Meeting was called to order by Mayor Dodds, the roll was called and Commissioners Dodds and Moore and City Attorney Norris responded. i Commissioner Stevenson absent. The minutes of the Regular Meeting of April 6, 1931 and Canvas- i -- sing Board Meeting of April 1.3, 1931 were read and approved as read. Bids for the sale of $20,000 "ailroad Aid Bonds as advertised I for, received as follows: Fidelity National Corporation, K. C. Mo.ar, Accrued Interest remium X12.50 per thousand i Central Trust Co., Topeka, Kansas. rar, Accrued Interest, Premium, $10.56 per thousand i The Dunne -Davidson -Ranson Co., Wichita.,Par, Accrued Interest, Kansas. Premium $3.10 per thousand I The Brown-Crummer Investment Co., Par, Accrued Interest, Wichita, Kansas. Total Premium $175.00 Commissioner Moore moved that all bids be rejected, and that bids by auction be received on 4% bonds, and that certified checks be returned by the City Clerk to the unsuccessful bidders. Motion adopted. I Commissioner Moore moved that bid of The Brown-Crummer Invest- ment Company of Wichita, Kansas be accepted on 4% bonds, for par, accrued interest and a total premiwn of $100.00. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance relating to the parking of vehicles on certain streets in the City of Salina." i i On motion of Commissioner Moore same was referred to the j Board of Commissioners. An ordinance was introduced for second reading entitled: "An ordinance appropriating certain money From the General Fund (Street j Department) to the Airport Fund." i On motion of Commissioner Dodds the ordinance was read and i adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dodds and Moore (2) Nays: (0) Commissioner Stevenson absent. Mayor approved the same and is i numbered 4052. An ordinance was introduced for second reading entitled: "An ordinance appropriating the sum of $9873.19 out of the Firemens Relief Fund for the purchase of certain bonds heretofore issued by the City of Salina." On motion of Commissioner Moore the ordinance was read and __ adopted by sections and on its final adoption the roll was called I and the following vote was had; Ayes: Dodds and Moore (2) Nays: (0) Commissioner Stevenson absent. Mayor approved the same and is numbered 4053. , The following communication was received from the City Plan- j ning Commission: Salina, Kansas. April 11, 1931. — I The City Plan Commission met in special session at 12:00 i noon at Brown's Dining Room; members present: Dyar, Bren, Reynolds, Pafford and Shaver Members absent: Leighton and Robb. in response for a request for a special permit for the erection of a duplex house on the lots at the corner of Tenth and Walnut, by Warren Smither; the Plan Commission recommends to the City Commissioners the granting of a special lermit for this build- ing, provided the building is of the size and placed on the lots in accordance with the plat submittdd with this request. ado Mr. Pafford informed the Commission of his intended resignation and suggested that the Commission name his probable successor; accord- ingly the Plan Commission suggests the name of Arthur McCarty as a probable successor to Mr. Pafford. The Plan Commission seem to be confronted with considerable trouble in the matter of the part of the ordinance requiring a rear lot set back of 20 feet; and are raising the question with the City Commissioners whether either bf the following should be done: amend the ordinance or discontinue the practise of granting special permits in these special cases. i The Commission adjourned at 1:00 P. Commissioner Xoore moved that recommendations be adopted and a permit be granted to Warren Smither for erection of a duplex house on the lots at the corner of Tenth and Walnut Streets, with a set back of 14 feet in front and 7 feet at the rear. Motion adopted. Salina, Kansas. April 11, 1931. To the City Commissioners and the City Planning Board of the City of Salina, Kansas. I Gentlemen: Mr. Reynolds, member of the Planning Board, has submitted to me plans and specifications covering the erection of one certain duplex at the corner of Tenth and Walnut Streets in the City of Salina, Kansas, on a lot owned by W. E. Smither, and I wish to state that neither i myself or Mrs. J. F. Corder, have any objections to the erection of this building provided the same complies with the plans and specifications as shown to me by Mr. xeynolds on this date. Respectfully, (Signed) J. F. Corder Mr. R. J. Pafford submitted his resignation as a member of the City Planning Commission by reason of having been elected commission- er of the City of Salina, and on motion of Commissioner Moore same was accepted by the Board of Commissioners. Mayor Dodds appointed Arthur F. McCarty as a member of the City Planning Commission, to fill vacancy caused by resignation of R. J. Pafford. On motion of Commissioner Moore the appointment was confirmed by the Board of Commissioners. City Engineer submitted plans and specifications and estimate of cost for the construction of Lateral Sanitary Sewers No. 165 and 166. On motion of Commissioner Moore same were adopted by the Board of Commissioners, and the City Clerk was instructed to advertise for bids for such sewers, to be received up to and including Monday, April 27, 1931 at 4:00 P. M. Motion adopted. i City Engineer submitted plans and specifications and estimate of cost for the paving of: Alley between Fifth and Fourth Streets from a point 200 feet north o_` -Iron Avenue to Ash Street; i I Fairdale Road from the south line of Lot 12, Block 4, Country Club Heights A di ion to north line of Overhill Road. Greenway Road from Crestview Drive to Overhill Road. Overhill Road from Crestview Drive to Greenway Road. Curbing and guttering: South side of Jewell Avenue from Ninth street to Tenth street. i 70 Curbing, guttering and paving: Penn Avenue from Iron Avenue to Uypsum Avenue. On motion of Commissioner Moore same were adopted and approved y the Board of Commissioners, and the City Clerk was instructed to ivertise for bids for such improvements, to be received up to and Zcluding Monday, April 27, 1931 at 4:00 P. M. Motion adopted. There being no further business appearing, the present Board f Commissioners adjourned and Commissioners Dodds and Moore, whose srm of office expires, vacated their places. The newly elected Commissioners being present and having filed their bonds, same having been approved by the Judge of the District Court, the City Clerk administered the oath of office to: Benfield Perry J. Morey Be Ote Pafford R. J. Spaeth John J. Commissioner Morey nominated ISI. A. Stevenson as Chairman of the Board of Commissioners and Mayor of the City of Salina,'Kansas for the ensuing term, and moved that the City Clerk cast the unanimous vote for M. A. Stevenson as Mayor of the City of Salina for the ensuing term. Motion carried and M. A. Stevenson declared elected as Mayor and Chairman of the Board of Commissioners of the City of Salina for the ensuing term. Commissioner Pafford nominated Be Otice Morey as Acting Mayor of the City of Salina, Kansas, for the ensuing term, to act as such in the absence of the Mayor, and that the City Clerk cast the unani- mous vote for Be Ote Morey as Acting Mayor of the City of Salina for the ensuing term. kotion carried and B. Ote Morey declared elected as Acting Mayor of the City of Salina, Kansas for the ensuing term. Mr. R. J. Paulette, submitted his resignation as City Engineer, to become effective June 1, 1931, and on motion of Commissioner Paf- ford same was accepted by the Board of Commissioners. On motion of Commissioner Spaeth the Board of Commissioners adjourned.
