07-05-0927 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. JULY 5th, 1927. Regular meeting of the Board of Commissioners, July 5th, 1927. Meeting was called to order by Mayor Helvering, the roll was called and Commissioners Helvering, Campbell and Dodds re- sponded. City Attorney Norris absent. The minutes of the Regular Meeting of June 27th, 1927 and Adjourned Meeting of June 28th, 1927 were read and approved as read. R. A. Rearwin appeared before the Board of Commissioners and asked.for the vacation of a portion of the alley lying between Fifth Street and Santa Fe 'venue, south of Pine Street. Commissioner Dodds moved that the matter be referred to the City Attorney to draft the necessary ordinance with certain restrictions. An ordinance was introduced entitled: 1tAn ordinance making appropriations for miscellaneous purposes." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll. -was called and the following vote vias had; Ayes: Helvering, Camp- bell and Dodds (3 ) Nays: (0 ) The Mayor approved the same and is numbered 3404. Consulting Engineer submitted Estimate No. 6 for the erection of Sewage Disposal Plant in Salina, Kansas, and on motion of Commissioner Campbell same was adopted and approved by the Board of Commissioners. An ordinance was introduced entitled: "An 'ordinance making an appropriation out of funds on deposit in the Fidelity Nation- al Bank and Trust Company. On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roil was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3405. t An ordinance was introduced entitled: "An ord;nance making an appropriation foil the payment of a certain claim. On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is num- bered 3406. City Engineer submitted final estimate for curbing, gutter- ing and paving Tleventh Street from Elm Street to Bishop Street. On motion of Commissioner Campbell same was adopted and approved by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roil was called and the following vote was had; Ayes: Helvering, Camp- bell and Dodds (3) Nays. (0) The Mayor approved the same and is numbered 3407. City Engineer submitted. Sewer Estimate Number 1 for con- struction of sewers, under contract dated June 3rd, 1927. On motion of Commissioner Dodds some was adopted and ap- proved by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." Onm otion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the -roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3408. City Engineer submitted Estimate Number 2'for the construction of paving under contract dated April 18th, 1927. On motion of Commissioner Dodds same was adopted and ap- proved by the Board of Commissioners. An ordinance was introduced entitled: "An ordnance making an appropriation for the payment of a certain claim. On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is num- bered 3409. An ordinance was introduced for second reading entitled: "An ordinance confirming and ratifying a contract for the improve- ment of certain streets in the City of Salina, Kansas, and pro- viding for the issuance of temporary notes to pay the cost thereof as the work progresses, pending the issuance and sale of bonds for the payment of the cost thereof as provided by Jaw: On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final a doption the -roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3410. An ordinance was introduced for second reading entitled: "An ordinance confirming and ratifying a contract for -the improve- ment of certain streets in the City of Salina, Kansas, and pro- viding for the issuance of temporary notes to pay the cost thereof as the work progresses, pending the issuance and sale of bonds for the payment of the cost thereof, as provided by law." An ordinance was introduced for second reading entitled: "An ordinance confirming and ratifying a contract for the build- ing and construction of certain storm sewers in the City of Salina, Kansas, described as Storm Sewers Numbers 5 and 7 and providing for the issuance of Temporary Notes to pay the cost thereof as the work progresses, pending the issuance and sale of bonds for the payment of the cost thereof, as provided by law." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3412. On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the -roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3414. An ordinance was introduced for second reading entitled: "An ordinance prohibiting the conducting or operating of street stands on walks and sidewalks in the City of Salina, Kansas, and prohibiting the sale and offering for sale of goods, wares or merchandise therein." On motion of Commissioner Campbell the ordinance was read arrl adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) ' Nays: (0) The Mayor approved the sans and is num- bered 3415. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas to pay the cost of paving Country Club Road from the east line of Marymount Road to the west line of Hilldale Road in the City of Salina, Kansas, and relating to and providing for the collection and payment of such assessments.rr On notion of Commissioner Dodds same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the -City of Salina, Kansas to pay the cost of curbing and guttering, excavat- ing, grading and paving Crawford Avenue from the east line of Tenth Street to the east line of the Missouri Pacific Railroad Right-of-way in the City of Salina, Kansas, and relating to -and providing for the collection and payment of such assessments. 11 On motion of Commissioner Campbell same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas to pay the cost of curbing and guttering, excavat- ing .grading and paving Pacific Street from the east line of Santa Fe A enue to the center line of Front street in Salina, Kansas, andelating to and providing for the collection and payment of such assessments." On motion of Commissioner Dodds same was referred to the 'jo Board of Commissioners. , Minority report was received from the City Planning Com- mission in reference to filling station proposed to be located at the south-east corner of Santa Fe Avenue and South Street. On motion of Commissioner Campbell, same was ordered filed. Taxicab policy and application for same was received from I. T. Clinkenbeard. Same was referred to the City Attorney.
