COMMISSIONERS PROCEEDINGS, REGULAR MEETING.
COMMISSIONERS ROOM,
SALINA, KANSAS.

Regular meeting of the Board of Commissioners, Yebruary 16,
1931. Meeting was called to order by Mayor Dodds, the roll was
called and Commissioners Dodds, Otevensen and Moore and City Attorney
Norris responded to roll call.
The minutes of the Regular Meeting of February 9, 1931, were
read and approved as read.
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Moore the ordinance was read and
adopted, --by sections and on its final adoption the roll was called and
the following v6te was had; Ayes: Dodds, Stevens m and Moore (3)
Nays: (0) Mayor approved the same and is numbered 4019.
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment of a certain claim."
On motion of Commissioner Stevenson the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Dodds, Stevenson and Moore (3)
Nays: (0) Mayor approved the same and is numbered 4020.
An ordinance was introduced for second reading entitled: "An
ordinance providing for the construction of certain storm sewers in
the City of Salina to be designated as Storm Sewers No. 21, 22 and 23,
and providing for the issuing of improvement bonds to pay the cost
thereof."
On motion of Commissioner Stevenson. the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Dodds, Stevenson and Moore
(3) Nays: (0) Mayor approved the same and is numbered 4021.
The following recormiendations were received from the City
Planning Commission:
Salina, Kansas. Feb. 12, 1931.
The City Planning Commission met in regular session at
5:00 P. M. in the Chamber of Commerce rooms in the City Building.
Members present: Dyar, Chairman, Robb, Bren, Pafford and
Reynolds.
Members absent: Shaver and Leighton.
In response to a petition from property owners in the
vicinity of 9th and Walnut asking for a re -hearing on their previ-
ous petition requesting a change in zoning of some of the properties
in this immediate vicinity.
After considering this question the Plan Commission recommends
to the City Commissioners the rezoning to commercial the following
described lots: beginnin§ at the intersection of Walnut and the
west line of Lot 9, Plat 'A" Maple Grove Addition, south to the
south line of this lot, east to Ninth Street, then across Ninth and
along the south lines of Lots 140, 141, 142 and 143, then across
Eighth Street and along the south line of Lots 1, 2 32 4 and 5,
all Original Town, then north on Seventh to Walnut and west on Walnut
to place of beginning.
This recommendation is being made in an effort to encourage
business to turn west along Walnut, and eventually square out the
tract bounded by Walnut, Ninth and Iron, thus prevening, as far as
possible the tendency towards a "one street" town.
In response to a petition presented by Earl Wyatt and others
for a permit to complete his building program as started on Faker
Street, the Plan Commission feels that Mr. Wyattts rights in this
case have been encroached on by others and in this case it is only

as aatlined in his plans; therefore the Plan Commission recommend
that the City Commissioners grant Mr. Wyatt special permits to
build the two residences as requested on Baker Street.
The Plan Commission discussed in bLn informal manner the
possible development and care of the small city park at the west
end of Sunset Drive; believeing that in a very short while this pmt
of town will be pretty well developed and the need of this park will
be more apparent than now, the Plan Commission recommends to the
City Commissioners that this park be given more care and attention,
particularly as to the care of the trees, re -setting of those dead,
and the mowing of weeds and removal of trash during the summer.
We believe if this were done the public would come to recognize
this as another beauty spot in Salina and appreciate it accordingly.

The above recommendations were ordered filed by the Board
of commissioners.
The application of J. Earl Wyatt asking permission to erect
two additional duplexes on tract of ground lying between the duplex
at 409-411 Baker Street and the duplex at 425-427 Baker Street, was
received, and on motion, permission was granted to Mr. Wyatt to
erect said duplexes.
The Board of Public Works submitted the following recorz-enda-
tions:

City of Salina, Kansas.
Gentlemen:
We, the Board of Public Works, after a careful examination
of the Ohio Street bridge, feel convinced that this matter should
be given your early attention.
We further recommend that bids should be taken, and the same
awarded to the lowest bidder.

On motion, same were filed and the City Engineer was in-
structed to draw plans and specifications covering such repairs.
Motion adopted.
A.petition was presented asking for the location of a street
light at the intersection of Spruce Street and Clark Street. Same
was referred to the City Manager.

Application received from E. J. Ericson (Club Smoker) for
Pool Hall License for the first six months of 1931.
On motion of Commissioner Stevenson license was granted to
E. J. Ericson for Pool Hall for first six months of 1931.
On motion of Commissioner Moore the Board of Commissioners
adjourned.
