Meeting was called to order by Mayor Helvering, the roll was called and Commissioners Helvering, Dodds and Stevenson and City Attorney Norris responded. j The minutes of the Regular Meeting of April 21, 1930, were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with H. J. Taylor Con- struction Company for the construction of certain curbing, guttering and paving improvements on certain streets in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds. On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Dodds and Steven- son (3) Nays: (0) Mayor approved the same and is numbered 3874. r An ordinance was introduced for second reading entitled: "An ordinance providing for and requiring the cutting and destruction of all weeds and obnoxious growths of vegetation on lots and pieces of land in the City of Salina, and in the streets and alleys in front of and abutting upon any such lot or piece of land; declaring such weeds and obnoxious growths of vegetation to be a public nuis- ance; providing for the abatement thereof and for assessing the cost of cutting and destroying such weeds and obnoxious growths of vege- fation; providing a penalty for the violation of this ordinance and repealing Ordinance No. 2918, being Chapter 31, Revised Ordinances 1925." On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoptiod the roll was called and the following vote was had; Ayes: Helvering, Dodds and Steven- son (3) Nays: (0) Mayor approved the same and is numbered 3875. Mr. A. F. Gibson appeared before the Board of Commissioners and asked permission to operate a pop corn stand in front of Heck's Jewelry Store on South Santa Fe Avenue, and on motion permission was granted. City Engineer submitted plans and specifications and estimate of cost for the paving of Third Street from Iron Avenue south to the Smoky Hill River. On, motion of Commissioner Stevenson same were approved by the Board of Commissioners and the City Clerk was instructed to advertise for bids for such work, to be received up to Monday, May 5, 1930 at 4:00 P. M. Motion acb pted. Mayor Helvering appointed John Frederick, E. D. Martin and C. W. Fielder to act as appraisers in ascertaining the valuation of certain lots and pieces of land liable to special assessment for the cost of paving Third Street from Iron Avenue south to the Smoky Hill River, and on motion of Commissioner Stevenson same were approved by the Board of Commissioners. Mayor Helvering appointed Frank Hageman and Raymond Geis as members of the Library Board for a term of four years from February 1st, 1930., and on motion of Commissioner Dodds appointements were confirmed by the Board of Commissioners. Mayor Helvering appointed L. C. Webb as a member of the Memorial Hall Board of trustees for a term of three years from April lst, 1930, and:ozi,motion of Commissioner Stevenson thecappointment was confirmed by the Board of Commissioners. 1 1 i] 1 An ordinance was introduced for first reading entitled: "An ordinance relating to and regulating the parkin; of vehicles, in the City of Salina; providing a penalty for the violation of this ordinance and repealing all ordinances or parts of ordinances in conflict with the provisions of this ordinance. On motion of Commissioner Stevenson same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relating to and providing for the condemnation of certain lands and easements necessary to construct certain drains, canals and artificial water courses, or to widen or straighten exist- ing drains or water courses, including the cleaning of the same, or to raise the grades of any streets or alleys and approaches to bridges, or to raise said bridges, so far as the same may be neces- sary for the construction of said improvements for the protection of the City of Salina and public and private property therein from the overflowor damage by water of the waters of the Smoky Hill River, a water course running in and near and through. the City of Salina, said land and easements lying within the City of Salina or without the City limits of said city and within five miles therefrom, all as provided for by Ordinance No. 3837 of the City of Salina; designating a benefit district and providing for the appointment of commissioners to make an appraisement of the lands or easements taken and to assess the damages therefor and benefits accruing therefrom." On motion of Commissioner Dodds same was referred. to the Board of Commissioners. A petition was presented asking for the vacation of alley between South Street and Spruce Street from Baker Street to Phillips Streets and on motion, same was referred to the City Manager. A petition was presented asking for the vacation of Chester Street from Pacific Street to Missouri Pacific railroad, and on motion same was ordered filed. On motion of Commissioner Stevenson the Board of Commission- ers adjourned.
