Meeting was called to order by Mayor Stevenson, the roll was called and Commissioners Stevenson, Benfield, Morey and Spaeth and City Attorney Norris responded. Commissioner Pafford absent. The minutes of the Regular Meeting of April 27, 1931 were read and approved as read. Commissioner Morey moved that C. W. Shaver be instructed to pre- pare plans for bath pavilion in Oakdale Park, for both brick and frame construction. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Morey the ordinance was read and adopted by sections and on its final adoption the .roll was called and the following vote was had; Ayes: Stevenson, Benfield, Morey and Spaeth (4) Nays: (0) Commissioner Pafford absent. Mayor approved the same and is numbered 4057. City Engineer submitted Estimate Number 2 to R. C. Snyder, for the construction of Storm Sewers No. 21 and 23, under contract dated March 2, 1931, and on motion of Commissioner Spaet'z same was approved by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Morey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stevenson, Benfield, Morey and Spaeth (4) Nays: (0) Commissioner Pafford absent. Mayor approved the same and is numbered 4058. City Engineer submitted Estimate Number 1 to H. J. Taylor Con- struction Company for the construction of Storm Sewer No. 22 under contract dated March 9, 1931, and on motion of Commissioner �enfield same was approved by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Morey the ordinance was read and adopted by sections and on its final adoption the :roll was called and the following vote was had; Ayes: Stevenson, Benfield, Morey and Spaeth (4) Nays: (0) Commissioner Pafford absent. Mayor approved the same and is numbered 4059. A resolution was introduced for second reading entitled: "A resolution relating to the curbing and guttering of North Street from the west line of Twelfth Street to the east line of THirteenth Street." On motion of Commissioner Spaeth the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Benfield, Stevenson, Morey and'Spaeth (4) Nays: (0) Commissior_er Pafford absent. Mayor approved the same and is num- bered 514. The above resolution is recorded in full on Page 164 of resolution Book Number 2. A resolu.tion was introduced for second reading entitled: "A resolution relating to the extension of time for payment of the exist- ing mortgage on the Salina Municipal Airport." On motion of Commissioner Morey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Stevenson, Benfield, Morey and Spaeth (4) Nays: (0) Commissioner Pafford absent. Mayor approved the same and is num- bered 515. The above resolution is recorded in full on Page 165 and 166 of Resolution Book Nurr_ber 2. I i 6384 The following communication was received from the City Planning Commission: Salina, Kansas. May 1, 1931. The City Planning Commission met in called session at 5:00 P. M. in the Chamber of Commerce rooms. Members Ir esent: Dyar, Robb, Bren, Shaver, McCarty and Reynolds. Members absent: Leighton. In response for a special permit for Dr. Gehrke, 144 N. 13th, _ to build an addition onto the rear of his residence at the above address; the Plan Commission recomrriends to the City Commissioners that a building permit be granted Dr. Gehrke for this purpose. j In response to a petition from Mr. J. J. Bell at 1213 State Street for permission to erect a filling station on the lot at the S. E. of the intersection of State and Olive Streets; the Plan Com- mission does not recommend any change in zoningat this location. (Signed) F. L. Re olds Sec�y City Vlanning Com- mission. Commissioner Morey moved that Building Inspector be instructed to grant a special permit to Dr. Gehrke for addition to residence located at 144 N. Thirteenth Street. motion adopted. Commissioner Morey moved that a permit be granted to Western Pure Milk Products Company for the construction of a barn on their premises in Hansents Court, such permit to be revocable at any time by the Board of Commissioners, and the permit to be conditioned upon the right of the Board of Commissioners to order the removal of said barn at any time, which condition the Western Pure Milk Products Company shall agree to by the acceptance and use of such permit. City Clerk was instructed to publish a notice notifying property owners on streets to be paved this year, to connect their premises with water, sewer and gas in advance of paving. Motion adopted. On motion of Commissioner Spaeth, H. L. Brown was appointed as City Manager of the City of Salina, and on motion of Commissioner Morey appointment was confirmed by the Board of Commissioners. Mayor Stevenson appointed John Frederick, E. D. Martin and L. W. Carl, as appraisers to ascertain the valuation of certain lots and pieces of land liable to special assessn-ent for the improving of: Overhill Road from Crestview Drive to Greenway Road, Greenway Road from Crestview Drive to Overhill Road, I Fairdale Road from end of paving at Lot 130 Blk. 42 Country Club Heights Addition to Overbill Road, Penn Avenue from Iron Avenue to Uypsum Avenue, Alley between Fourth and Fifth Street from Ash Street to a point 200 feet north of Iron Avenue, I South side of Jewell Avenue from Ninth Street to Tenth Street. and. for the construction of Lateral Sanitary Sewers No. 165 and 166. 1 On motion of Conn-issioner Morey appointments were confirmed by the Board of Commissioners. Commissioner Korey moved that the City Engineer be instructed to prepare plans and specifications and estimate of cost, and that City Clerk be instructed to advertise for bids for repairing roof of Memorial Hall, bids to be received up to Monday, May 112 1931 at 4:00 P. M. A petition was presented asking for the curbing, guttering and paving of Columbia Avenue from Ash Street to Elm Street. Same was ordered filed. On motion of Commissioner Morey the Board of Commissioners ad- journed. 2 Y City Clerk.
