04-14-1930 MinutesX2(t_",b^e o 6 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. Commissioners Room, Salina, Kansas. April 14, 1930. Regular meeting of the Board of Commissioners, April 14, 1930. Meeting was called to order by Mayor Helvering, the roll was called and Commissioners Helvering, Dodds and Stevenson and City Attorney Norris responded. I The minutes of the Regular Meeting of April 7th, 1930 were read and approved as read. An ordinance was introduced entitled: "An ordinance making i an appropriation for the payment of a certain claim." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Dodds and Steven- son (3) Nays: (0) Mayor approved the same and is numbered 3869. An ordinance was introduced for first reading entitled: "An ordinance providing for the excavating, grading and paving of Third Street from the south line of Iron Avenue south to the Smoky Hill River, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Stevenson same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract for the construction of Storm sewers No. 17 and 18 in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pend- ing the issuance and sale of bonds." On motion of Commissioner Dodds same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with L. W. Rexroad for the construction of certain curbing, guttering and paving improvements on certain streets in the City of Salina, and provid- ing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Stevenson same was referred to the Board of Commissioners. Trust Deeds were received from Mrs. Bella Shaw and James Beverlin, with deposits in the amount of $100.00 and $93.75. Commissioner Stevenson moved that the same be accepted, and filed, and that the City Treasurer be instructed to place the de- posits in the Gypsum Hill Cemetery Endowment Fund as provided by Ordinance No. 3530 of the City of Salina. Motion adopted. City Clerk was instructed to publish notice notifying property owners to connect their premises with water, sewer and gas on streets to be paved this year. On motion of Commissioner Dodds, the City Manager was instructed to notify the Chief of Police to collect all outstanding gasoline pump licenses by Saturday, April 19, 1930, and no company be permitted to close up any pump that has been in operation after January 1st, 1930. A petition was presented from Ole Overfelt asking permission to operate a concession stand at his boat landing on Bast South Street. Petition tabled by the Board of Commissioners. A petition was presented asking for the paving of Johnstown Avenue from Penn Avenue to Columbia Avenue. Same was ordered filed. K The following communication was received from the City j Planning Commission: Salina, Kansas, April 10, 1930. To the City Commissioners: The City Planning Commission met in regular session in the City Building at 5:00 P. M. Members present: Dyar, Chairman, Bren, Shaver and Robb. Two petitions were presented requesting changes in zoning: one by Mr. Hessler requesting the rezoning from residential to i commercial the corner lots at the N. E. corner of the intersection of Ninth and Cloud Streets. The second petition was presented by Mr. Clarence Nyberg requesting the rezoning from residential to commercial the lots at the S. E. corner of Ninth and Woodlawn Streets. The Planning Commission decided to make no recommendation in connection with these two petitions; making it clear to the petitioners that there is already an established four -corner commercial zone just a block north at the corner of Ninth and Claflin; that it is the feeling of the planning commission that any further commercial expansion in this immediate neighborhood be restricted to the present established commercial zone. On motion of Commissioner Stevenson same was ordered filed. The City Clerk presented the report of the Connissicners appointed by the Judge of the District Court of Saline County, Kansas, in the matter of the condemnation of easements for the protection of the City of Salina from the flood waters of Dry Creek, filed in the City Clerks office on this date. On motion of Commissioner Dodds, seconded by Commissioner Stevenson and duly carried, the City Clerk was instructed to deposit a certified copy of said report with the City Treasurer, and the City Treasurer authorized and directed to certify the same as re- quired by law, and that such copy certif led'by the City*Clerk and City Treasurer be filed for record in the office of the Register of Deeds of Saline County, Kansas. City Clerk was instructed to publish notice of a proposed change in the zoning ordinance of the Citi? of Salina, by placing within the "C" Commercial District the east -half of Blocks 2, 11, 14`and 23 and the west one-half of Blocks 10, 15 and 22 in the Episcopal Military Institute Addition.. A public hearing will be granted to any persons interested in such change by the Board of Commissioners at 4:00 P. M. on May 190 1930 at the Commissioners meeting room at the City Hall in said. City.
