07-25-1927 Minutes1381 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. JULY 25th, 1927. Regular meeting of the Board of Commissioners, July 25th, 1927. Meeting was called to order by Mayor Helvering, the roll was called and Commissioners Helvering, Campbell and Dodds and City Attorney Norris responded. The minutes of the Regular Meeting of July 18th, 1927 were read and approved as read. The recommendations of the City Planning Commission of the City of Salina, were taken up and discussed by citizens and members of the Board of Commissioners. A protest was presented against the following territory: "Lot 187 on Fourth Street Original Town, and Lot 8 in Surveyors Plat �C", and that portion of South Street between the Smoky Hill River and the east line of Fourth Street," that same be not added to the "C" Commerical District. Commissioner Campbell moved that the Zoning Ordinance be amdnded to include Lot 1, Holland's Addition in the "C" Commercial District, and on motion the roll was called and the following vote was had: Ayes: Helvering, Campbell and Dodds (3 ) Nays: (0 ) Commissioner Dodds moved that the recommendation of the City Planning•Commission to include Lots 187 on Fourth Street, Original Town, and Lot 8, Surveyors Plat "C", and that portion of South Street between the Smoky Hill River and the East line of Fourth Street be not adopted, and on motion the roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) Commissioner Campbell moved that the recommendation of the City Planning Commission to include Lot 6, Block 1; Country Club Heights in the "C" Commercial District be adopted, and on motion:-4the'.roll was called and the following vote was had: Ayes: Helvering, Campbell and Dodds (3) Nays: (0) Commissioner Dodds moved that the recommendation of the City Planning Commission to include the North 1/2 of Lot 5, Block 12, in South Park Addition; Lots 1, 29 3, 129 13, 142 15 and 16 in Block 4, and Lots 4 and 5 in Southern Heights addition in the "C" Commercial District bedeferred for definite action until Monday, August 1st, 1927. An ordinance was introduced for second reading entitled: "An ordinance prohibiting the conducting or operating of side- walk stands in the City of Salina, and prohibiting the sale or offering for sale of goods, wares or merchandise therein, except as herein provided, prohibiting the issuing of licenses for said stands, providing a penalty for the violation of this ordinance, and repealing Ordinance Number 3415 passed July 5th, 1927. On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Relvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3435. An ordinance was introduced entitled: "An ordinance authorizing the City Treasurer to transfer certain funds to Reserve State Bank.' On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3436. 382 An ordinance was introduced entitled: "An ordinance appropriating certain money out of the Bond Sinking F1xnd in the hands of the City Treasurer for the purchase of certain Judgment Bonds of the City of Salina." On ration of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helver- ing, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3437. City Clerk was instructed to advertise for bids for the sale of White INay Bonds in the amount of $4456.11; and Sewer Bonds in the amount of $814.96, bids to be received up to and including Monday, August 1st, 1927 at 5:00 P. M. An ordinance was introduced for first reading entitled: "An ordinance vacDting part of a certain alley in Salina, Kansas." On motion of Commissioner Dodds same was referred to the Board of Commissioners. Pool Hall Bonds and applications for the last half of 1927 were received from: W. A. Wilhelm L. 0. Wilhelm C. C. Chadwick Geo. Holzmeister S. U. Rohrer C. M. Allen John Gordon Commissioner Campbell moved that same be granted subject to the approval of the City Attorney. Petition was presented, protesting against the elimina- tion of "U" turn at Ash Street and 3 ita , ?e $v0. Same was ordered filed. Commissioner Dodds moved that bond of Eberhart and Shriver for construction of certain sewers be approved by the Board of Commissioners. Motion carried.
