Meeting was called to order by Tplayor Dodds, the roll was called and Commissioners Dodds, Stevenson and City Attorney Norris responded. Commissioner Moore absent. The minutes of the Regular Meeting of January 5, 1931 and January � 80 1931, were read and approved as read. Commissioner Stevenson moved that Pyle and Kroll be granted a special permit to constfuct a building on their I:,roperty on Ninth Street north of the Union Pacific Railroad. I An ordinance was introduced entitled: "Ar_ ordinance making an I appropriation for the payment of a certain claim." On motion of Commissioner 6tevenscn the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dodds and. Stevenson (2) Nays: j (0) Commissioner Moore absent. Mayor approved the same and is num- bered 4006. An ordinance was introduced entitled: "An ordinance making an G appropriation for the payment of a certain claim.." On motion of Commissioner Stevenson the ordinance was read and j adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dodds and Stevenson (2) Nays: (0) i Commissioner I�' oo re absent. An ordinance was introduced for second reading entitled: "An ordinance authorizing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of 22,995.80, to pay the cost of constructing certain lateral sanitary sewers in said City." On, motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stevenson and Dodds (2) Nays: (0) Commissioner Moore absent. Mayor approved the some and is numbered 4008. An ordinance was introduced for first reading entitled: "t,n ordinance relating to the offices of City Manager and Superintendent of the Vaterworks Department of the City of Salina; providing for the combining of such offices and for the holding of such offices by one person; providing a salary for such combined offices and repealing all ordinances or p&Its of ordinances in conflict: with the provisions of this ordinance . rr On motion of Commissioner Stevenson same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for and authorizing the appropriation and transfer of certain unexpended balances in certain sub -divisions or departments of the General Fund to an account designated as the Unexpended Balance Account of the General Fund, and authorizing and directing the transfer of certain amounts from said Unexpended Balance account to certain oth- er subdivisions of the General Fund." On motion of Commissioner Stevenson same was referred to the Board of Commissioners. Application for Junk Dealer license received from Louie T,Iedov, junk yard to be located at 312 North Fifth Street. Commissioner Stevenson moved that license be granted to Louie Medov for Junk Yard at 312 North Fifth Street. Application for taxicab license for the year 1931 received from: James McDade, I. S. Pyle C. 0. Sandberg. Cor;unissioner Stevenson moved that license be granted. o46 The following cor_i7:unication was received from the Board of Public Works: Salina, Kansas. January 6, 1931. The Honorable Commissioners of The City of Salina, Salina, Kansas. Gentlemen: In reference to the Johnstown Avenue Storm Sewer project which was submitted by you to this Board, for consideration and approval or disapproval, in accordance with the City Ordinance governing such proposals, we beg leave to report as follows: After due consideration and careful study of the subject as well as present ecoriomic conditions, we request that the project be delayed indefinitely. I Vice recognize the need for this improvement and respectfully ask that if and when any storm sewer pro'ect is taken up for consideration, that the Johnstown. Storm ewer should have first place and be recognized as the next improvement to be made along this line. i Vie further recommend that an investigation be made on the advisability of new plans being drawn for the Johnstown Storm i Sewer, and that a smaller sewer, placed at a less depth at the mouth, be designed. We disapprove the placing of this sewer at such depth and of its being of such size as was planned to drain the sloughs and river beds adjacent to it. We believe the City is not justified in the expenditure of public funds for the drainage of privately owned lots, and that an effort should be made to induce the owners of such properties to fill the dem essed areas up to standard street grades. hespectfully yours, THE BOARD OF PUBLIC WORKS By, Chas. Application for Pool Hall license for the first half of 1931 received from: The Smoker, 107 N. Santa Fe Avenue, White Way Smoker, 115 S. Santa Fe Avenue. Geo. Holzmeister, 116 S. Fifth street, John S. Gordon, 340 N. Santa Fe Avenue. Lamer Hotel Pool Room, Santa Fe & Ash, Rex Smoker, 134 N. Santa Fe Avenue. C. M. Allen, 717 W. Bishop Street. Commissioner Stevenson moved that license be granted to the above named parties for operation of pool hall for the first half of 1931. Motion carried. On motion of Commissioner Stevenson the Bca rd of Conmissioners adjourned. City Clerk.
