05-17-1926 Minutes182 COM141 B S IONERS PROCEEDINGS, REGULAR METING. COITIMISSIONERS ROOM, SALINA, KANSAS. MAY. 17th, 1926. Regular meeting of the Board of Commissioners, May 17th, 1926. Meeting was called to order by Mayor Helvering, the roll was called and Commissioners Helvering, and Campbell and City Attorney Norris responded. Chas. F Dodds, newly elected member of the Board of Com- missioners, being present a%d having filed his bond, the oath of office was administered to him by the City Clerk. The minutes of the Regular Meeting of May 14th, 1926 were read and approved as read. Earl Wyatt appeared before the Board of Commissioners and asked that Baker Street from South Street to Morrison Avenue be paved, same to be included in the next paving contract. Commissioner Campbell moved that the request be granted and that the City Engineer be instructed to notify all property owners owning property adjacent to Baker Street to have their premises connected with gas service in advance of the proposed paving. An ordinance was introduced entitled: "An ordinance making appropriations for miscellaneous purposes." On motion of Commissioner Campbell the ordinance was read and adopted by, sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Camp- bell and Dodds. (3) Nays: (0) The Mayor approved the same and is numbered 3243. City Engineer submitted Paving Estimate Number 2 for paving work completed under contracts dated April 5th, 1926. On motion of Commissioner Campbell same was approved by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an appropriation sfor the payment of certain claims." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Camp- bell and Dodds. (3 ) Nays: ( 0 ) The Mayor approved the same and is numbered 3244. An ordinance was introduced for second reading entitled: "An ordinance creating and defining a lateral storm sewer district to be known as Lateral Storm Sewer District Number 1; providing for the cost thereof and for the levying of special assessments against the property in such district, for the payment of such ebst and for the issuing of bonds therefor." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Camp- bell and Dodds. (3) Nays: (0) The Mayor approved the same and is numbered 3245. (3 ) Nays: (0 ) The Mayor approved the same and is numbered 3246. 1 1 1 An ordinance was introduced for second reading entitled: "An ordinance regulating the use of the Municipal Swimming Pool, prohibiting the use thereof to certain persons, conferring certain authority on the superintendent of said pool, and other employees and officers, and providing certain penalties for the violation of the provisions of this ordinance." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell, Helvering and Dodds. (3) Nays: (0) The Mayor approved the same and is numbered 3247. An ordinance was introduced for second reading entitled: "An ordinance amending Section One of Ordinance Number 3048 entitled, tAn ordinance regulating, licensing and limiting the operation of vehicles upon the streets and avenues of the City of Salina, Kansas, engaged in the carrying of passengers for hire between fixed points within the City of Salina, Kansas or between points within the City of Salina , Kansas, and without said City of Salina, nansas , but whose route lies over and through the streets and avenues within said City of alina and providing penalties for the Violation of this ordinance." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and Dodds. (3) Nays: (0) The Mayor approved the same and is num- bered 3248. An ordinance was introduced for second reading entitled: "An ordinance relating to the Smoky Hill River in the City of Salina, defining certain misdemeanors, defining certain public nuisances, and providing for the abatement thereof and providing for the pay- ment of the cost of such abatement, and provid�ng penalties for the violation of the provisions of this ordinance. On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: nelvering, Campbell and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3249. Commissioner Campbell moved that the City Clerk re -advertise for bids for concession rights in Oakdale Park during the season 1926, bids to be received up to and including May 24th; 1926. at 5:00 P. M. City Manager Rggle submitted the name of Dr. S. T. Blades as City health Officer, On motion of Commissioner Campbell the appointment was con- firmed by the Board of Commissioners.
