COMMISSIONERS PROCEEDINGS, REGULAR MEETING.
COMMISSIONERS ROOM,
SALINA# KANSAS.
APRIL 18th, 1927.
Regular meeting of the Board of Commissioners, April 18th,
1927. Meeting was called to order by Mayor Helvering, the roll
was called and Commissioners Helvering, Campbell and City Attorney
Norris responded. Commissioner Dodds absent. The Board of County
Commissioners, G. E. Bengtson, W. L. Battersby and H. C. Carney
were also present.
The minutes of the Regular Meeting of April 11th, 1927 were
read and approved as read.
City,Engineerts plans and specifications and estimate of cost
' for the curbing, guttering and paving Eleventh Street from Elm
Street to Bishop Street, filed with the City Clerk pril 13th, 1927
were approved by the Board of Commissioners.
Proposals filed with the City Clerk for constructing the
following described street improvements as advertised for were
opened by the City Clerk in the presence of the Board of Commission-
ers of the City of Salina and the Board of County Commissioners of
Saline County, as follows:
For the curbing, guttering, grading and paving of Pacific
Street from Santa Fe Avenue to Front Street;
For the curbing, guttering, grading and paving of Crawford
Avenue from Tenth Street to the Right-of-way of the Missouri
ac�f a railroad Company;
For the grading and paving of Country Club Road from the end
of the existing pavement on Marymount Road thence east 1880 feet
to Hilldale Road.
Bids were also received, as advertised for, and opened by
the City Clerk in the presence of the Board of City Commissioners
for the following street improvements, to -wit:
For the curbing, guttering,grading and paving of Eleventh
Street_ from Elm Street to Bishop treat;
For the curbing and guttering of the south side of Country
Club Road from Marymount Road to Hilldale Road, including the
cures an guttering around the public park at the intersection
of Country Club Road with East Park Lane and West Park Lane.
Bids for all of the above improvements being received from
the following named contractors:
L. W. Rexroad, Salina, Kansas;
J. H. Shears & Sons, Hutchinson, Kansas;
t M. W. Watson, Topeka, Kansas;
H. J. Taylor Construction Company, Salina, Kansas;
Reed & Wheelock, Clay Center, Kansas.
The City Engineer's detailed estimate of the cost of the
foregoing improvements, as heretofore filed with the City Clerk,
was presented and read by the City Clerk.
After all bids had been tabulated by the City Engineer,
and the results of such tabulations presented to the Commissioners,
Commissioner Campbell moved that the proposal of L. W. Rexroad
be accepted, and the contract awarded to him, for the following
work:
The curbing, guttering, grading and paving with 7 -inch
reinforced concrete of Crawford .Avenue from Tenth Street to the
Missouri Pacific Rahroad Right-of-way;
The curbing, guttering, grading and paving with 7 -inch
re-inforced concrete of Pacific Street from Santa Fe Avenue to
Front Street;
The grading and paving of Country Club Road from the end of
the existing pavement at Marymount Road thence east 1880 feet to
Hilldale Road, with 6 -inch reinforced concrete;
such proposal being the lowest for such work and within the City
Engineers estimated cost.

The above motion was duly seconded and was adopted by the
Board of Commissioners, and was approved by the Board of County
Commissioners.
Commissioner Campbell moved that the proposal of L. W. Rex -
road be accepted, and the contract awarded to him,,for the follow-
ing work;
The curbing and guttering of the south side of Country Club
Road from Marymount Road to Hilldale Road, with Monolithic curb
and seven -foot -reinforced concrete gutter, six inches deep; and
including the curbing and guttering around the public park at the
intersection of Country Club Road with East Park Lane and West
Park Lone, with monolithio Country Club type curb and gutter;
said bid being the lowest for such work and within the Engineers
estimate of cost.
The above motion was duly seconded and adopted by the Board
of Commissioners.
Commissioner Campbell moved that the proposal of H. J.
Taylor Construction Company be accepted, and the contract awarded
to him for the curbing, guttering, grading and paving with 21 -inch
brick on six-inch concrete base, of Eleventh Street from Elm '
Street to Bishop Street, such proposal being the lowest for such
work and within the Engineers estimate of cost.
The above motion was duly seconded and adopted by the Board
of Commissioners.
On motion of Commissioner Campbell, certified checks depobited
by the unsuccessful bidders were returned to them by the City Clerk,
Commissioner Campbell moved that the Mayor be authorized to
sign the contracts on behalf of the City of Salina for the con-
struction of the street improvements in accordance with the con-
tracts above awarded. Said motion was duly seconded and adopted
by the Board of Commissioners.
An ordinance was introduced entitled: "An ordinance making
appropriations for miscellaneous purposes."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Helvering and
Campbell (2) Nays: (0) Commissioner Dodds absent. The Mayor
approved the same and is numbered 3360.

A resolution was introduced for second reading entitled:
"A Resolution relating to the curbing, guttering, grading and pav-
ing of Montrose Avenue from the north line of South Street to the
north line of Morr son Avenue."
On motion of Commissioner Campbell the resolution was read
and on its final adoption the roll was called and the following
vote was had; Ayes: Helvering and Campbell (2) Nays: (0) Com-
missioner Dodds absent. Mayor approved the same and is numbered
409.
The foregoing resolution is recorded in full on Page:, of
Resolution Book Number 2.
A resolution was introduced for second reading entitled:
"A Resolution relating to the curbing and guttering of Republic
Avenue from the east line of Fifth Street to the west line of
Osborne Street on the south and the west line of Second Street
on the north%
On motion of Commissioner Campbell the resolution was read
and on its final adoption the roll was called and the following
vote was had; Ayes: Helvering and Campbell (2) Nays: (0) C om-
missioner Dodds absent. Mayor approved the same and is numbered

A resolution was introduced for second reading entitled:
"A Resolution relating to the curbing, guttering, grading and
paving of Beloit Avenue from the west line of Ninth Street to
the east line of ghland Circle."
On motion of Commissioner Campbell the resolution was read
and on its final adoption the roll was called and the following
vote was had; Ayes: Helvering and Campbell (2) Nays: (0)
Commissioner Dodds absent. Mayor approved the same and is num-
bered 411.

A petition was presented asking for the instal] ation of a
"White Way" system on Highland Avenue from Prescott venue to
Republic Avenue. Same was referred to the City Manager.
A petition was presented asking for the curbing, guttering
and sanding Chicago Street from Park Street to Ash Street.
On motion of Commissioner Campbell petition was referred back
to the petitioners to see if they would consider paving instead
of sanding said street.
Mayor Helvering appointed John Frederick, S. I. Nelson and
Alex Berg to act as appraisers in ascertaining the valuation of
certain lots and pieces of ground on which to base the cost of
paving, curbing and guttering:
Pacific Street from Santa Fe Avenue to Front Street;
Crawford Avenue from Tenth Street to the Right-of-way
of the Xissouri PacifiE Railroad Company;
Eleventh Street from Elm Street to Bishop Street;
for paving Country Club Road from the end of the present slab on
Marymount Road thence east 1880 feet;
for curbing and guttering south side of Country Club Road between
Marymount Road and Hilldale Road;
also curbing and guttering around the park lying south of Country
Club Road, on the east side of West Park Lane and on the west
side of East Park Lane.
On motion of Commissioner Campbell -the appointments were
confirmed.
Board of County Commissioners being present they unanimously
approved the appointments of the above appraisers for the im-
provements that the City and County are jointly concerned.
City Attorney Norris reported favorably on the form of
taxicab policy submitted by C. 0. Sandberg in the Illinois Indem-
nity Company, and on motion of Commissioner Campbell policy was
approved by the Board of Commissioners.
An ordinance was introduced on first reading entitled:"An
ordinance vacating a certain alley in the city of Salina."

On motion of Commissioner Campbell same was referred to the
Board of Commissioners.
City Manager was instructed to get prices for three auto-
matic signal signs to be used ash Santa Fe Avenue :7.at Walnut Street,
Iron Avenue and Ash Street.
On motion of Commissioner Campbell meeting adjourned.
