ORDINANCE NUMBER 21-11078
AN ORDINANCE UNCONDITIONALLY APPROVING THE ISSUANCE OF
GENERAL OBLIGATION BONDS BY THE SALINA AIRPORT AUTHORITY FOR
THE PURPOSE OF FINANCING THE COST OF CERTAIN CAPITAL
IMPROVEMENTS LOCATED AT THE SALINA REGIONAL AIRPORT AND
AIRPORT INDUSTRIAL CENTER.
WHEREAS, on August 18 , 2021 , the Board of Directors of the Salina Airport Authority (the
"Authority") adopted a resolution approving the issuance of not to exceed $3 ,500 ,000 (exclusive of costs of
issuance and any temporary financing costs) of general obli gation bonds of the Authority to pay the co st of
certain capital improvements located at the Salina Regional Airport and Airport Industrial Center, includin g,
but not limited to:
Construction of five new 50 /50 general aviation hangars , public restroom s and as sociate d taxi lane ;
and
MJ Kennedy Air Terminal concourse and gate improvements to provide for additional pas senger
seating and capacity ; and
Renovation of Building 595 to facilitate the lease of such building for use as a distribution center or
other industrial purposes
(the "Project"), as authorized by K.S.A . 27-315 to 27-326 , inclu s ive ; and
WHEREAS, the total cost of the Projects shall not exceed $4 ,100 ,000 , with $3,500 ,000 to be paid
from bond proceeds and the balance to be paid from available Authority fund s; and
WHEREAS, K.S .A. 27-323 provides that the Authority shall forward a copy of such resolution to
the Mayor of the City, who shall pre sent such resolution of the governing body of the City for its approval or
disapproval.
SO NOW THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY
OF SALINA, KANSAS AS FOLLOWS:
Section 1. That the resolution of the Salina Airport Authority adopted on August 18 , 2021 ,
providing for the issuance of not to exceed $3 ,500 ,000 (exclusive of costs of issuance and any temporary
financing costs) of general obligation bonds of the Authority for the purpose of financing the cost of the
Project is hereby unconditionally approved.
Section 2. That this ordinanc e shall be in full force and effect from and after its adoption and
publication once, or publication of a summary thereof, in the official city newspaper.
