SALINA, KANSAS.
DECEMBER 8, 1930.
Regular meeting of the Board of Commissioners, December 8,
1930. Meeting was called to order by Mayor Helvering, the roll was
called and Commissioners Helvering, Dodds and Stevenson and City
Attorney Norris responded.
The minutes of the Regular Iaieeting of December 1, 1930, were
read and approved as read.
I An ordinance was introduced for second reading entitled: "An
ordinance authorizing and providing for the issuance of Improvement
Bonds of the City of Salina, Kansas, in the sum of $88,392.58 to
pay the cost of constructing certain storm sewers in said City."

On motion of Commissioner Dodds the ordinance was read and
adopted by sections and on its final adoption the roll was called

and the following vote was had; Ayes: Helvering, Dodds and Stevenson
(3) Nays: (0) Mayor approved the same and is numbered 3992.

i An ordinance was introduced for second reading entitled: "An
ordinance relating to and apportioning and levying special assessments
on certain lots and pieces of ground in the City of Salina, Kansas,
to pay the cost of constructing Lateral Sanitary Sewers in Lateral
Sewer Districts Numbered 5, 144, 145, 149, 162, 163 and 164, and
j relating to and providing for the collection and payment of such
i assessments."

On motion of Commissioner Stevenson the ordinance was read
and adopted by sections and on its final adoption the,roll was called
and the following vote was had; Ayes: .Helvering, Dodds and Stevenson
(3) Nays: (0) Mayor approved the same and is numbered 3993.
City Engineer submitted Final Estimate of cost for Dry Creek
Flood Control Project, a s provided for by Ordinance No. 3820 of the
City of Salina., and on motion of Commissioner Stevenson same was
j approved by the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An
ordinance authorizing and providing for the issuance of Improvement
Bonds of the City of Salina, Kansas, in the sum of $9,873.19 to pay
the cost of certain improvements for the protection of the City of
Salina and public and private property therein from flood and damage
by the overflow of Dry Creek."

On motion of Commissioner Dodds same was referred to the Board
of Commissioners.
! An ordinance was introduced for first reading entitled: "lin
ordinance requiring certain railway companies to light certain
streets in the City of Saliba; providing that the cost thereof shall
be a lien upon the property and franchises of such companies and for
the assessment and taxation of such cost against such property.
On motion of Commissioner Stevenson same was referred to the
Board of Commissioners.
A resolution was introduced for first reading entitled: "A
resolution relating to the paving of al�le� between Fifth Street and
Fourth Street from the south side of As Street to a point 200 feet
north of the north line of Iron Avenue."
On motion of Commissioner Stevenson same was referred to the
Board of Commissioners.

Board of Commissioners appointed Chas. L. Schwartz Cleve D.
Miller and G. F. York as members of the Board of Public ? orks, for a —
term of two years from December 8, 1930, said persons together with
the presidents of the four existing banks in the City of Salina to
constitute said Baird of Public Works as provided for by Ordinance
Number 3986.
On a vote being taken, J. H. Moore, Jr. was unanimously
elected by the affirmative votes of Commissioners Dodds and Stevenson
the remaining members of the Board of Commissioners, as a Commission-
er of the City of Salina to fill the unexpired term of Guy T. Helver-
ing, his term of office to co=rience December 8, 1930.
The newly elected Commissioner, J. H. Moore, Jr. being present,
the oath of office was administered to him b7 Chas. E. Banker, City
Clerk.
An ordinance was introduced for first reading entitled: "An
ordinance providing for the construction of a certain storm sewer
in the City of Salina to be designated as Storm Sewer No. 14, and
providing for the issuance of Improvement Bonds to pay the cost
thereof."
On motion of Commissioner Stevenson same was referred to the
Board of Public Works.
On motion of Commissioner Stevenson the Board of Commissioners
adjourned.

Mr . Gu T . Helvering submitted y g d his resignation as a member
of the Board of Commissioners of Salina, as follows:
'Board of Co=aissioners, Salina, Kansas.
Mr. Chas. E. Banker, City Clerk, Salina, Kansas.
I hereby tender my resignation as a member of the Board of
Commissioners of the City of Salina effective at once and request
that you submit this resignation to the said Board at the xegular
meeting held this 8th day of llecember 1930.

Commissioner Stevenson moved that resignation of Guy T. Helver-
ing be accepted to take effect at once. Motion carried by the
affirmative vote of Commissioners Dodds and Stevenson, Commissioner
Helvering not voting.
Thereupon, Mr. Helvering retired as Mayor and Commissioner, and
Commissioner Dodds as Acting Mayor assumed the duties of presiding
officer.
Corzrissioner Stevenson placed in nomination the name of J. H.
koore, Jr.
as a member of the Board of Commissioners of Salina,
Kansas, to fill the vacancy caused by reason of the resignation of
Guy T. Helvering,s aid appointment to take effect December 8, 1930
for the unexpired term of said Guy T. Helvering.
On a vote being taken, J. H. Moore, Jr. was unanimously
elected by the affirmative votes of Commissioners Dodds and Stevenson
