Re-ular meeting of the Board. of Commissioners,December 20th, 1926. I.2eeting was called to order by 1,"ayor Helvering, the roll was called and Commissioners Helvering, Campbell and Dodds and City Attorney Norris responded. The minutes of the Special I.Ieeting of December 14th, 1926; 11-egular I:Ieeting of December 13th, 1926 and Adjourned Lleeting of December 14th, 1926 were read and approved as read. An ordinance was introduced ens-it,led.: "An ordinr-ince mak- ing appropriations for .miscellaneous purposes. - On motion of Commissioner Campbell thq ordinance was read and adopted by sections and on its final adoption the roll was called and the folltroing vote was had; Ayes: Helvering., Campbell and Dodds (3) Nays: (0) The 'Mayor approved the same and is numbered 3319. An ordinance was introduced for second reading entitled: "An ordinan'be relating to and apportioning and levying special assessments on certain lots and ;nieces of ground in the City of Salina, Kansas, to pay the cost of building and. constructing a lateral storm sewer in lateral storm sever District Into. 4 in said City, and. relating to and providing for the collection and payment of such assessments." On ziotion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the follot=ging vote was had; - Ayes: Helvering, Campbell and Dodds (3) flays: (0) 'the LIlayor approved the same and is numbered 3319. The resolution whcih was introduced -november 23rd, 1926 for the curbing, 7,uttering and paving,,public street in the City of Salina trhich lies along the section line co) -mon to Sections 8 and 17, in Township 14, South Range 2 'hest , in accordance t-rith the provisions of Sections 13-1032 to 13-1035 inclusive of Revised Statutes, Kansas, 1923, was presented for final adoption, City Clerk produced evidence of the publication in the official City paper of a notice of the introduc tion of said resolution 20 days before said no'-;ce as Lhe time and place for gearing written objections to said public improvement and to)_�the pzlssage'of. said?resolution. The City Clerk announced that no written objections had been filed and no persons ap- peared to object to said resolution or to said improvement. Commissioner Campbell moved that the resolution be amended by eliminating curb and gutter and that the pavement be of concrete 20 feet wide, which motion to amend was duly seconded an_'._ carried by unanimous vote of the commissioners. Thereupon said resolution as amended was duly read as follows: lil l ;S, in the judgment of the Board of Commissioners of the City of Salina, Kansas, it has become expedient and a public necessity to grade and pave a certain public street in said city, hereinafter described, so as to connect the existing pave- ment in the City of Salina which terminates at the section corner common to Sections 7, FI, 17 and 18, in Township 143, South Range 2 'VVest in Saline Count,, , with a certain County :load in said County extending east from the city limits from a point 1800 feet east of the terminus of said existing pavement, and _d ERF.A3 , the Board of Commis si oners of said City desire to co-operate with Saline County, Kansas in the improvement of the portion of said street above described in the manner provided for by Sections 13-1032 to 13-1035, inclusive, of the Devised Statutes of Kansas 1923; NIOW THEREFORE, w 63 264 BE IT RESOLVED by the Board of Commissioners of the City of Galina , Kansas, that it has become expedient and a public necessity to grade and pave the pu} lic street in the City of Salina common to Sections 8 and 17 in Township 14, South, Range 2 77est; commencing at the corner common to Sections 7, 831 17 and 18 and running thence east 1880 feet to the corporate limits of the City of Salina, said street, the center i line of which is the common section line above referred to, lying partly within and partly without the City of Salina, so as to connect the existing pavement in said City, which terminates at the section corner common to said Sections 7, 8, 17 and 18, above referred to, with the county road in Saline County at a point 18RO feet east of said common section corner, the portion of said street to be improved being less than one half mile -in length; and that saidstreet within such limits be grade. end PqLve.d. That said pavement be of concrete 20 feet wide. That the Cost of such improvements shall be paid as f olio:^rs: Thirty per cent by the City of Salina, thirty per- cent by Saline County, bans as and forty per cent by the property liable to special assessment; all of such amounts to be determined, assessed and collected in the manner provided by law. That the cost of such improvements shall be paid as follows: thirty per cent by the City of Salina, thirty per cent by Saline County, Kgnsas and forty per cent by the property liable to special assessment; all of such amounts to be determined assessed and collected in the manner provided by late. Commissioner Campbell moved that the City Clerk publish notice of the special meeting to be held February 7th 1927 at 5:00 o'clock P. 14. at the rleeting room of the Board of Com- missioners of said City, which date has been fixed as the time and place for the consideration of such resolution, and that any Citi- zen of said City, or the owner of any property liable thereby, nay appear and make written objection to the contemplated improvement and to the passage of said resolution at said time and place. HJREAS, the Board of Commissioners of said city desire to cooperate with Saline County Kansas in the improvement of the portion of said street above described in the manner provided for by Sections 13-1032 to 13-1035 inclusive, of the Revised Statutes of Kansas 1923; NOW TH:EREFORE, BE IT i_�SOHVED by the Board of Commissioners of the City of 'alina, Kansas that it has become expedient and a public necessity to curb, gutter, grade and pave Pacific Street in the City of Salina, Kansas from the east line of Santa Fe Avenue in said city to the city limits at the center line of Front Street therein, the same being the center lines of Sections one and 12, Township 14, Range 3, so as to connect the existing pavement on said Santa Fe Avenue in said city with the county road in said county lying between and adjacent to the southeast quarter of )ection One (1) and the northeast Quarter of 6ection Twive (12) and extending east from said city limits, at Front Street, such portion of said street being less than one-half mile in length; and that said street within such limits be curbed, guttered, r graded and paved. Introduced, December 20th, 1926. Passed Attest. City Clerk. Commissioner Campbell moved that the City Clerk publish notice of the special meeting to be held February 7th, 1927 at 5:00 o'clock P. I.r. at the meeting room of the Board of Commis- sioners of said City, which date has been fixed as the time and dace for the consideration of such resolution, and that any citizen of said city, or the owner of any property liable thereby may appear and make written objection to the contemplated improvement and to the passage of said resolution at said time and place. Commissioner Campbell moved that the Board of Commissioners recess until 8:00 o'clock P. Iy1. at which time the Commissioners re -convened. Present same as before. Consulting Engineer and City -Engineer submitted report and recommendation for pump and electrical equipment for sewage Disposal Plant. Commissioner Dodds moved that the alternate in the proposal of H. J. Taylor Construction Company for 440 volt motors be accept- ed, at the reduction in price as contained in such proposal and that the necessary transformers and equipment necessary for the installation of such motors be provided for; also that DeLavaud pipe be used around plant at a reduction of X100.00 as per such proposal; and that American pumps as recommended by the Engineers' report be used in sewage Disposal Plant. Motion duly carried. Commissioner Campbell moved that V estinghouse I'lotors be used at pumping station. IlDtion duly carried. Commissioner Dodds moved that the :engineer be authorized after making proper tests to substitute for the concrete mix as specified, a mix of equal strength, the difference in price to be credited by the contractor and deducted from the contract price. Motion duly carried. An ordinance was introduced for second reading^ entitled: "An ordinance confirming and ratifying a contract for the building and construction of a system of disposal works for the purification of the sewage of Salina, Kansas, and providing for the issuance of Temporary Notes to pay the cost thereof as the work progresses, pending the issuance and sale of bonds as required by law." On motion of Commissi oner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was cal led and the following vote was had; Ayes: Helvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3320. Commissioner Campbell moved and motion was duly received and carried, that the City Clerk advei-,tise ten days prior to date of sale, in the Salina Journal, the official City paper. and in the Topeka Daily Capital, the official State paper, for bids on bonds amounting to .,139,662.55 bearing interest at the rate of 4-1/4% or 4-1/2 to be dated January 10th, 1927. Bids to be received January 3rd, 1927. City Engineer filed plans, specifications and sworn estimate of cost of '.shite 17ay System on Santa Fe Avenue between '• a lnut Street and Viulberry Street, pursuant to resolution passed December 13th, 1923. On motion of Commissioner Campbell same were approved by the Board of Commissioners. On motion of Commissioner Campbell contract was awarded to United Pourer & Light Corporation at a price of ;;315.00. Motion duly carried. On motion of Commissioner Dodds, Board of Commissioners adjourned. City Clerk.
