Meeting was called to order by Yayor Dodds, the roll was called and Commissioners Dodds, Stevenson and Moore and City Attorney Norris responded. City Attorney Norris raported that remonstrance against the curbing, guttering and paving of Penn Avenue fror. Iron Avenue to Gypsum Avenue was insufficient. An ordinance was introduced for first readir_C entitled: "An ordi_zance providing for the paving of the alley between Fifth Street and Fc-Ltrth Street from the south side or Street to a point 200 feet nor t_1 of the north line of Iron Avenue, and providing for the cost thereof, how the same shall be assessed. and the manner of payment therefor." On motion of Commissioner Stevenson same was referred to the Board of Commissioners. An ordinance was introduced for fist reading entitled: "An ordinance providing for the paving of Fairdale Road_ from the end of the existing paving at the south line ofLot -12, Block 4, Country Club heights Addition to t,r;_e north line of Uverhill Road, and provid- ing for the cost thereof, how the same shall_ be assessed and the man- ner of payment therefor." On motion of Commissioner Moore same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing and guttering of the south side of Jewell Avenue from the west line of Ninth Street to the east line of, I Ten ..treet, and providing for the cost thereof, how the same shall be paid and the manner of payment therefor." On motion of Commissioner Stevenson same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: ";in ordinance providing for the paving of Gree --away Road from the south line of Crestview Drive to the north line of Overhill Road, and. pro- viding for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Moore same was referred to the Board of C ommissioners . An ordinance was int-�oCliiced. for first reading entitled: "An orUinance providing for the paving of Overhill Road from tha scuth line of Crestview Drive to the east line of Greenway Road, and pro- viding for the cost thereof, how the same shall be assessed and the manner of payment therefor." Un motion of Comanissioner Stevenson same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing, guttering and paving of Pena Aven-ae from the south line of Iron Avenue to the north lire of y�psum Aveaue, and providing for the cost thereof, how the same shall be assessed. and the manner of payment therefor." On Motion of Commissioner Moore same was referred. to the Board of Commissioners. A petition was presented asking for the construction of a sewer between Chicago Street and Olive Street from University Place north to State Street. Same was ordered filed. o70 An ordinance was introduced for second reading entitled: "An ordinance creating and definin8 certain lateral_ sanitary sewer districts in the City of Salina designated as lateral sewer dis- tricts No. 165 and 166, providing for the construction of lateral sanitary sewers in such districts and for the cost the.-°ecf and for the levying of special assessments against the property in such i districts for the payment of such cost, and for the issuing of bonds therefor." On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll vas cap ed and the following vote was had; Ayes: Stevenson, Dodds and Moore (3) Yays: (0) Mayor approved the same and is nnribered 4040. The following co7.mLunication was received from the City Plan - j ning Commission: Salina, Kansas. March 30, 1931. The City Plan Comnnission met in called session in the Chamber of Commerce rooms at 5:00 P. H. Members present: Dyar, Bren, Robb, Shaver and Reynolds. Members absent: Leighton and Pafford. In response to a request for a special building permit for Mr. Warren Smither for the building of a duplex house on the lot at the S. E. corner of the intersection of lOt".1 end Walnut; the Plan Commission after considering this matter declined to take action. It is the feeling of the Commission that this plan as pro- posed does not make enough provision for the rear lot line setback, and is in too great conflict vrith the city ordinance covering same. An ap,)-. oval _was granted of a replat of the following described property, called Beverly P,anor Plat - Lots 23 to 30 inclusive in Block 2 Pleasant View Addition_ and part of 16 foot alley running east and west in said block 2 and 14 foot alle— or public highway running north and south lying irr_ediately west of and adjfcent to lots 25 and 30 Block 2 Pleasant View Addition. Also the SW 1/4 of tha NE 1/4 of the SW 1/4 of the SE 1/4 of Section 23, Township 14 South; Range 3 West of the 6th principal 1-'eridian. This replat was presented by Mr. J. J. Morse and Mr. York. It was suggested that the attention_ of the City Commissioners be directed to a cluster of trees just North of the Iron Avenue Bridge on the west side of the river; this group of trees, when in full leaf form a screen which obscures the view of the railroad and possible approaching trains from the north for drivers approaching the Iron Avenue crossing from the east. The Plan Commission feels these trees might be trimmed somewhat and increase the safety factor at this point. The Plan Commission discussed. informally the action of the city in preventing the erection of a billboard at the Iron Avenue Bridge, and desire to commend the City Manager and Cit Commission- ers ers for their action in this matter. F. L. Reynolds ecretary. Commissioner Stevenson moved that same be adopted and filed. An ordinance was introduced for first reading entitled: "An ordinance amending Section 3 of Ordinance No. 3999 relating to signs, billboards and outdoor advert.1sing ettE., and repealing said original Section 3 of said ordinance." On motion of Commissioner Tvoore same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract for the construction of Storm Sewers No. 21 and 23 in the City of Salina, and providing for the issuance of temporary notes to Fay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Stevenson same was referred to the Board of Commissioners. On motion of Commissioner ?''ogre the Board of Commissioners adjourned. �r City Clerk
