ORDINANCE NUMBER 21-11066 AN ORDINANCE AMENDING THE FUTURE LAND USE MAP OF THE COMPREHENSIVE PLAN OF THE CITY OF SALINA, KANSAS. BE IT ORDAINED by the Governing Body of the City of Salina, Kansas : Section 1. Findings. In relation to the following described real estate: The South 68 ft. of Lots 2 , 4 and 6 on Claflin Avenue, the North 52 ft. of Lots 2, 4 and 6 on Claflin A venue , the East 40 ft. of Lots 70 and 72 on Ninth Street and Lot 68 and the West 110 ft. of Lots 70 and 72 on Ninth Street all in the Grounds of Kansas Wesleyan University, an addition to the City o Salina, Saline County, Kansas and addressed as 1518 Highland Avenue, 1512 Highland Avenue , 212 West Claflin Avenue and 1513 S . 9th Street (the "Property") the Governing Body makes the following findings: 1. All conditions precedent for the amendment of the City's Comprehensive Plan have been timely met; 2. KWU has acquired additional property west of Highland A venue and is expanding its campus housing, parking and programs. 3. The requested Future Land Use Map amendment is justified by changing conditions in the community in that KWU is experiencing a growth in enrollment and needs to expand its campus to meet the demands of the growing enrollment. KWU is working to construct additional off-street parking for students and faculty. 4. The requested Future Land Use Map amendment advances goals and policies contained in the Plan because educational institutions like KWU are considered Public I Semi-Public land uses . The continued presence and growth of post-secondary institutions like KWU has a positive impact on the community. 5. There is a public need to change the Comprehensive Plan map to Public I Semi-Public because the existing R-3 , C-3 and PC-5 zoning districts and Urban Residential and Neighborhood Center land use designations of these four properties along the north side of Claflin A venue between 9th Street and Highland A venue do not reflect the current ownership and proposed use of the property by KWU . Neither of the Urban Residential or Neighborhood Center land use classifications list education institutions or college campuses as appropriate land uses, but Public I Semi-Public land use category does . 6. The public need is best served by changing the land use designation of these four properties as compared with other available property because the properties on Claflin A venue and Highland A venue , which include multiple vacant properties, are adjacent to the existing KWU campus. The proposed change in land use designation would allow for the expansion of the KWU campus to the west to better serve the public by allowing them to potentially add needed off-street parking for students and faculty. 7. The requested change would not negatively impact the surrounding areas as the intended uses of the property would reduce on-street parking congestion around KWU campus and put multiple vacant properties into production use. Section 2. Comprehensive Plan Amendment. The Future Land Use Map (Figure 2 .1) of the Salina Comprehensive Plan is amended to show the Property as a future Public/Semi-Public land use area. Section 3. Repealer. All prior ordinances relating to the Property are repealed to the extent they are in conflict with this ordinance. Section 4. Summary of ordinance for publication . This ordinance shall be in full force and effect from and after its adoption and publication once in the official city newspaper by the following summary. Ordinance No. 21-11066 Summary On August 2, 2021, the City of Salina, Kansas , passed Ordinance No. 21-11066 . The ordinance amends the Future Land Use Map in the Salina Comprehensive Plan to show the future land use designation of four lots on the north side of Claflin Avenue west of Highland Avenue as Public/Semi- Public instead of Urban Residential and Neighborhood Center in order to be consistent with a U (University) district zoning designation.
