Meeting was called to order by Mayor Dodds, the roll was called and Commissioners Dodds, Stevenson and Moore and City Attorney Norris responded. j The minutes of the Regular Meeting of December 29, 1930 were read and approved as read. An ordinance was introduced for second reading entitled: "An a ordinance relating to signs, billboards and outdoor advertising; relating to and regulating the location and construction and mainte- nance of signs and billboards; providing for and requiring a license for and the payment of a license or occupation tax by persons engag- ing in the business of outdoor advertising; providing a penalty for the violation of this ordinance and repealing certain ordinances or ! parts of ordinances in conflict with this ordinance." s On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dodds, Stevenson and Moore (3) Nays: (0) Mayor approved the same and is nimbered 3999. 4 4 f An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." City Engineer submitted Final Estimate to R. C. Snyder, for the construction of Lateral Sewers No. 163 and 164, under contract dated October 27, 1930, and on motion of Commissioner Stevenson same was approved by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and I the followin vote was had; Ayes: Dodds, Stevenson and Moore (3) Nays: (0) payor approved the same and'is numbered 4001. City Engineer submitted Final Estimiate to R. C. City Engineer submitted Final Estimate to Lock Joint Pipe Company of Kansas City, Missouri for furnishing and delivering rein- forced concrete pipe for drainage work from Second and Republic to Third and Crawford Streets, and on motion of Commissioner Stevenson same was approved by the Board of Commissioners. � I i 2 �- ASW An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." City Engineer submitted Final Estimate to R. C. Snyder, for the construction of Storm Sewer No. 20, under contract dated October 27, 1930, and on motion of Commissioner Stevenson same was approved by the Board of Commissioners. On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dodds, Stevenson and Moore (3) Nays: (0) mayor approved the same and is numbered 4005. An ordinance was introduced for first reading entitled: "An ordinance authorizing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $22,995.80 to pay the cost of constructing certain lateral sanitary sewers in said City. It On motion of Commissioner Moore same was referred to the Board of Commissioners. City Clerk was instructed to advertise for the sale of $22,995.80 Sewer Improvement Bonds of the City of Salina, bids to be received up to and including Monday, January 19, 1931 at 4:00 P. M. 'lotion carried. City Clerk was instructed to advertise for the sale of $9,873.19 Flood Control Bonds, as provided for in Ordinance No. 3996 of the City of Salina, bids to be received up to and including I.Ionday, January 19, 1931 at 4:00 P. M. Motion adopted. Application for eight taxicab licenses for the year 1931, re- ceived from Mrs. T. B. Melvlickle, d. b. a. Deluxe Cab Company, and on motion of Commissioner Stevenson same were granted. A petition was presented asking for the construction of a sanitary sewer in alley between Park Street and Elm Street from Chicago Street east to hest Street. Same was referred to the City Engineer. A petition was presented asking for the curbing, guttering and paving of Penn Avenue from Iron Avenue to Gypsum Avenue. Same was ordered filed. A petition was presented asking for the location of a street light at the crossing of the Missouri Pacific t{ailway on Ash Street. Same was referred to the City Manager. Deed was presented between 1,,,rs. E. H. Crawford and Hillcrest Memorial Mausoleum, and on motion of Commissioner Moore, Ialayor was instructed to sign same on behalf of the City of Salina. Commissioner Moore moved that the City Attorney get a state- ment of crypts and spaces sold by the Hillcrest PIemorial P,Iausoleum. Commissioner Moore moved that City Clerk be authorized to issue a three months Vendor license to J. J. Ullman. Motion carried. An agreement was presented by and between the City of Salina and Dead Animal Disposal Company of Kansas City, Missouri, and on motion, Mayor was instructed to sign same on behalf of the City of Salina. Motion carried. City Manager H. A. Ragle submitted his resignation, to take effect February 1, 1931. Cornissioner Moore moved that same be accepted by the Board of Commissioners, and on roll call the following vote was had; Ayes: Dodds, Stevenson and Moore (3) Nays: (0) Commissioner Stevenson moved that H. L. Brovm be appointed City Manager to fill vacancy caused by resignation of H. A. Ragle, his term of office to commence ebruary 1. 1931, and on motion the roll was called and the following vote was had; Ayes: Dodds, Stevenson and Moore (3) Nays: (0) City Attorney was instructed to draft an ordinance combining the office of City Manager and eater Superintendent.
