03-02-1931 Minutes358 COMMIS SIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS MARCH 2, 1931. Regular meeting of the Board of Commissioners, March 2, 1931. Meeting was called to order by Mayor Dodds, the roll was called and Commissioners Dodds, Stevenson and Moore and City Attorney Norris responded. i The minutes of the Regular Meeting of February 23, 1931 and Regular Meeting of February 26, 1931, were read and approved as read. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." I On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dodds, Stevenson. and Moore (3) Nays: (0) Mayor approved the same and is numbered 4023. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Stevenson the ordinance was read and j adopted by sectionsand on its final adoption the roll was called and the following vote was had; Ayes: Dodds, Stevenan and Moore (3) Nays: (0) Mayor approved the same and is numbered 4024. j An ordinance was introduced entitled: "An ordinance appropriat- ing certain moneys out of the Airport Fund for the payment of interest March 1, 1931, and a portion of the principal on the mortgage on the land now owned by the City of Salina and occupied by the Salina Munici- pal Airport." j On motion of Commissioner Stevenson the ordinance was read and j adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dodds, Stevenson and Moore (3) Nays: (0) Mayor approved the same and is numbered 4025. � ' I An ordinance was introduced for second reading entitled: "An ordinance relating to the condemnation and appropriation of certain private property for the opening and widening of North Street east of the intersection of North Street and Santa Fe Avenue; designating a benefit district and providing for the appointment of commilsioners to make an appraisement and to assess damages and benefits on account of such condemnation." i On motion of Commissioner Stevenson the ordinance was read and j adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dodds, Stevenson and Moore (3) Nays: (0) Mayor approved the same and is numbered 4026. An ordinance was introduced for second reading entitled: "An ordinance requiring certain railway companiesto light certain streets in the City of Salina; providing that the cost thereof dlall be a lien upon the property and franchises of such companies and for the assessment and taxation of such cost against such property and fran- chises, and repealing Ordinance No. 3995." On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dodds, Stevenson and Moore (3) Nays: (0) Mayor approved the same and is numbered 4027. An ordinance was introduced for second reading entitled: "An ordinance amending Section 3 of Ordinance No. 4021 providing for the construction of Storm Sewer No. 23." A resolution was introduced for second reading entitled: "A resolution relating to the paving of Greenway Road from south line of Crestview Drive to north line of Overhill Road." On motion of Commissioner Stevenson the resolution was read and adopted as read and on its final adoption the roll was called and the following vote wars had; Ayes: Dodds, Stevenson and Moore (3) Nays: (0) Mayor approved the same and is numbered 509. On motion of Commissioner Stevenson the resolution was read and adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Dodds, Stevenson and Moore (3) Nays: (0) Mayor approved the same and is numbered 510. A resolution was introduced for second reading entitled: "A resolution relating to the paving of Overhill Road from the south line of Crestview Drive to east line of Greenway load." On motion of Commissioner Stevenson the resolution was read and adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Dodds, Stevenson and Moore (3) Nays: (0) Mayor approved the same and is numbered 511. A resolution was introduced for second reading entitled: "A resolution relating to the curbing, guttering and paving of Penn Avenue from the south line of Iron Avenue to the north lin-e-77— Gypsum Avenue." On motion of Commissioner Stevenson the resolution was read and adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Dodds, Stevenson and Moore (3) Nays: (0) Mayor approved the same and is numbered 512. The above resolution is recorded in full on Page 162 of Resolu- tion book Number 2. City Engineer submitted Final Estimate to W. J. Saum for the construction of sidewalks under contract dated November 24, 1930, and on motion of Commissioner Stevenson same was adopted by the Board of Commissioners. The following communication was received from the Board of .cThe Works: Salina, Kansas. February 27, 1931. Ylr., Herbert Brown, i City Manager, Salina, Kansas. Dear Mr. Brown: In behalf of the Board of Public Works and in reference to the proposition of a proposed park west of Thirteenth Street and North of Grand Avenue offered to the City of Salina by the heirs of the late Paul Wakenhut, the Board has given consideration to this subject and on two occasions, have visited the proposed park. The Board was unanimous in its disapproval of the acceptance of this proposition on the basis of the amount of property included in the offer. It was felt that there was not sufficient open ground for making this a park adaptable to the future growth of that section of our city. It was also felt that a permanent right of way should be located from Grand Avenue on the extreme west end of the plot with at least 60 ft.or a drive into the park from that point. Following our meeting, a trip was made to the site with the City Engineer who has made up a map of the ground as the Board.seemed to feel would be required to make this park of value to the City. We are submitting herewith two blue prints and the Board has voted to ask you to refer this map to Mr. C. B. Dodge, Executor of the estate owning this property, and have him submit again to our City Coranissioners, this proposition on the pr3perty as outlined on this map. We believe that the Commission will be justified in asking for a new offer and cne based on the actual value of this land. It was felt by the Board of Public Works, that the price asked was extremely high, and that this property should be offered as out- lined on the accompanying map, at a better price than was previously named, because of the great amount of waste ground in the plot. The entire Board was willing to approve this proposition on the basis of the revised amount of ground and at a price which will be reasonable. We will thank you to place this matter before the City Commis- sion and obtain authorization to resubmit the proposition to Mr. Dodge. We shall be very glad to again give the proposition consideration on completion of the request we are asking for resubmission of the matter. A petition was presented asking for the construction of a sidewalk on the east side of Santa Fe Avenue from Pacific Street to Otis Avenue. Same was referred to the City Manager. A petition was presented asking for the construction of later- al sewers to serve Block 1 and 2 Pleasantview Addition, Salina, Kansas, said tract lying between Kirwin Avenue and Claflin -Street and from Ninth Street west to City limits. Same was referred to the City Manager. City Engineer submitted pans and specifications and estimate of cost for Storm Sewer No. 22, and same were approved by the Board of Commissioners, and the City Clerk was instructed to advertise for bids for such sewer to be received up to and including Monday, March 9, 1931 at 4:00 P. M. Motion adopted. w 1 1 :� 11 1 1 A petition was presented asking for the location of a street light at the corner of Elevenths Street and Frost Street. Same was referred to the City Manager. Bids for the construction of Storm Sewers No. 21 and 23 as advertised for, received from: H. J. Taylor Construction Company, R. C. Snyder. City Engineers estimate for the above named work was read. Commissioner Stevenson moved that contract for Storm Sewers No. 21 and 23 be awarded to R. C. Snyder as per his bid submitted and that certified check be returned by the City Clerk to unsuccessful bidder, and that Idayor be authorized to sign contract on behalf of the City for such work. City Engineer submitted estimate of cost for the repair of Ohio Street Bridge, also submitted plans and specifications for such work, and on motion of Commissioner Stevenson same was approved by the Board of Commissioners and the City Clerk was instructed to advertise for bids for such work to be received up to and including 1onday, March 9, 1931 at 4:00 P.
