Meeting was called to order by Mayor Helvering, the roll t was called and Commissioners Helvering, Dodds and Stevenson and City Attorney Norris responded. The minutes of the Regular Meeting of March 31, 1930 and Regular Meeting of April 4, 1930 were read and approved as read. Bids as advertised, for the construction of Storm sewers No. 17 and 18 were received from: Reed & Wheelock, Clay Center, Kansas, T. P. Thomson, Kansas City, Missouri, J.D.Mann Construction Co., Oklahoma City, Okla., H.J.Taylor Construction Co., Salina, Kansas, j Harrington Construction Co., Omaha, Nebraska. ! City Engineers estimate for the above named improvements was read. i i Bids as advertised, for the construction of paving improve- ments on: Columbia Avenue from Iron to Ash; Park Place from Oakdale Drive to Oakdale Avenue; Seventh Street from Elm to North Street; Prescott Avenize from Eleventh Street to Twelfth St., Washington Avenue from Tenth Street to Eleventh street; Highland Avenue from Claflin Avenue to Cloud Street; Gypsun Avenue from Columbia Avenue to Ohio Street; ! ! Center Street from Fifth street to Kenwood Park entrance; Front Street from Pine Street to North Street; Chicago Street from Ash Street to State Street; Ellsworth Avenue from Ninth Street to Highland Ave., Santa Fe Ave. (unpaved portion) from Lincoln to Otis, were received from: Reed &Wheelock, Clay Center, Kansas, J. H.S hears & Sons, Hutchinson, Kansas, H.J.Taylor Construction Company, Salina, Kansas, L. W. Rexroad, Salina, Kansas, M. W. Watson, Topeka, Kansas. City Engineers estimate for the above named improvements i was read. All bids were tabulated by the City Engineer. Commissioner Dodds moved that the contract for curbing, gut- tering and paving: Chicago Street from Ash Street to State Street; Columbia Avenue from Ash Street to Iron Avenue; Ellsworth Avenue from Highland Avenue to Ninth Street; Gypsum Avenue from Ohio Street to Columbia Avenue; Highland Avenue from Claflin Avenue to Cloud Street; ark Place from Oakdale Avenue to Oakdale Drive; Washington Avenue from Tenth Street to Eleventh Street; Seventh Street from Elm Street to North Street; Front Street from Pine Street to North Street*. and for the excavating and paving of: Center Street from Fifth Street to Kenwood Park entrance; Prescott Avenue from Eleventh Street to Twelfth Street, be awarded to L. W. Rexroad, said paving to be of 6 -inch reinforced concrete; except Seventh street which is to be 8 -inch reinforced concrete and Front Street which is to be 7 -inch reinforced concrete, and that the Mayor be authorized to sign contract on behalf of the City for such work with L. W. Rexroad. Motion carried. 2231 Commissioner Dodds moved that the contract for the paving of the unpaved portion of Santa Fe Avenue from Lincoln Avenue to Otis Avenue be awarded to H. J. Taylor Construction Company, said paving to be of 22" brick on 4 -inch concrete base, and that the Mayor be authorized to sign contract on behalf of the City for such work with H. J. Taylor Construction Company. Motion carried. Commissioner Stevenson moved that the contract for the con- struction of Storm Sewers No. 17 and 18 as provided by Ordinance No. 3861 of the City of Salina, be awarded to H. J. Taylor Con- struction Company, said sewers to be constructed of the following materials: sizes 30 inch to 54 inch inclusive, of Lock Joint re- inforced concrete pipe, and sizes 12 inch to 27 inch inclusive of No. 2 Double Strength Vitrified Clay Pipe, and that the Mayor be authorized to sign contract on behalf of the City for such work with H. J. Taylor Construction Company. Motion.carried. On motion of Commissioner Dodds the City Clerk was instructed to return certified checks to all unsuccessful bidders. An ordinance was introduced entitled: "An ordinance making appropriations for miscellaneous purposes." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Dodds and Stevenson (3) Nays: (0) Mayor approved the same and is numbered 3866. City Engineer submitted Estimate No. 1 to L. W. Rexroad for the construction of Dry Creek Flood Control improvements, under contract dated March 10, 1930, and on motion of Commissioner Steven- son same was approved by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final acb ption the roll was called and the following vote was had; Ayes: Helvering, Dodds and Steven- son (3) Nays: (0) Mayor approved the same and is numbered 3867. City Engineer submitted estimate No. 4, to H. J. Taylor Con- struction Company, for the repair of Ash Street sewer, under con- tract dated December 9, 1929, and on'motion of Commissioner Dodds same was approved by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." i On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adption the roll was called and the following vote was had; Ayes: Helvering, Dodds and Steven- son (3) Nays: (0) Mayor approved the same and is numbered 3868. Mayor Helvering appointed John Frederick, E. D. Martin and C. W. Fielder, to act as appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assessment for the cost of curbing, guttering and paving: Columbia Avenue from Iron Avenue to Ash Street; Park Place from Oakdale Drive to Oakdale Avenue; Seventh Street from Elm Street to North Street; Prescott Avenue from E16venth Street to Twelfth Street; Washington Avenue from Tenth Street to Eleventh Street; Highland Avenue from Claflin Avenue to Cloud Street; Gypsum Avenue from Columbia Avenue to Ohio Street; Center Street from Fifth Street to Kenwood Park entrance; Front Street from Pine Street to North Street; Chicago Street from Ash Street to State Street; Ellsworth Avenue from Ninth Street to Highland Avenue; Santa Fe Avenue (unpaved Portion) from Lincoln to Otis; and for the construction of Lateral Sewers No. 153 and 157. On motion of Commissioner Stevenson the appointments were confirmed by the Bca rd of Commissioners. . r 1 1 1 A petition was presented asking for the construction of a sidewalk on the north side of Johnstown Avenue from Penn Avenue east to the alley. On motion, same was referred to the City Manager. A petition was presented asking for the construction of a sidewalk on the west side of Seventh street from Harsh Street to Otis Avenue. On motion, same was referred to the City Manager. A petition was presented asking for the extension of water mains on Seventh Street from Harsh Street to Otis Avenue. On motion, same was referred to the Waterworks Advisory Board. A petition was presented asking for the extension of water mains on Custer Street, north and south of Wilson Street. On motion, same was referred to the Waterworks Advisory Board. On motion of Commissioner Stevenson the Board of Commis- sioners adjourned.
