06-28-1927 Minutes1 1 C 3 3 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. CORIvIISSIONERS ROOM, SALINA, KANSAS. JUNE 28th, 1927. Regular meeting of the Board of Commissioners, June 28th, 1927. Meeting was called to order by Mayor Helvering, the roll was called and Commissioners Helvering, Campbell and Dodds responded. City Attorney Norris absent. An ordinance was introduced for second reading entitled: "An ordinance repealing Ordinance Number 3400, providing for the curbing, guttering, excavating, grading and paving of Gypsum 'venue from the west line of Ohio s treet to the west line of Indiana Avenue." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the -roll was called and the f10llowing vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is num- bered 3402. An ordinance was introduced for second reading entitled: "An ordinance repealingec'.'.:2 of Ord�nanee &q.:340f0, rovidtn*'ftr construction of Storm Sewer Number 6. On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roil was called and the following vote was had; Ayes: Helvering, Camp- bell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3403. Bids were received as advertised for, for the constructionof curbing, guttering and paving, and for the construction of storm sewer as advertised for from: Reed & Wheelock, L. W. Rexroad, H.J.Taylor Construction Company, Eberhardt & Shriver, Ray Tripp Construction Company. City Engineer's estimate of cost for the above named work was presented and read. All bids were tabulated by the City Engineer and he sub- mitted his report on same. Commissioner Dodds moved that the bid of H. J. Taylor Con- struction Company, L. W. Rexroad and Eberhardt & Shriver be retained, and all other bids be rejected, and certified checks be returned by the City Clerk to the unsuccessful bidders. Commissioner Campbell moved that the contract for the paving of: Crestview Drive from the west line of Marymount Road to the west line_ o lldale Road; East Park Lane from the north line of Crestview Drive to the south line oCountry Club Road; Nest Park Lane from the north line of Crestview Drive to the southline of ountry Club Road; for the curbing, guttering and paving of: Twelfth Street from the south line of Iron Avenue to the nort line of alnut Street; Ninth Street from the north line of Otis Avenue to the north line of Otis venue; be awarded to H. J. Taylor Construction Company as per their bid submitted for 22 inch vertical fiber brick, with asphalt filler on 5 -inch concrete base; and 334 that the contract for the curbing, guttering and paving of: Inez Avenue from the west line of Ninth Street, thence west 660 feet; South Street from the west line of College Avenue to the east line of Montrose Avenue; Montrose Avenue from the north line of South Street to the north line of Morr son Avenue; Minneapolis Avenue from the east line of Santa Fe Avenue to the west line of Osborne Street; for the paving of: Beloit Avenue from the west line of Ninth Street to the east line of Highland Circle; for the curbing and guttering of: Ch�ieaeoo Street from the south line of 'ark Street to _ the north line of Ash Street; Republic Avenue from the east line of Fifth Street to the west 1 ne of Osborne Street (on'the south) and to the west line of Second Street (on the north)$ be awarded to L. W. Rexroad for 6 -inch reinforced concrete as per his bid submitted. Motion adopted. Commissioner Dodds moved that the contract for the con- struction of storm sewer on Park Street between Chicago Street and Dry Creek and on Olive Street between Ash Street and Park treet; and on Nitnh Street between Teague Avenue and Dry Creek be award- ed to Eberhardt and Shriver as per their bid submitted. Motion adopted. Mayor Helvering appointed John Frederick, Ralph A. Smith and Alex Berg to act as appraisers in ascertaining the Valuation of certain lots and pieces of ground on which to base the cost of of curbing, guttering and paving: South Street from College Avenue to Montrose Avenue; Montrose Avenue from South Street to Morrison Avenue; Twelfth Street from Iron Avenue to Walnut Street; Inez Avenue from Ninth Street west 660 feet; _ Ninth Street from Otis Avenue to Inez Avenue: Minneapolis Avenue from Santa Fe `venue to Osborne Street; for the paving of: Beloit Avenue from Ninth Street to Highland Circle; Crestview rive from Marymount Road to Hilldale Road; East Park Vane from Crestview Drive to Country Club Road; West Park Lane from Crestview Drive to Country Club Road; for the curbing and guttering of: Chicago Street from Ash Street to Park Street; Republic Avenue from Fifth Street to the west line of Osborne (on the south side) and to the west line of Second Street (on the north side). On motion of Commissioner Dodds the appointments were con- firmed by the Board of Commissioners. An ordinance was introduced for first reading entitled: 'IfAn ordinance confirming irming and ratifying a contract for the improve- ment of certain streets in the City of Salina, Kansas, and pro- viding for the issuance of temporary notes to pay the cost thereof as the work progresses, pending the issuance and sale of bonds for the payment of the cost thereof as provided by law." On motion of Commissioner Campbell same was referred to the Board of Commissioners. t An ordinance was introduced for first reading entitled: "An ordinance confirming and ratifying a contract for the improve- ment of certain streets in the City of Salina, Kansas, and providing for the issuance of temporary notes to pay the cost thereof as the work progresses, pending the issuance and sale of bonds for the payment of the cost thereof as provided by law." On motion of Commissioner Dodds same was referred to the Board of Commissioners. 1 I F� LL� An ordinance was introduced for first reading entitled: "An ordinance confirming and ratifying a contract -for the building and construction of certain storm sewers; in the City of Salina, described as Storm Sewers Numbers 5 and 7, and providing for the issuance of temporary notes to pay the cost thereof as the work progresses, pending the issuance and sale of bonds for the payment of the cost thereof, as prodded by law." On motion of Commisd oner Campbell same was referred to the Board of Commissioners. An ordinance was introduced for first redding entitled: "An ordinance prohibiting the conducting or operating of street stands on walks and sidewalks in the city of Salina, Kansas, and prohibiting the sale and offering for sale of goods, wares or merchandise therein." On motion of Commissioner Dodds same was referred to the Board of Commissioners. Commissioner Campbell moved that on account of the next Regular Meeting coming on July 4th, a legal holiday, the Commis- sioners meet on Tuesday, July 5th, 1927 at 5:00 P. M. City Clerk.
