08-03-1925 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING. CO181ISS IONERS ROOM, SALINA, KANSAS. AUGUST 3rd, 1925. Regular Meeting of the Board of Commissioners, August 3rd, 1925. Meeting was called to order by Mayor Hargett the roll was called and Commissioners Hargett, Chambers and Camp- bell and City Attorney Norris responded. The minutes of the Regular Meeting of July 27th, 1925, were read and approved as read. An ordinance was introduced entitled: "An ordinance making appropriations for miscellaneous purposes." On motion of Commissioner Chambers the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Hargett, Chambers and Campbell (3 ) Nays: (0 ) The 14ayor approved the same and is numbered 3135. City Engineer submitted final estimate and acceptance of work for paving work done by L. vw. Rexroad under contract dated June 22nd, 1925. On motion of Commissioner Chambers, report was accepted by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Campbell the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Hargett, Chambers and Campbell 13 ) Nays: (0 ) The Mayor approved the same and is numbered 3136. An ordinance was introduced for second reading entitled: "An ordinance prohibiting boating or canoeing on the Smoky Hill River from the south line of the Iron Avenue Bridge to the dam across said river north of said bridge adjacent to the present location of the Western Star Mill, making the violation hereof a misdemeanor and providing a penalty for such violation." On motion of Commissioner Chambers the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayyes. Har- gett, Chambers and Campbell (3 ) Nays: (0 ) The �' ayor ap- proved the same and is numbered 3137. The following resolution was introduced for second reading: BE IT RESOLVED by the Board of Commissioners of the City of Salina, Kansas that the graveling of Prescott Avenue in the City of Salina, Kansas from the west line of Eleventh Street to the east line of Twelfth Street in said City be and the same is hereby determined to be a necessary improve- ment, and that said Prescott Avenue be gravelled within the limits above defined in the manner provided by law. S Hargett, May or On motion of Commissioner Campbell the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Hargett, Chambers and Campbell (3) Nays: (0 ) The following resolution was introduced for second read- ing: j BE IT RESOLVED by the Board of Commissioners of the City of Salina, Kansas that the re -curbing and guttering of Seventh Street in the City of Salina, Kansas from the north line of alnut treet to the south line of Elm Street in said City, such curbing a to be located four (4) feet more or less outside of and more distant from the center of said street than the present curbing on such side thereof, and said guttering to be four (4) feet. more or less, in width, to extend from the edge of the present paving to the new curb line as above mentioned, together with such excavation and removal of old curb and sidewalk as may be necessary, is hereby determined to be a necessary improvement and that said Seventh Street in the City of Salina, Lansas be re -curbed, guttered and excavated to the extent and within the limits above defined. On motion of Commissioner Campbell same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance repealing Section 4 of Ordinance Number 342 entitled "An ordinance granting the right -of -,ray to The Salina and South- western Railway Company through the City of Salina, Kansas and repealing Ordinance Number 202 entitled (An ordinance to grant railway the right -of -gray to The Kansas Pacific Company through the City of Salina on Fourth Street from the Kansas Pacific Rail- Iron way to Avenue.)" On motion of Commissioner Cahmbers same eras referred to the Board of ,Commissioners . An iias introduced for first reading entitled: ,Ordinance "An ordinance amending Section 4 of Ordinance Number 1983 as amend- ed by Section 1 of Ordinance 1lumber 2282, the same being Section 29-104 Revised Ordinances 1925, providing for a limitation of the speed of motor vehicles in the City of Salina, Kansas dnd repeal- ing said orginal sections and designating such new section as Section 29-104, Revised Ordinances, as amended." On motion of Commissioner Campbell same was referred to the Board of Commissioners. A n ordinance was introduced for first reading entitled: "An ordinance providing for hnd calling a special election in the City of Salina, Kansas for the purpose of submitting to the elect- ors of said City the question of authorizing the purchasing and taking of the water worl4s plant of The Salina G ater -forks Company, and the appurtenances thereunto belonging or in any way appeartain- ing to the same at the fair cash value thereof as found and as- certained by the Commissioners appointed for such purpose in the sum of ;605,082.00 On motion of Commissioner Cahmbers same was referred to the Board of Commissioners. An Ordinance was introduced for first reading entitled: "An ordinance providing for the curbing and guttering of Twelfth Street in the City of Salina, Kansan from the south ine of 'vashington Avenue to the north line of Prescott Avenue in said City, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor. On motion of Commissioner Campbell same was referred to the Board of Commissioners. An Ordinance was introduced for first reading entitled: "An ordinance providing for the curbing and guttering of Phillips Street in the City of Salina, riansas from the south line o-f�"�ashington Avenue to the north line of Morrison Avenue in said City, and providing for the cost thereof, how .the same shall be assessed and the manner of payment therefor.' On motion of Commissioner Caambers same was referred to the Board of Commissioners. An Ordinance was introduced for first reading entitled: f "An ordinance providing for the curbing and guttering of Prescott Avenue in the City of Salina, Kansas from the west line of Eleventh Street to the east line of Twelfth Street in said City, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor.11 On motion of Commissioner Campbell, dame'was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing and guttering of Baker Street in the City of Salina, Kansas from the south line of South Street to the north line of Morrison Avenue in said City, and providing for the cost thereof how the same shall be assessed and manner of payment therefor. On motion of Comnisdoner Chambers same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing and guttering of Via shin&ton Avenue in the City of Salina, Kansas from the west ine of Eleventh Street to the east line of Phillips Street in said City, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Campbell same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing, guttering and gravel- ing of Jewell Avenue in the City of Salina, hansas from the east line of 6anta Fe Avenue to the west line of Osborne Street in said City, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Chambers same was referred to the Board of Commissioners. City Plianager recommended that an incandescent light be placed at the corner of University Place and College Avenue. On motion of Commissioner Campbell report was adopted by the Board of Commissioners. On motion of Commissioner Chambers Board of Commissioners adjourned. City Ulerk.
