07-18-1927 Minutes37`4 7 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS RCO M, SALINA, KANSAS. JULY 18th, 1927. Regular meeting of the Board of Commissioners July 16th, 1927. Meeting was called to order by Mayor Helvering, the roll was called and Commissioners Helvering, Campbell and Dodds and City Attorney Norris responded. The minutes of the Regular Meeting of July 11th, 1927; Special Meeting of July 15th, 1927; and Regular Meeting of July 15th, 1927, were read and approved as read. An ordinance was introduced entitled: "An grdinance making appropriations for miscellaneous purposes. On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had: Ayes: Helvering, Camp- bell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3419. An ordinance was introduced for second reading entitled: "An ordinance defining and establishing a parking zone for bus- ses and stages on Ash Street in the City of Salina, prohibit- ing the parking of other vehicles in said zone, and repealing Section 3 of Ordinance No. 2173." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll wase alled and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3420. An ordinance was introduced for second reading entitled: ' "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of constructing Main Sanitary Sewers in Main Sewer Districts "N" and "O", and relating to apd providing for the collection and payment of such assessments. On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its f inal a doption the roll was called and the following vote was had; Ayes: Helvering, Camp- bell and Dodds (3) Nays: (0) The Mayor approved the same and Is numbered 3421. An ordinance was introduced for second reading entitled: "An relating to and apportioning and levying special ordinance assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of constructing Lateral Sanitary Sewers in Lateral Sewer Districts Nos. 129-130-132-133- 134-135 and 140, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Camp- bell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered3422. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing and guttering, ex- cavating, grading and paving South Street from the west line of College Avenue to the east line of Montrose venue in the City of Salina, Kansas, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Camp- bell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3423. 3` 8 An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas to pay the cost of curbing and guttering, excavating, grading and paving Montrose Street frothe north line of South Street to the nor ne o orrison Nvenue in the City of Salina, Kansas, and relating to and providing for the collection and payment of such assessments.' On motion of Commissioner and adopted by sections and on called and the following vote w bell and Dodds (3 ) Nays: (0 ) and is numbered 3424. Campbell the ordinance was read its final adoption the roll was as had; Ayes: Helvering, Camp - The Mayor approved the same An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of ,alina, Kansas, to pay the cost of curbing and guttering, excavating, grading and paving Minneapolis Avenue from the east line of Santa Fe Avenue to the west line o Osborne Street in the City of Salina, Kansas, and relating to and providing for the collection and payment of such assessments. On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was hWd.; Ayes: Helver- ing, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3425. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing and guttering, excavating, grading and paving Twelfth Street from the south line of Iron Avenue to the north line or -Walnut Street in the City of Salina, Kansas, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helver- ing, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3426. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and. levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing and guttering Chicago Street from the south line of Park Street to the north 1 ine of Ash Street in the City of Salina,. Kansas, and relating to and �� providing for the collection and payment of such assessments. On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the Sb llowing vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3430. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina., Kansas, to pay the cost of excava ting, grading and paving Beloit Avenue from the west line of Ninth Street to the east line of Highland Circle in the City of Salina, Kansas, and relat- ing to and providing for the collection and payment of such assessments." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3431. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of excavating, grading and paving Crestview Drive from the west line of Marymount Road to the west line of Hilldale Road in the City of Salina, Kansas, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodd -s (3) Nays: (0) The Mayor approved the same and is num- bered 3432. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of excavating, grading and paving East Park Lane from the north line of Crestview Drive to the south line of Country Club Road in the City of Salina, Kansas, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and ])odds (3) Nays: (0) The Mayor approved the same and is numbered 3433. i � 30'19 3 An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assgssments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of excavating, grading and paving West Park Lane from the north line of Crestview Drive to the south line of Country Club Road in the City of Salina., Kansas, and relating to and Rroviding for the collection and payment of such assessments. On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the $llowing vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3434. An ordinance was introduced for first reading entitled: "An ordinance prohibiting the conducting or operating of sidewalk stands in the City of Salina, and prohibiting the sale or offering for sale of goods, wares or merchandise therein, except as herein provided, prohibiting the issuing of licenses for said stands, providing a penalty for the violation of this ordinance and repealing Ordinancee Number 3415, passed July 5th, 1927." On motion of Commissioner Campbell, same was referred to the Board of Commissioners. Motion was made that security offered by the Reserve State Bank to secure city deposits in said bank, consisting of Kinney County, Texas Special Road District Bonds Nos. 35, 26, 27, 28 and 29, $5,000.00; Dyer County Road Bonds Nos. 146, 147, 148, 149 and 150, $59000.00; and Dewitt County;;Texas Road District No. 1 Bonds Nos. 107 to 116 inclusive, 410,000.00; be approved, and City Treasurer be authorized to make deposit in amount not to exceed amount of approved security, Motion carried.
