04-27-1931 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING. I COMMISSIONERS ROOM, 1 rj J 1 SALINA, KANSAS. APRIL 27, 1931. i Regular meeting of the Board of Commissioners, April 27, 1931. Meeting was called to order by Mayor Stevenson, the roll was called and Commissioners Stevenson, Benfield, Morey, Pafford and Spaeth and City Attorney Norris responded. The minutes of the Regular Meeting of April. 20, 1931, were read and approved as read. Bids for the construction of Lateral Sanitary Jewers No. 1.65 and 166 as advertised for, received as follows: Ray G. Tripp Construction Co., Herington, Kansas. f�. C. Snyder, Salina, Kansas. City Engineers estimate of cost for the above named work was read. Commissioner Pafford moved that contract for the construction of Lateral Sanitary Sewers No. 165 and 166 be awarded to Ray G. Tripp Construction Company of Herington, Kansas; as per bid submitted, and that certified check be returned by the City Clerk to the unsuccess- ful bidder, and that Mayor be authorized to sign contract on behalf of the City for such work with Ray G. Tripp Construction Company. Said motion was duly seconded and carried and on roll call was declared adopted. Bids for the paving of: Overhill Road from Crestview Drive to Greenway Road, Greenway Road from Crestview Drive to Overhill Road, Fairdale Road from end of existing paving at Lot 12, Block 4, Country Club Heights Addition to Overhill Road, Alley between Fourth and Fifth Streets, from Ash Street to a point 200 feet north of north line of Iron Avenue, and for curbing, guttering and paving of: Penn Avenue from Iron Avenue to Gypsum Avenue, and for the curbing and guttering of: South side of Jewell Avenue from Ninth Street to Tenth Street, received from: Cook & Stucker, Ottawa, Kansas, Reed & Wheelock, Clay Center, Kansas, H.J.Taylor Construction Co., Salina, Kansas. City Engineers estimate of cost for above named work was read. Commissioner Morey moved that contract for paving: Yverhill Road, from Crestv_ew Drive to Greenway Greenway Road, " it " Overhill. Road, Fairdale Road, " end of paving at Lot 12, Blk. 40 Country Club Heights Addition to Overhill Road, be awarded to H. J. Taylor Construction Company for 22" brick on a concrete base with asphalt filler, as per his bid submitted, and that certified checks be returned by the City Clerk to the unsuccessful bidders, and that Mayor be authorized to sign the contract on behalf of the City for such work with H. J. Taylor Construction Company. Said motion was duly seconded and carried and on roll call was declared adopted. Commissioner Spaeth moved that contract for curbing, guttering and paving Penn Avenue from Iron Avenue to Gypsum Avenue be awarded to H. J. Taylor Construction Company for 6 inch reinforced concrete, and concrete combined curb and gutter, as per his bid submitted, and that certified checks be returned by the City Clerk to the unsuccessful bidders, and that Mayor be authorized to sign the contract on behalf of the City for such work with H. J. Taylor Construction Company. Said motion was duly seconded and carried and on roll call was declared adopted. 382 d Commissioner Pafford moved that contract for curbing an uttering of south side of Jewell Avenue from Ninth Street to guttering Street, be awarded to H. J. Taylor Construction Company for concrete combined curb and gutter, as per his bid submitted, and that certified checks be returned by the City Clerk to the unsuccessful bidders, and that Mayor be authorized to sign the contract on behalf of the City for such work with H. J. Taylor Construction Company. Said motion was duly seconded and carried and on roll call was declared adopted. Commissioner Benfield moved that contract for paving of alley between Fourth and Fifth Streets from Ash Street to a point 200 Net north of the north line of Iron Avenue, be awarded to H. J. Taylor Construction Company for 212" brick on a concrete base with asphalt filler as per his bid submitted, and that certified checks be returned by the City Clerk to the unsuccessful bidders, and that Mayor be authorized to sign the contract on behalf of the City for such work with H. J. Taylor Construction Company. Said Mo- tion was duly seconded and carried and on roll call was declared adopted. A petition was presented asking for the adoption of an ordinance eliminating parking of busses on Ash Street from Santa Fe Avenue to Eighth Street. Same was ordered filed. A petition was presented protesting against the use of the ground on Johnstown Avenue between Kansas Avenue and Ohio Avenue for a dump ground. Same was referred to the City Manager. A petition was presented asking for the vacation of a 16 -foot alley lying between Lots 30 and 32 on Santa Fe Avenue in the Grounds of Kansas Wesleyan University Addition, said alley to be vacated from the east line of Santa Fe Avenue east to west line of alley running north and south between Minneapolis Avenue and Ellsworth Avenue. game was referred to the City Manager. A resolution was introduced for first reading entitled: "A relating to the curbing and guttering of North Street from the west line of Twelfth Street to the east line of ThirEeenth Street." On motion of Commissioner Spaeth same was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A resolution relating to the extension of tine for payment of the existing mortgage on the Salina Municipal Airport." On motion of Commissioner Benfield same was referred to the Board of Commissioners. On motion of Commissioner Morey the Board of Commissioners adjourned. City Clerk
