02-23-1926 Minutes15 (1 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, 'KANSAS. FEBRUARY 23rd, 1926. Regular meeting of the Board of Commissioners'. February 23rd, 1926. Meeting was called to order by Mayor Helvering, the roll was called and Commissioners Helvering, Campbell and Chambers and City Attorney Norris responded. The minutes of the Regular Meeting of February 15th, 1926, were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance providing for the curbing, excavating, grading and graveling with sand clay Ellsworth Avenue in the City of Salina, Kansas from,the east line of Santa a venue to the west line of Osborne street in said City, and providing for the cost there- of.9how the same shall be assessed and the manner of payment therefor. it On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Campbell and Chambers (3) Nays: (0) The Mayor approved the same and is numbered 3222. An ordinance was introduced for second reading entitled: "An ordinance amending Ordinance Number 3188 by adding certain territory to and "C" Commercial District as defined by 'section Five (5) of said Ordinance and permitting the use of said terri- tory for the purposes defined in Section 10 thereof." On motion of Commissioner Chambers the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes • Helvering, Chambers and Campbell �3) Nays: (0) The Mayor approved the same and is numbered 3223. An ordinance was introduced for first reading entitled: "An ordinance amending Ordinance Number 1298, entitled ?An ordinance granting to E. S. Alnutt, his heirs, successors and assigns, a franchise for the construction, operation and mainte- nance of a street railway system in the City of Salina, Kansas, and the right to use and occupy any and all of the streets in said City for such purposes,t , by adding a new section, providing for the establishment and operation of a bus line or lines and the abandonment of a certain line of street railway therein, and the conditions thereof." Said ordinance being read in full same was referred to the Board of Commissioners. Applications for taxicab licenses for the year 1926 were received from: W. B. McMickle, 8 cabs H. V. Bumgardner, Lewis F. Colvin A. W. Miller C. 0. Sandberg, Lee Churchman Jas. McDade., Ed A. Schumaker R. A. Mayo. On motion of Commissioner Campbell licenses were ordered granted on payment of license tax. H. V. Bumgardner filed his liability policy for taxicab, and on motion of Commissioner Campbell same was approved and ordered filed. I Bids for the $13,776.29 Paving Bonds as advertised for were received from: Brown-Crummer Compan ,�dlichita, Kansas. Fidelity Nat'l Bank bust Co. , Kansas City, Pogo. On motion, same were taken under advisement by the Board of Commissioners. City Manager Ragle appointed Thos. L. Bayne as Building Inspector of the City of Salina, Kansas, and on motion of Commissioner Chambers appointment was confirmed by the Board of Commissioners. The following communication was received from the Water ;'forks Advisory Commission: "A called meeting of the 'hater "corks Advisory Commission was held at the City Hall, Friday evening, February 5th, 1926 at 7:30 P. M. the following members being Dresent: J. R. Geis, Roy F. Bailey, R. C. Gebhart, F. D. Kastner and L. B. Stevenson. pit-. J. R. Geis acted as temporary chairman for the purpose of organizing. On motion, Roy Bailey was elected chairman and L. B. Stevenson was elected Secretary. Mr. Geis recommended the purchase of two two new electric water pumps. His motion carried. F. D. Kastner recommended the adoption of a water rate according to Schedule "A". After considerable discussion his motion carried. The meeting adjourned. L. B. Stevenson. Secretary. On motion of Commissioner Campbell recommendations of the 4later Works Advisory Commission were adopted and approved by the Board of Commissioners, and the Superintendent of the Water Works Department authorized to fix rates to consumers using 1509000 gallons of water or more per month, in accordance with Schedule A" as prepared by R. J. Paulette, Consulting Engineer of said Department, which is on file in the office of the City Engineer and the mater 1'dorks Department, and which is as follows: Schedule "A" First 25,000 0.30 per thousand gallons Next 35,000 0.25 " it rr Next 259000 0.20 " ri rr Next 15,000 0.15 " rr rr Next 50,000 0.10 " c' c' All over 1502000 .05 PROVIDED, that no bill shall be rendered at less than an average rate of 0.10 per thousand gallons.
