03-30-1931 Minutes367 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. The minutes of the Regular Meeting of March 23, 1931, were read and approved as read. I An ordinance was introduced for second reading entitled: "An ordinance levying special assessments against certai.h property in the City of Salina to pay the cost of constructing certain sidewalks therein." I On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dodds, Stevenson and Moore (3) Nays: (0) Mayor approved the sane and is numbered 4036. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract for the construction of Storm Sewer No. 22 in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." I On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dodds, Stevenson and Moore (3) Nays: (0) Mayor approved the same and is rnanbered 4037. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract for the construction of new abutment and approach span for the south end of the existing steel bridge over the Smoky Hill River at Ohio and Elm Streets in the City of Salina, and providing for the issuance and sale of bonds." On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dodds, Stevenson and Moore (3) Nays: (0) Mayor approved the same and is numbered 4038. An ordinance was introduced for second reading entitled: "An ordinance relating to and regulating the building and maintenance of bulkheads, cellar and basement ways, areaways, railings, stairways and excavations in streets, and in and under sidewalks in the City of Salina, Kansas." On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dodds, Stevenson and Moore (3) Nays: (0) Mayor approved the same and is numbered 4039. The following release was received from the United Power and Light Corporation of Salina, Kansas: WHEREAS, The United 'ower and Light Corporation (of Kansas) has constructed a transmission line upon and across a portion of the premises of Owner, located in Lots 32 and 34 in Block 1, and Lots 33 and 35 in Block 2, in Riverside Park Addition in the City of Salina, Kansas in Saltine County, Kansa.; : and WHEREAS, Owner claims that in course of said work certain damage has been done to the crops, fences and (Or) other property of Owner. NOW THIUZEFORE, In Consideration of the sum of Twelve Hundred and No/100 Dollars ($1200.00) paid to the undersigned, receipt whereof is hereby acknowledged, the City of Salina, Kansas, does by execution here:; of, hereby release and fully discharge all claims and rights of action of every kind and character against said The United Power and Light Corporation (of Kansas) for loss or damage to the property of Owner or otherwise in any manner caused by or growing out of the surveying for, or the construction, maintenance or operation of said transmission line and any appurtenances thereof across, adjacent to or near the premises of Owner prior to this present date. Banker, City Clerk On motion of Commissioner Stevenson the 1,"ayor was authorized to sign said release, and the City Clerk instructed to deliver said release to the United Power & Light Corporation on payment of the amount specified in saic:. release. Motion adopted. I An ordinance was introduced for first reading entitled: "An j ordinance creating and defining certain lateral sanitary sewer dis- tricts in the City of Salina designated as Lateral Sewer Districts j No. 165 and 166, providing for the construction of lateral sanitary sewers in such districts and for the cost thereof and for the levy- ing of special assessments against the property in such districts for the payment of such cost, and for the issuing of bonds therefor." A resolution was introduced for first reading entitled: "A resolution relating to the curbing and guttering of 'Twelfth ► treet from the north line of North Street to the loath line o incoTTi Street." On motion of Commissioner Stevenson same was referred to the Board of Commissioners. On motion of Commissioner Stevenson the City Clerk was in- structed to advertise for the sale of $20,000 Railroad Aid Bonds, bids to be received up to and including Monday, April 13, 1931 at 4:00 P. M. I A remonstrance was presented protesting against the curbing, guttering and paving of Penn Avenue from Iron Avenue to Gypsum j Avenue. Same was referred to the City Attorney.
