21-7984 Kansas Department of Wildlife Parks Tourism Bill Burke GrantRESOLUTION NUMBER 21-7984 A RESOLUTION IN SUPPORT OF AND AUTHORIZATION TO APPLY FOR LAND AND WATER CONSERVATION FUNDS THROUGH THE KANSAS DEPARTMENT OF WILDLIFE, PARKS & TOURISM, IN ORDER TO IMPROVE THE PUBLIC RECREATIONAL FACILITIES AT BILL BURKE PARK. WHEREAS, the City of Salina, Kansas desires to upgrade and improv e the public recreational facilities at Bill Burke Park by installing artificial turf on the baseball and softball infields , adding lights to an additional field , renovating the existing restrooms , and constructing new restroom facilities , all in conformance with current accessibility standards under the Americans with Disabilities Act (collectively, the "Recreation Improvements"). WHEREAS , the Governing Body finds that the proposed Recreation Improvements will enhance the health, safety, and welfare of residents and non-residents participating in recreational activities at Bill Burk Park; WHEREAS , the State of Kansas , through the Kansas Department of Wildlife , Parks & Tourism ("KDWPT"), administers financial assistance for public recreation purposes , through the federal Land and Water Conservation Fund ("LWCF") program; WHEREAS , the Governing Body desires to seek financial assistance from the KDWPT, under the L WCF program, and to indicate its commitment to the expenditure of local funds necessary to complete the Recreation Improvements. THEREFORE, BE IT RESOLVED by the Governing Body of the City of Salina, Kansas: Section 1. Authorization to Submit Application to KDWPT. The City Manager is authorized to execute and file an application with the KDWPT and to provide all information and documentation required in order for the City of Salina, Kansas to become eligible for funding assistance for the proposed Recreation Improvements under the L WCF program. Section 2. City Matching Funds. The Governing Body indicates its desire and intent, if the application is approved by the KDWPT, to obligate funds required to satisfactorily complete the proposed Recreation Improv ements and become eligible for reimbursement in an amount not to exceed $1 ,095,163.65 under the terms of the LWCF program and the terms of any Local Project Agreement to be entered into by and between the City of Salina, Kansas and KDWPT. Section 3. Effective Date. That this Resolution shall be in full force and effect from and after its adoption.
