06-15-1931 Minutes404 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM SALINA, KANSAS. JUNE 15, 1931 Regular meeting of the Board of Commissioners June 15, Meeting was called to order by Mayor Stevenson, the roll was uu-L-Lou and Commissioners Stevenson, Benfield, Morey, Pafford and Spaeth and City Attorney Norris responded. The minutes of the Regular Meeting of June 8, 1931 and Special Meeting of June 8, 1931 were read and approved as read. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Pafford the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stevenson, Benfield, Morey, Pafford and Spaeth (5) Nays: (0) Mayor approved the same and is numbered 4074. An ordinance was introduced for second reading entitled: "An ordinance relating to and providing for the levying and collection of a license tax or occupation tax on shooting galleries, providing for a penalty for the violation of this ordinance and repealing ordinances or parts of ordinances in conflict with this ordinance. " On motion of Commissioner Pafford the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stevenson, Benfield, Morey, Pafford and Spaeth (5) Nays: (0) Mayor approved the same and is numbered 4075. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assess- ments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of constructing Lateral Sanitary Sewers in Lateral Sanitary Sewer Districts numbered 165 and 166, and relat- ing to and providing for the collection and payment of such assess- ments." On motion of Commissioner Benfield same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assess- ments on certain lots and pieces of ground in the City of Salina to pay the cost of curbing, guttering and paving Penn Avenue from the south line of Iron Avenue to the north ;ine ofTysum Avenue in the City of Salina, Kansas, and relating to and providing for the col- lection and payment of such assessments." On motion of Commissioner Morey same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assess- mentson certain lots and pieces of ground in the City of Salina to pay the cost of paving the alley lying between Fourth Street and Fifth Street from the south line of Ash Street to a point 200 feet north of the north line of Iron Avenue in the City of Salina, Kansas, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Spaeth same was referred to the Board of Commissioners. 4: W'5 1 Mayor Stevenson appointed John Frederick, E. Do Martin and L. W. Carl, as appraisers to ascertain the valuation of certain lots and pieces of ground liable for the cost of curbing and guttering: Twelfth Street from North Street to Lincoln Street. North Street from Twelfth Street to Thirteenth Street. On motion of Commissioner Spaeth the appointments were confirmed by the -Board of Commissioners. Bids for curbing, guttering and paving improvements on: Twelfth Street from North Street to Lincoln Street. North Street from Twelfth Street to thirteenth Street. Intersection of Overhill Road and Fairdale Road, as advertised for received from: Cook & Stucker, Ottawa, Kansas. H. J. Taylor Construction Company, Salinas Kansas. City Engineers estimate of cost for the above named improvements was read. Commissioner Pafford moved that the contract for the curbing and guttering of Twelfth Street from North Street to Lincoln Street; North Street from Twelfth Street to Thirteenth Street, and for the paving of the intersection of Overhill Road and Fairdale Road, be awarddd to H. J. Taylor Construction Company as per his bid submitted and that certified check be returned by the City Clerk to the unsuc- cessful bidder, and that Mayor be authorized to sign contract on behalf of the City for such work with H. J. Taylor Construction Com- pany. Said motion was duly seconded and carried, and on roll call was decl&red adopted. Bids for Swimming Pool concessions for the year 1931 received as follows: Mrs. L. B. Shelley, Otis L. Jordan Gordon Vo Collins L. H.Wbod Commissioner Pafford moved that all bids be referred to the City Manager with power to act. The matter of repairs for Memorial Hall was referred to the City Manager and City Engineer to have such work done that is absolutely necessary. The City Manager was instructed to have the Chief of Police remove from the sidewalks all weighing machines and slot machines. A petition was rresented asking for the construction of a side- walk on the south side of Crawford Avenue from Hancock Street to about 50 feet east of the east side of Sherman Street. Same was re- ferred to the City Manager. A petition was presented asking for the installation of a light on the corner of Eleventh Street and Morrison Avenue. Same was referred to the City Manager. On motion of Commissioner Morey the Board of Commissioners adjourned to meet in regular session, Wednesdays June 17, 1931 at 1:30 P. M. �L �Cit�ye`r.
