COMMISSIONERS PROCEEDINGS, REGULAR MEETING.
COMMISSIONERS ROOM,
SALINA, KANSAS.
MARCH 31, 1930.
Regular meeting of the Board of Commissioners, March 31,
1930. Meeting was called to order by Mayor Helvering, the roll
was called and Commissioners Helvering, Dodds and Stevenson re-
sponded. City Attorney Norris absent.
The minutes of the Regular Meeting of March 24, 1930 and
Regular Meeting of March 25, 1930 were read and approved as read.
A special permit was granted to Geo. Welling for the con-
struction of a two-family apartment at 110 and 112 East South
Street.
An ordinance was introduced for second reading entitled: "An
ordinance providing for the constructi6n of certain storm sewers
No. 17 and 18, in the City of Salina to be designated as Storm
Sewers No. 17 and 18, and providing for the issuing of Improvement
Bonds to pay the cost thereof."
On motion of Commissioner Dodds the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Helvering, Dodds and
Stevenson (3) Nays: (0) Mayor approved the same and is numbered
3861.
An ordinance was introduced for second reading entitled: "An
ordinance ratifying and confirming a contract for the building and
construction of certain lateral sanitary sewers in Lateral Sanitary
Sewer Districts No. 153 and 157, and providing for the issuance of
temporary notes to pay the cost thereof pending issuance and sale
of bonds."
On motion of Commissioner Stevenson the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Helvering, Dodds
and Stevenson (3) Nays: (0) Mayor approved the same and is num-
bered 3862.

An ordinance was introduced for second reading entitled: "An
ordinance amending Zoning Ordinance No. 3188, being an ordinance
dividing the City of Salina into zones and districts, and regulating
and restricting the location of trades and ixxdustries, and the
uses of land in such districts or zones, and defining an additional i
Commercial District or Zone."
On motion of Commissioner Dodds the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Dodds and Stevenson (2)
Nays: Helvering (1) Mayor approved the same and is numbered
3863. I
An ordinance was introduced entitled: "An ordinance making
an appropriation for the payment of certain claims."
On motion of Commissioner Stevenson the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Helvering, Dodds and Steven-
son (3) Nays: (0) Mayor approved the same and is numbered 3864.
City Engineer submitted plans and specifications and estimate
of cost for the construction of paving improvements on:
Columbia Avenue from Iron to Ash;
Park Place from Oakdale Drive to Oakdale Avenue;
Seventh Street from Elm Street to North Street;
Prescott Avenue from Eleventh Street to Twelfth Street;
Washington Avenue from Tenth Street to Eleventh Street;
Franklin Street from Ninth Street to Tenth Street;
Highland Avenue from Claflin Avenue to Cloud Street;
Gypsum Avenue from Columbia Avenue to Ohio Street;
Center Street from Fifth St. to Kenwood Park entrance,
Front Street from Pine Street to North Street;
Chicago Street from Ash Street to State Street;
Ellsworth Avenue from Highland Avenue to Ninth Street;
Santa Fe Avenue (unpaved portion of) from Lincoln to Otis.

Commissioner Stevenson moved

City Engineer submitted plans and specifications and estimate
of cost for the construction of. Storm Sewer No. 17 and Storm Sewer
Number 18.
Commissioner Dodds moved that the above mentioned plans and
specifications and estimate of cost be approved by the Board of
Commissioners and that the City Clerk be instructed to advertise for
bids to be received up to and including Monday, April 7, 1930
at 12:00 noon. Motion carried.
Commissioner Dodds moved that the curbing, guttering and
paving of Franklin Street from Tenth Street to Eleventh Street
be eliminated from the advertisement. Motion adopted.
An ordinance was introduced for first reading entitled: "An
ordinance amending Section 1 of Ordinance No. 3482 as amended by
Ordinance No. 3491, as amended by Ordinance No. 3638 relating to the
location of gasoline filling stations on certain streets in the
City of Salina, and repealing said original sections."
On motion of Commissioner Stevenson same was referred to the
Board of Commissioners.
On motion of Commissioner Stevenson the Board of Commissioners
adjourned.
