Regular meeting of the Board of Comiiissioners, June 1, 1931.
Meeting was called to order by Mayor Stevenson, the roll was called
and Commissioners Stevenson, Benfield, Morey, Pafford and Spaeth
and City Attorney Norris responded.
The minutes of the Regular Meeting of May 25, 1931 were read
and approved as read.
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment of certain claims."
On rmtion of Commissioner Pafford the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Stevenson, Benfield, Morey,
Pafford and Spaeth (5) Nays: (0) Mayor approved the same and is
numbered 4064.
An ordinance was introduced for second reading entitled: "An
ordinance providing for the issuance of Refunding Bonds of the City
of Salina, Kansas, in the aggregate sum of $20,000.00 for the purpose
of refunding certain outstanding bonds of such City in a like amount."
On motion of Commissioner Morey the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Stevenson, Benfield, Morey, Pafford
and Spaeth ( 5 ) Nays: ( 0 ) Mayor approved the same and is r_ur.,ibered

The Trayor thereupon declared said ordinance passed and ordered
that the same be entered in the Ordinance Book of the City and pub-
lished once in the official City paper.
Moved. by Commissioner Spaeth that the bonds and interest coupons
thereto attached as issued, be in substantially the following form:

KNOV,,' ALI. MEN BY THESE PRESENTS: That the City of Salina,
Saline County, State of Kansas, is indebted to and promises to pay the
bearer the sum of
ONE THOUSAND DOLLARS
lawful money of the United States of America, on the first day of June
19 with interest thereon at the rate of four per cent (40) per an-
num, payable semi-annually on the first days cf June and December of
each year, upon the presentation and delivery of the proper coupons
hereto annexed signed by the Mayor and Clerk of said City. Both
principal and interest of this bond are payable at the office of the
State Treasurer, in the City of Topeka, Kansas, and that the City
is hereby held and firemly bound and its faith and credit and all of
the resources of said City are hereby pledged for the prompt payment
of this bond and interest at maturity.
THIS BOND is one of a series of bonds numbered from One (1)
to Twenty (20) inclusive, aggretating Twenty Thousand Dollars
($20,000.00) of like tenor and effect except as to maturity, issued
by the City of Salina, Kansas, for the purpose of refunding certain
outstanding bonded indebtedness heretofore legally created by said
City, and is issued under authority of and in confromity with the
provisions, restrictions and limitations of Chapter 10, Article 1,
Revised Statutes of Kansas, 1923, and all acts amendatory, compli-
rnentary, and supplemental thereto, and such bond and the interest
thereon are to be paid by the City of Salina, Kansas.
AND IT IS HEREBY CERTIFIED AND RECITED that all acts, condi-
tions and things required to be done precedent to and in the issuance
of said bonds, have been properly done, happened and performed in
regular and due form as required by law, and that the indebtedness
which is refunded by this series of bonds, is a constitutional, sub-
sisting and legal obligation of said City and that neither the in-
debtedness which is refunded nor this series of bonds exceed the
statutory or constitutional limitation.

IN TESTIMONY VJHEREOF, we, the undersigned officers of the
City of Salina, Kansas, being duly authorized to execute this obligation
on its behalf, have hereunto set our official signatures and caused
j the seal of said City to be hereunto affixed, and caused our official
signatures to be lithographed on the coupons hereunto attached, this
first day of June 1931.

I, Will J. French, Auditor of the State of Kansas, do
hereby certify that a transcript of the proceedings leading up to
the issuance of this bond has been filed in my office and that this
bond was registered in my office according to law this

Said motion, upon being seconded by Commissioner Pafford, re-
ceived the unanimous vote of all the members of the Commission, was
declared carried, and the form of bond adopted.
City Engineer submitted Estimate No. 1 to J. E. Hed for the
construction of .steel column type abutment and approach span for the
south endof the Ohio Street Bridge, and on motion of Commissioner
Pafford same was adopted by the Board of Commissioners. Motion adopt-
ed.
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment of a certain claim."
On motion of Commissioner Morey the ordinance was read and
adopted by sections and on its final adoption the roll. was called and
the following vote was had; Ayes: Stevenson, Benfield, Morey, Paf-
ford and Spaeth (5) Nays: (0) Mayor approvee the same and is nuxn.-

City Engineer submitted Estimate Number 1, to Ray G. Tripp
Construction Company for the construction of Lateral Sanitary Sewers
Number 165 and 166, under contract dated March 9, 1931, and on motion
of Conmlissioner Morey same was adopted by the Board of Commissioners.
Motion adopted.
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment of a certain claim."
On motion of Commissioner Morey the ordinance was read and adopt-
s ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Stevenson, Benfield, Morey, Pafford
and Spaeth (5) Nays: (0) Mayor approved the same and is numbered
4067.

City Engineer submitted Estimate Number 2 to H. J. Taylor Con-
struction Company for the construction of Storm Sewer Number 22,
under contract dated IMIarch 9, 1931, and on motion of Co=issioner l�'lorey
same was adopted by the Board of Commissioners. Motion adopted.
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment of a certain claim."
On motion of Commissioner Benfield the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Aes: Stevenson, Benfield, ivorey, Paf-
ford and Spaeth (5) Nays: (0T Mayor approved the same and is num-
bered 4068.
City Engineer submitted Estimate Number 1 to H. J. Taylor Con-
struction Company for the construction of paving improvements con-
structed under contract dated April 7, 1931, and on motion of Commis-
sioner Spaeth same was approved by the Board of Commissioners.
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment of a certain claim."
On motion of Commissioner Pafford the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Stevenson, Benfield, Morey, Paf-
ford and Spaeth (5) Nays: (0) blayor approved the sale and is num-
bered 4069.
City Engineer submitted Estimate Number 3 to R. C. Snyder for
the construction of Storm Sewers 21 and 23 under contract dated
March 2, 1931: and on motion of Commissioner Spaeth same was approved
by the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An
ordinance providing for the curbing and guttering of North Street
from the west line of Twelfth Street to the east lineof Thirteenth
Street, end providing for the cost thereof, how the same shall be
assessed and the manner of payment therefor."
On motion of Commissioner Benfield same was referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled: "An
ordinance providing; for the curbing and guttering of Twelfth Street
from the north line of North Street to the south line of Lincoln
Street, and providing for the cost thereof, how the same shall be
assessed and the manner of payment therefor."
On motion of Commissioner Spaeth same was referred to the
Board of Conmiissioners.
An ordinance was introduced for first reading entitled: "An
ordinance providing for the paving of the intersection of Fairdale
Road and Overhill Road, and providing for the cost thereof, how the
same shall be assessed and the manner of payment therefor."
On motion of Commissioner Pafford same was referred to the
Board of Commissioners.
The appraisers reports for curbing, guttering -and paving im-
provements on:
'Penn Avenue from Iron Avenue to Gypsum Avenue,
Overhill. Road from Crestview Drive to Greenway Road,
Greenway Road from Crestview Drive to Overhill Road,
Jewell Avenue from Ninth Street to Tenth street,
Alley between Fourth and Fifth from Ash St. south to a point
200 feet north of Iron Avenue,
Fairdale Road from Lot 12, Blk. 4, to Overhill Road.,

were received, and on motion of Commissioner Benfield, Monday,
j June 8, 1931 at 5:00 P. Pi. was designated as a Special Meeting, at
which time the appraisers reports will be taken up and acted on by
the Board of Commissioners, and that the City Clerk give notice in
the official City paper as provided by law. Motion adopted.
The appraisers report for the construction of Lateral Sanitary
Sewers No. 165 and 166 were received, and on motion of Commissioner
Spaeth, Monday, June 8, 1931 at 5:00 P. M. was designated as a
Special Meeting, at which time the reports will be taken up and acted
on by the Board of Commissioners, and that the City Clerk give notice
in the official City paper as provided by law. Motion adopted.
On motion of Commissioner Morey the Board of Co=Assioners
adjourned to meet in regular session at 1:30 P. M. Wednesday, June
l 3rd, 1931.
