05-02-1927 Minutes300 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. MAY 2nd, 1927. Regular meeting of the Board of Commissioners, May 2nd, 1927 Meeting was called to order by Mayor Helvering, the roll was called and Commissioners Helvering, Campbell and Dodds and City Attorney Norris responded. The minutes of the Regular Meeting of April 25th, 1927, were read and approved as read. An ordinance was introduced entitled: "An ordinance making appropriations for miscellaneous purposes." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Camp- bell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3362. Consulting Engineer submitted Estimate Number 4 for the erection of Sewage Disposal Plant in Salina, Kansas, and on motion of Commissioner Dodds same was adopted and approved by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an appropriation out of funds on deposit in the Fidelity National Bank and Trust Company." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Camp- bell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3363. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is num- bered 3364. An ordinance was introduced for secondrea ding entitled: "An ordinance ratifying and confirming a contract for the curbing, guttering, excavating, gra�ing and paving of Pacific Street from the east line of Santa Fe venue to the center line of tont Street in the City of Salina." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Camp- bell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3365. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract for the cLm bing, guttering, excavating, grading and paving of Crawford Avenue from • the east line of Tenth Street to the east line of the issouri Pacific Railroad Right -of -Way in the City of Salina* On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is num- bered 3366. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract for the grading and paving of Country -Club Road from the end of the existing pavement at intersection of Country Club Road with Marymount Road thence east 1880 feet to the corporate limits at Hilldale Road." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Camp- bell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3367. 201 r ' An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract for the curbing and guttering of the south side of Country Club Road from the east line of Marymount Road to the west line! of HiMale Road in the City of Salina." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3368. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract for the curbing, guttering, excavating, grading and paving of E1e z nth Street from the north line of Elm Street to the south line o Bishop treet in the City of Salina." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3369. A resolution was introduced for second reading entitled: "A resolution relating to the curbing and guttering of Chicago Street from the south line of Park Street to the north line of sA5treet." • On motion of Commissioner Dodds the resolution was adopted 1 as read and on its final adoption the roll was called and the followin vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: Mayor approved the same and is numbered 412. The foregoing resolution is recorded in full on Page ' of Resolution Book Number 2. A petition was presented asking for the vacation of a ten -foot alley lying between Second and Third Streets from Walnut Street to the Smoky Hill River. Same was ordered filed. An ordinance was introduced for first reading entitled: "An ordinance vacating a certain alley in the City of Salina, Kansas." On motion of Commissioner Campbell same was referred to the Board of Commissioners. A petition was presented asking for the construction of a sidewalk on Franklin Street from Ninth Street to Merrill Street. Same was referred to the City Manager. A petition was presented asking for the construction of a sidewalk on the south side of Morrison Avenue, 150 feet west of Phillips Street. Same was referred to the City Manager. A petition was presented asking for the curbing, guttering and paving Minneapolis Avenue from Santa Fe avenue to Fourth Street. Same was ordered filed. A petition was presented asking for the curbing and gutter- ing of Columbia Avenue from Iron Avenue to Johnstown Av a nue. Same was ordered filed. A petition was presented asking for the installation of an are light at the corner of Republic Avenue and Custer Street. Same was referred to the City Manager. A resolution was introduced for first reading entitled: "A resolution relating to the curbing and guttering of Columbia Avenue from the north line of Iron Avenue to the south 1 ne of 7ohnstown Avenue. " On motion of Commissioner Campbell same was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A resolution relating to the curbing, guttering, grading and pav- ing Minneapolis Avenue from the east line of Santa Fe Avenue to the west line of Osborne Street." 11 9 On motion of Commissioner Campbell same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relating to the condemnation of certain pri- vate property for the purpose of opening, widening and extend- ing Eleventh Street, south of Park Street; designating a benefit district, and providing for the appointment of Com- missioners to make an appraisement and to assess damages and benefits." On motion of Commissioner Dodds same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: `fAn ordinance providing that certain unplatted tracts of land, which join the present limits of the city of Salina, Kansas be added to, taken into and made a part of the City of Salina; extending the city limits of said city so as to include such added land; defining the corporate limits of said city as extend- ed, and repealing all ordinances or parts of ordinances in conflict with the provisions of this ordinance." On motion of Commissioner Campbell same was referred to the Board of Commissioners. Taxicab policy from R. A. Mayo was received and referred to the City Attorney. Maintenance Bond for C. B. Briscoe for construction of sidewalks and for curb returns to be constructed according to contract awarded March 21st, 1927 was approved by the Board of Commissioners.
