NOVEMBER 29th, 1926.
Regular meeting of the Board of Commissioners, November
29th, 1926. Meeting was called to order by I-fayor Helvering,
the roll was called and Commissioners Helvering, Campbell and
Dodds and City Attorney Norris responded.
The minutes of the Regular Meeting of November 22nd, 1926
were read and approved as read.
An ordinance was introduced entitled: "An ordinance mak-
ing appropriations for miscellaneous purposes, it
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Helvering, Camp-
bell and Doddbc,. (3) Nays (0) The I'V'iayor approved the same
and is numbered 3315. '
City Engineer submitted final estimate of cost for storm
sewer in Country Club Heights Addition to the City of Salina,
Kansas.
On motion of Commissioner Campbell same was approved
by the Board of Commissioners.
An ordinance was introduced entitled: "An ordinance m�k-
ing an appropriation for the payment of a certain claim."
On motion of Commissioner Dodds the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Helvering,
Campbell and Dodds (3) Nays: (0) The Mayor approved the
same and is numbered 3316.
An ordinance was introduced for second reading entitled:
"An ordinance regulating the parking of vehicles on certain
streets in the City of Salina and providing a penalty for the
violation of this ordinance. "
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Helvering, Camp-
bell and Dodds (3) Nays: (0) The Mayor approved the same
and is numbered 3317.
The resolution which was introduced November 1st, 1926,
for the curbing, guttering, grading and paving of Pacific Street
from Santa Fe Avenue to the city limits at Front Street, in
accordance with the provisions of Sections 13-1032 to 13-1035
inclusive of Revised Statutes, Kansas 1923, was presented for
final adoption.
City Clerk produced evidence of the publication in the
official City paper of a notice of the introdtzct ion of said
resolution, twenty days before this date and that this day,
hour and place was fixed in said notice as the time and place
for hearing written objections to said public improvement and
to the passage of said resolution. The City Clerk announced
that no written objections had been filed and no persons appearel
to object to said resolution or to said improvement.
Commissioner Campbell moved that the resolution be
amended by striking out the words "22 inch", "six inch" and
"one inch" in the next to the last paragraph in said resolution, _
which motion to amend was duly seconded and carried by unani-
mous vote of the commissioners. Thereupon said resolution -as
amended was duly read as follows:
ViHnREAS, in the judgment of the Board of Commissioners
of the City of Salina, Kansas, it has become expedient and a
public necessity to curb, gutter, grade and pave Pacific 6treet
in sa id City, connecting the existing pavement on Santa Fe
Avenue in said City with a certain county road in the County
of Saline, extending east from the city limits of said City at
rront Street, and
JREAS, the Board of Commissioners of said City desire
to co-operate with Saline County Kansas in the improvement of the
portion of said street above described in the manner provided
for by Sections 13-1032 to 13-1035, inclusive, of the Revised
Statutes of Kansas 1923; NOIi1 THwaREFORE,
BE IT RSOLVED by the Board of Commissioners of the City of
Salina, Kansas, that it has become expedient and a public neces-
sity to curb, gutter, grade and page Pacific Street, in the City
of Salina, Kansas, from the east line of Santa Fe Avenue in said
City, to the City limits at the center line of Front treet there-
in, the same being the center lines of Sections one and 12,
Township 14, Range 3, so as to connect the existing pavement on
said Santa Fe Avenue in said City with the county road in said
county lying between and adjacent to the Southeast Quarter of
Sect ion One (1) and the Northeast (4uarter of Section Twelve (12 )
and extending east from said city limits at Front Street, such
portion of said street being less than one-half mile in length;
and that said street within such limits be curbed, guttered,
graded and paved.
That said curb and gutter be combined concrete curb and
gutter two feet in width exclusive of width of curb, and that
said paving be of vitrified vertical fiber brick on concrete base,
with sand cushion and asphalt filler, 26 feet wide exclusive of
curb and gutter;
That the cost of such improvements shall be paid as follows:
thirty per cent by the City of Salina, thirty per cent by Saline
County, Kansas and forty percent by the property liable to special
assessment; all of such amounts to be determined, assessed and
collected in the manner provided by law.

On motion of Commissioner Dodds, duly seconded and carried,
the City Clerk was instructed to certify said resolution as
adopted to the Board of County Commissioners of Saline County for
action as provided by law.
The resolution which was introduced November 1st, 1926,
for the curbing, guttering, grading and paving of Crawford Street
from Tenth Street to the city limits at the Missouri Pacific
Night -of -:ray, in accordance with the provisions of Sections
13-1032 to 13-1035 inclusive of 'devised Statutes Kansas 1923 was
presented for final adoption.
The City Clerk produced evidence of the publication in the
official city paper of a notice of the introduction of said resolu-
tion twenty days before this date, and that this day, hour and
place was fixed in said notice as the time rind place for hearing

said resolution. The City Clerk announded that no written objection

in said City with the county road lying between Sections 14 and
23, and extending west from said city limits at the Missouri
Pacific Railroad rightof way, such portion of said street being
less than one-half mile in length; and that said street within said
limits be curbed, guttered, graded and paved.
That said curb and gutter be combined concrete curb and
gutter two feet in width exclusive of width of curb, and that
paving be of vitirifed vertical fiber brick on concrete b ase,
with sand cushion and asphalt filler, 26 feet wide exclusive of
curb and gutter.
That the cost of such improvements shall be paid as fol-

On motion of Commissioner Dodds, duly seconded and carried,
the city Clerk was instructed to certify said resolution as
adopted to the Board of County Commissioners of Saline County,
for action as provided by law.
The resolution which was introduced November 1st, 1926,
for the grading and paving of Ninth Street from Jewell Avenue
to the City limits at Cloud Street in accordance with the pro-
visions of Sections 13-1032 to 13-1035 inclusive of rrevised
Statutes of Kansas 1923 was presented for final adoption.

The City Clerk produced evidence of the publication in the
official city paper of a notice of the introduction of said reso-
lution, twenty days before this date., and that this day, hour and
place was fixed in said notice as the time and place for hearing
written objections to said public improvement and to the passage
of said resolution. The City Clerk announced that no written

resolution or to said improvement.
Commissioner Campbell moved that the resolution be amended
by striking out the words "22 inch", "sig: inch" and "one inch" ,
in the next to the last paragraph in said resolution and by
changing width of pavement from 26 feet to 31 feet exclusive of
curb and gutter, which motion to amend was duly seconded and car-
ried by unanimous vote of the Commissioners. Thereupon said
resolution as amended was duly read as follows:
�IHERJAS, in the judgment of the Board of Commissioners of
the City of Salina.. Kansas, it has become expedient and a public
necessity yo grade and pave Ninth Street from the south line of
Jewell avenue to the southern city limits, at the center of Cloud
avenue, connecting the existing pavement on Ninth Street with a
certain county road in the county of Saline, extending south from
the City limits of said City, and,
'II REAS, the Board of Commissioners of said city desire to
cooperate with Saline Count -r, Kansas in the improvement of the
portion of said streets as above described in the manner provided
by Sections 13-1032 to 13-1035 inclusive, of the revised Statutes
of Kansas 1923, NOVI THEREFORE,
BE IT RESOLVED by the Board of Commissioners of the City
of 'Galina, Kansas, that it has become eXped.ient and a public
necessity to grade and pave Ninth Street from the south line of
Jewell Avenue to the center line of Cloud Avenue in the City of
Salina, Kansas, so as to connect the existing ravement on said
Ninth Street at Jewell Avenue, with the county road in said
county extending south from the city limits of said city at the
intersectidn of Ninth Street with .the center line of Cloud Avenue,
the portion of said street to be improved being less than one half
mile in length; and that said street be graded and paved within
such limits.
That said paving be of vitrified vertical fiber brick on
concrete base., with sand cushion and asphalt filler 31 feet wide
exclusive of curb and gutter, curb and gutter being already
constructed.
That the cost of such improvements shall be paid as fb llows:
thirty per cent by the City of Salina, thirty per cent by Saline
County, Kansas and forty per cent by the property liable to special
assessment; all of such amounts to be determined., assessed and col-
lected in the manner provided by law.

On motion of Commissioner Dodds, duly seconded and carried,
the City Clerk was instructed to certify amid resolution as adopt-
ed to the Board of County Commissioners of Saline County for action
as provided by law.
The resolution which was introduced November lst, 19263,
for the curbing, guttering, grading and paving Otis Avenue
from Santa Fe Avenue to Fifth Street; and Fifth Street from
Otis Avenue to the north line of College Court, in accordance
with the provisions of Sections 13-1032 to 13-1035 inclusive of
Revised Statutes, Kansas 1923, was presented for final adoption.
Commissioner Dodds moved that the resolution be not
adopted and on roll call the following vote was had; Ayes:

A petition was presented setting forth that that portion
of Santa Fe Avenue between the so uth side of Walnut Street and
the north side of Mulberry Street should be specially illuminated
and that an additional system of lights is necessary for that
purpose and that such illumination thereof will be conducive to
public convenience and welfare, which petition purported to be
signed by the resident owners of more than half of the feet
owned by the residents and fronting or abutting upon that por-
tion of Santa Fe Avenue above described and praying the govern-
ing body of the City to specially illuminate such portion of
said street and to construct, install, equip and maintain an
additional system of lights for that purpose, the cost of such
construction and installation of such system to be taxed against
the abutting property by special assessments in manner provided
by law, and payable in ten annual installments, at an expense to
said property of not to exceed 25� per front foot, such system
to consist of what is known as one -light white way poles erected
at intervals on either side of such street.
On motion of Commissioner Dodds, duly seconded and carried
the Board of Commissioners fixed Monday, December 6th, 1926 at
5:00 F. 11. at the Commissioners meeting room in the City Mall as
the time and place for the hearing of such petition and directed
the City Clerk to give notice thereof in the official City paper
at least five days before the date above mentioned.
On motion of Commissioner Campbell, Board of Commission-
ers adjourned.
