ORDINANCE NUMBER 21-11073
AN ORDINANCE PROVIDING FOR THE ANNEXATION OF CERTAIN TRACTS OF
LAND IN SALINE COUNTY, KANSAS IN CONFORMITY WITH THE PROVISIONS OF
K.S.A. 12-519 TO 12-526, INCLUSIVE.
BE IT ORDAINED by the Governing Body of the City of Salina, Kansas:
Section 1. Findings.
The following findings support the annexation of the property described in Section 2 by the City
of Salina:
1. The subject property is the site of a manufacturing facility that wishes to receive City
utilities and services.
2. Annexation is being requested by the property owner in order to establish City
jurisdiction for regulatory purposes, administration and emergency service response.
3. The subject property is located in the City's Urban Service Area and is adjacent to the
city limits on the west.
Section 2. Annexation. The following described tracts of land:
Tract No. 1 -Road Right-of-Way
A tract ofland in the Southeast Quarter of the Southeast Quarter of Section 2, the Southwest Quarter of
the Southwest Quarter of Section 1, the East Half of the Northeast Quarter of Section 11, and the West
Half of the Northwest Quarter of Section 12, Township 15 South, Range 3 West of the 6th P.M., Saline
County, Kansas and more particularly described as follows:
Commencing at the Southwest corner of said Section 1;
Thence on an assumed bearing of South 89°42'04" East on the south line of said Section 1, a distance of
70.30 feet to the Ninth Street right-of-way line and extensions thereof and the point of beginning;
Thence South 00°01 '36" West on the Ninth Street right-of-way line and extensions thereof, a distance
of2647.21 feet to the south line of the Northwest Quarter of said Section 12;
Thence North 89°48'34" West, a distance of 66.20 feet to the southwest corner of the Northwest
Quarter of said Section 12;
Thence North 90°00'00" West, a distance of 62.50 feet to the Ninth Street right-of-way line;
Thence North 00°00'52" West on the Ninth Street right-of-way line, a distance of 1323.68 feet;
Thence North 00°00'37" West on the Ninth Street right-of-way line, a distance of 1323.48 feet to the
north line of said Section 11;
Thence North 00°00'14" East on the Ninth Street right-of-way line, a distance of35 .00 feet;
Thence North 89°48'30" East, a distance of 60.23 feet to the west line of said Section 1;
Thence South 89°42'04" East, a distance of 80.30 feet to the Ninth Street right-of-way line;
Thence South 00°03 '38" West, a distance of 35.00 feet to the south line of said Section 1;
Thence North 89°42'04" West, a distance of 10.00 feet to the point of beginning.
Said tract contains 7.99 acres more or less.

Tract No. 2 -Manufacturing Plant Site
A tract of land in the Northwest Quarter of Section 12, Township 15 South, Range 3 West of the 6th
P.M., Saline County, Kansas and more particularly described as follows:
Commencing at the Northwest comer of said Northwest Quarter;
Thence on an assumed bearing of South 89°42'04" east on the north line of said Northwest Quarter, a
distance of 70.30 feet;
Thence South 00°01 '36" West, a distance of 75.45 feet to the Southwest comer of a tract described in
Saline County Register of Deeds Book: 1039, Page: 1925, and the point of beginning;
Thence North 77°52'35" East on the south line of said described tract, a distance of 45.77 feet;
Thence South 89 °42 '04" East on the south line of said described tract, a distance of 246.06 feet;
Thence North 20°33'19" East, a distance of 21.96 feet;
Thence South 89 °42'04" East, a distance of 2249.68 feet to the railroad right-of-way line;
Thence South 00°00'03" West on the railroad right-of-way line, a distance of2597.39 feet to the south
line of said Northwest Quarter;
Thence North 89°48'34" West on the south line of said northwest quarter, a distance of2549.34 feet to
the Ninth Street right-of-way line;
Thence North 00°01 '36" East on the Ninth Street right-of-way line, a distance of 2571.77 feet to the
point of beginning.
Said tract contains 152.04 acres more or less.
meeting one or more of the classifications for annexation prescribed by K.S.A. 12-519 to 12-526,
inclusive, are hereby annexed and made a part of the City of Salina, Kansas .
Section 3. Zoning. The manufacturing plant site described in Section 2 above shall be classified as
lying in an I-3 (Heavy Industrial) zoning district upon annexation.
Section 4. Repealer. That all prior ordinances in conflict herewith as they relate to the above described
real estate are hereby repealed.
Section 5 . Summary of ordinance for publication. That this ordinance shall be in full force and effect
from and after its adoption and publication once in the official city newspaper.
Ordinance No. 21-11073 Summary
On August 16, 2021, the City of Salina, Kansas passed Ordinance No. 21-11073. The ordinance
annexes a 152 acre tract of land at the southeast comer of South 9th Street and East Water Well Road
and the abutting 9th Street right-of-way into the city limits . A complete copy of the ordinance is
