Regular meeting of the Board of Commissioners, Decem-
ber 6th, 1926. Meeting was called to order by Mayor helver-
ing, the roll was called and Commissioners Helvering, Campbell
and Dodds and City Attorney Norris responded.
The minutes of the Regular Meetinf of l4ovember 29th, 1926
were read and approved as read.
l'ursuant to the action of the Board of Commissioners
taken at their meeting on November 29th, 1926, the City Clerk
produced notice published by him in the Salina Journal for
five consecutive days commencing Tuesday, november 30th, 1926,
notifying all persons interested that i4onday, December 6th,
1926 at 5:00 P. T:i. at the Commissioners meeting room in the
City Hall, was the time and place fixed by the Board of Com-
missioners for the hearing of the petition filed with the City
Clerk on 11ovember 29th, 1926, praying the governing body of
the City of Salina to specially illuminate that portion of
Santa Fe Avenue between Walnut Street and 11ulberry Street
in the City of Salina, Kansas. The Board of Commissioners
having examined said notice and the proof of publication
thereof to ascertain and determine whether such notice has been
given of the time and place fixed for the hearing of such
petition as required by law, finds and determines that such
notice has been duly given by publication in the official
City paper for the time required by law and that such notice is
sufficient; thereupon, upon motion of Commissioner Campbell
duly seconded and carried the City Clerk was ordered and
` directed to etner such finding and declara tion upon the record
of the minutes of this meeting. Thereupon all persons pres-
ent in favor of or opposed to the granting of the prayer of
said petition were duly heard and all other evidence submitted
to the Board of Commissioners relating to said petition and. to
the sufficiency thereof was duly heard and considered by the
Commissioners and upon such hearing it was found by the Board
of Commissioners that such petition is in conformity to all of
the requirements relating to such petitions, and that the
allegations thereof are true, that such petition is signed by
the proper number of persons possessing the qualifications
prescribed by law, being signed by the resident owners of not
less than one-half of the feet owned by residents and fronting
on or abutting upon that portion of Iron Avenue described in said
petition, that it is advisable to so illuminate said portion
of said street -above mentioned and that the cost thereof will
not be too burdensome upon the persons to be directly benefited,
and thereupon the following resolution was presented for con-
sideration and adoption:
BE IT RESOLVED by the Board of Commissioners of the City
of Salina, Kansas,
': H REAS, on the 29th day of Novem"er 1926 a petition was
filed in the office of the City Clerk setting forth that
that portion of Santa Fe Avenue in said City between the
south side of ':lalnut Street and the north side of Mulberry
Street should be specially illuminated and that an additional
system of lights in necessary for that purpose, and that such
illumination thereof will be conducive to the public convenience
and welfate, and praying the governing body of said city to
specially illuminate that portion of said street above men-
tioned and to construct, install, equip and maintain an addition-
al system of street lights for that purpose, which petition
purported to be signed by the resident owners of not less than
ones=half of the feet owned by residents and fronting or abut-
ting upon that portion of said street described in said peti-
tion; and

on November 29th, 19260 they fixed T.ionday, December 6th, 1926,
at 5:00 o'clock P. M. at the meeting room of the Board of
Commissioners in the City Hall of said City as a time and
place for the hearing of said petition, and directed the City
Clerk to give notice thereof in the official city paper at least
five days before the date fixed for such hearing; and
lii,�E1?S the City Clerk has given due notice of the
time and place fixed for such hearing by publication in the
Salina Journal the official City paper, and has presented such
notice together with Proof of Publication thereof to the Board of
Commissioners and the same has been found to be sufficient and to
have been duly given; and
V1H'M EiS. at the time and place fixed by said notice, after
hearing all persons in favor of or opposed to the granting of
the prayer of said petition and all other evidence submitted
for the purpose of ascertaining whetz er such petition is signed
by the proper number of persons possessing the qualifications
prescribed by law, said Board of Commissioners found that said
petition is signed by the resident owners of not less than one- —
half of the feet owned by residents and fronting or abutting on
that portion of Iron Avenue above described and that the allega-
tions of said petition are true and that it is advisable to so
illuminate said portion of said street and that the cost thereof
will not be too burdensome on the persons to be directly bene-

BE IT RESOLVED, that the construction, installation,
equipment and maintenance of an additional system of lights on
Santa F. Avenue in the City of Salina, Kansas, between the limits
above mentioned is necessary and that such additional system of
lighting, to consist of what is commonly known as a .1hite �J`ay
system, consisting of single lights on poles at intervals on
either side of said street within such limits be constructed,
installed, equipped and maintained, in the manner provided by
law; that the Board of Commissioners be and they are hereby
authorized to contract therefor at a cost to the property abut-
ting or fronting on such street of not to exceed 25¢ per front
foot, such cost to be paid by special assessments against the
property abutting on such street, in ten annual installments.,
for which Internal Improvement Bonds shall be issued in the manner
provided by law; that the City 4.ngineer shall on or before the
20th day of December 1926, submit to the Board of. Co . , issioners ,
under oath, a detailed estimate of the cost of constructing, in-
stallinn and equipping such additional system of lights and de-
tailed plans and spedifications therefor, and that the City Clerk
small thereafter advertise in the official city paper for at least
three consecutive days for sealed proposals for the construction,
installing and equipping of such system of lights according to
such plans and specifications, such proposals to be received at
the time and place hereafter to be fixed by the Board. of Commis-
sioners, a t which time the Board of Commissioners shall let such
work by contract to the lowest responsible bidder whose bid shall
not exceed such esti}-a to , but with the right reserved to reject any
and all such proposals; that after such contract shall have been
awarded and tht cost of such work determined the Board. of Commis-
sioners shall issue Internal Improvement Bonds payable in ten
equal installments of equal amounts each year bearing interest
at not to exceed 5 / per annum, which shall not be issued in an
amount in excess of the contract price of such work except that
the installment coupons shall incluse the interest on such in-
stallments to the maturity thereof and shall be in such denomi-

front foot thereof and such special assessment shall be levied
by the City and certified by the City Cierk to the County Clerk to

penalties and collected in like manner as other taxes, vthie
assessments shall be collected in ten approximately equal annual
installments, but in computing the amount of such special assess-
ments on each lot liable therefor interest shall be added therefor

at the rate of 5% per annum from the date of the issuance of said
bonds until the maturity of the installments of the bonds next
thereafter maturing; that the cost of operating and maintaining
such additional system of lights and of illuminating such street
shall be paid by the City at large as provided by law and the
Board of Commissioners shall contract with some private individual
or corporation for the operation and maintenance of such lighting
system for a period of not to exceed ten y'" rs.

clans and specifications and estimate of cost for the
proposed sewage treatment plant was received and approved by the
Board of Commissioners.
City Clerk was instructed to,advertise for bids for the
construction of the same, bids to be received up to and including
Tuesday, December 14th, 1926 at 11:00 o'clock A. 1,1.
The appraisers report for the construction of a sewer in
Country Club Heights' Addition was received and on motion of Com-
missioner Campbell '=Monday, December 13th, 1926 at 5:00 P. M.
was designated as a special meeting at which time the report will
be taken up and adted upon by the Board of Commissioners and the
City Clerk was instructed to give notice in the official City
paper as provided by law.
On motion of Commissioner Dodds, Board of Commissioners-
