. An ordinance was introduced for first reading entitled: "An ordinance providing for the construction of certain storm sewers in the city of Salina to be designated as Storm Sewers No. 10-A and 14, and providing for the issuing of Improvement tonds to pay the cost thereof."
