COMMISSIONERS PROCEEDINGS, REGULAR MEETING.
COMMISSIONERS ROOM,
SALINA, KANSAS.
NOVEMBER 17, 1930.

Regular meeting of the Board of Commissioners, November 17,
1930. Meeting was called to order by Mayor Helvering, the roll
was called and Commissioners Helvering, Dodds and Stevenson and
City Attorney Norris responded.
The minutes of the Regular Meeting of lyovember 10, 1930,
were read and approved as read. i
The appraisers reports for the construction of Lateral
Sanitary Sewers No. 5, 144, 145, 149, 162 163 and 164 were received,
and on motion of Commissioner Stevenson, ionday, November 24, 1930 i
at 4:00 P. M. was designated as a Special Meeting at which time the
reports will be taken up and acted upon by the Board of Commissioners,
and that the City Clerk give notice in the official City paper as
provided by law.
An ordinance was introduced entitled: "An ordinance making

an appropriation for the payment of certain claims."

On motion of Commissioner Dodds the ordinance was read and
adopted by section.s�'and on its final adoption the roll was called
and the following vote was had; Ayes: Helvering, Dodds and Steven-
son (3) Nays: 0) Mayor approved the same and is numbered 3983.
An ordinance was introduced for second res.ding entitled: "An
ordinance relating to and regulating traffic on certain streets in
the City of Salina, and providing a penalty for the violation of this
ordinance."
On motion of Commissioner Stevenson the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the followin vote was had; Ayes: Helvering, Dodds and Steven-
son (3) Nays: f0) Mayor approved the same and is numbered 3984.
An ordinance was introduced for first reading entitled: "An
ordinance vacating a certain portion of Iron Avenue and a certain
portion of Seventh Street in the City of Salina."
On motion of Commissioner Dodds same was referred to the Board
of Crommissioners.
An ordinance was introduced for first reading entitled: "A.n
ordinance creating a Board of Public Works in the City of Salina,
providing for the appointment of members of such Board and defining
the duties of such Board."
On motion of Commissioner Stevenson same was referred to the
Board of Commissioners. i
The following communication was received from the City Planning
Commission:

Salina, Kansas. November 13, 1930.
The City Planning Commission met in regular session at 5:00
P. M. in the Chamber of Commerce rooms. Members present: Dyar,
Chairman, Robb, Bren, Leighton and Reynolds. Members absent: Pafford
and Shaver.
A petition was presented by Louis Medov asking for the rezon ing
of a tract of ground just north of Swift & Company for the establishing
of a junk yard. According to his plan as presented the Plan Commis-
sion feel that this is a feasible location for such a business, and
since there is a place for such business in a coranunity, that the
proposed location is better suited than others that might be selected;
the Plan Commission desires to make the following recommendations to j
the City Commissioners:
That the following tract of ground be rezoned from Light
Industrial to Heavy Industrial: From the corer of Fifth Street and
Elm, North on Fifth to Pacific Street; then Fast to Fburth Street,
then south on Fourth Street to Elm and west on Elm to place of be-
ginning.

City Clerk was instructed to publish notice for rezoning
i Lots 38, 40, 42 and 44 on Fourth Street and Lot 41 on Fifth
Street on Fifth Street from Light Industrial to Heavy Industrial
i District.
City Clerk was instructed to advertise for bids for the con-
structiion of sidewalks as provided for in Ordinance Number 3970
of the City of Salina. Bids to be received up to and including
Monday, November 24, 1930 at 4:00 P. M.
On motion of Commissioner Dodds the Board of Commissioners
adjourned.
