05-05-1930 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, I SALINA, KANSAS. MAY 5, 1930. Regular meeting of the Board of Commissioners May 5, 1930. Meeting was called to order by Acting Mayor Dodds the roll. was called and Commissioners Dodds and Stevenson and 6ity Attorney Norris responded. Commissioner Helvering absent. The minutes of the Regular Meeting of April 28, 1.930 were read and approved as read. Bids for the construction of paving on Third Street from Iron Avenue south to the Smoky Hill River, as advertised for, were received from: R. C. Snyder, Salina, Kansas L. W. Rexroad, Salina, Kansas. City Engineers estimate for the above work was read. Commissioner Stevenson moved that the contract for the paving of 'Third Street from Iron Avenue south to the Smoky Hill River be awarded to L. W. Rexroad, said paving to be of 6 inch reinforced concrete, and that the Mayor be authorized to sign contract on behalf of the City for such work with L. W. Rexroad. Motion adopted. A special permit was granted to J. Earl Wyatt for the construction of a building on the east side of Baker Street between SouthStreet and Morrison Avenue. Street Superintendent was instructed to remove closet and fill up the cess pool at 708 North Santa Fe Avenue. Coirmissioner Stevenson moved that the petition asking for the vacation of alley from Baker Street to Phillips Street between South Street and Spruce -Street be denied. Motion carried. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stevenson and Dodds (2) Nays: (0) Commissioner Helvering absent. Acting Mayor approved the same and is numbered 3876. i City Engineer submitted Estimate Number 1 to L. W. Rexroad for the construction of paving improvements on certain streets under contract dated April 7, 1930, and on motion of Commissioner Stevenson same was approved by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called ; and the following vote was had; Ayes: Dodds and Stevenson (2) Nays: (0) Commissioner Helvering absent. Acting Mayor approved the same and is numbered 3877. City Engineer submitted Estimate Number 5 to H. J. Taylor Con- struction Company for the repair of Ash Street sewer, under contract dated December 9, 1929, and on motion of Commissioner. Stevenson same was approved by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had} Ayes: Dodds and Stevenson (2) Nays: (0) Commissioner Helvering absent. An ordinance was introduced entitled.: "An ordinance making an ' appropriation for the payment of a certain claim." On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dodds and Stevenson (2) Nays: (0) Commissioner Helvering absent. Acting Mayor approved the same and is numbered 3880. An ordinance was introduced entitled: An ordinance making an appropriation for the payment of a certain claim." An ordinance was introduced for second reading entitled: "An ordinance relating to and regulating the parking of vehicles on cer- tain streets and parts thereof, and on bridges, in the City of Salina; providing a penalty for the violation of this ordinance and repealing all ordinances or R.rts of ordinances in conflict with the provisions of this ordinance. On motion of Commissioner Stevenson the ordinance was read andadopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dodds and Stevenson (2) Nays: (0) Commissioner Helvering absent. Acting 'payor approved the same and is numbered 3882. An ordinance was introduced for second reading entitled: "An ordinance relating to and providing for the condemnation of certain lands and easements necessary to construct certain drains, canals and artificial water courses, or to widen or straighten existing drains or water courses, including the cleaning of the same, or to construct the necessary levees and enbankments or to raise the grades of any streets or alleys and approaches to bridges, or to raise said bridges, so far as the same may be necessary for the construction of said im- provenents for the protection of the City of Salina and public and private property therein from the overflow or damage by water of the waters of the Smoky Hill River, a water course running in and near and through, the City of Salina, said land and. easements lying within the City of Salina or without the City limits of said city and within five miles therefrom, all as provided for by Ordinance Number 3837 of the City of Salina; designating; a benefit district and providing for the appointment of commissioners to make an appraisement of the lands or easements taken and to assess the damages therefor and bene- fits accruing therefrom." On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Dodds and Stevenson (2) Nays: (0) Commissioner Helvering absent. Acting Mayor approved the same and is numbered 3883. I A petition was presented asking for the installation of a street light on Seventh Street near the H. D. Lee Flour Mills. Same was re- ferred to the City Manager. i A petition was presented asking for the construction of a side- walk on the south side of Spruce Street from Phillips Street to Col- lege Avenue. Same was referred to the City Manager. i 234 J Commissioner Stevenson moved that the deeds received from J. C. Johnson and wife, W. W. Coburn and wife and John R. Forcht, for eight feet of ground on the west side of Ohio Avenue from Gypsum ! Avenue south be accepted and filed. Motion adopted. On motion of Commissioner Stevenson the Board of Commissioners adjourned.
