03-10-1930 Minutes210 ND COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. MARCH 10, 1930. Regular meeting; of the Board of Commissioners, E'arch 10, 1930. Meeting was called to order by Mayor H elvering, the roll was called and Commissioners Helvering, Dodds and Stevenson and City Attorney Norris responded. The minutes of the Regular Meeting of March 3, 1930 were read and approved as read. Bids were received as advertised for, for the construction of Section 1., and Section 2 of the Dry Creek Flood�Control,project, as provided for in Ordinance Number 3820, as follows: ! L. W. Rexroad H. Stout. City Engineers estimate for the above named work was read. Commissioner Dodds moved that all bids on Item 1 of Section 1 be rejected, all of such bila being in excess of the engineers esti mate for such work, and that the City Engineer be authorized and directed to proceed to do such work at a cost within the amount of the estimate. Motion carried. Commissioner Dodds moved that the proposal of L. V. Rexroad on Item 2 of Section 1 and on Section 2 of such work be accepted, such proposal being the lowest and best bid for such work, and being within the engineers estimate for such work, and. that a contract for such work be awarded to L. N. Rexroad, and that the Mayor be authorized to s-ign such contract on behalf of the City, and that the certified check of the unsuccessful bidder be returned to him. Motion carried. h iri'i . City Attorney made verbal report on protests referred to A petition was presented by Mrs. Joe Maring, asking that Santa Fe Avenue from Lincoln Avenue to harsh Street be paved with Reinforced concrete. Same was ordered filed. Landscape plans and plans of building now being constructed by the Western Pure Milk Products Company, on the conrer of Iron =venue and Delaware Street were presented, and on motion of Com- missioner Dodds approved by the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $340287.75 to pay the cost of repairing and reconstructing a certain part of a certain sewer in the City of Salina." On motion of Commissioner Stevenson same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the paving of Center Street from the east line of Fifth Street to entrance to Kenwoo ark, and provid- ing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Dodds same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing, guttering and paving of Chicago Street from the south line of Ash Street to the north line oi- State Street, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Cor=issioner Stevenson the ordiriande was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing, guttering and paving of i Ellsworth Avenue from the west line of Highland Avenue to the east line o N nh Street, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." i On motion of Commissioner Stevenson same was referred to the 1 Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing, guttering and paving of G psum_Avenue from the east line of Ohio Street to the east line 6f Columbia Avenue. and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Dodds same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing, guttering and paving; of High: Land Avenue from the south line of Claflin AIvenue to the nor ine of Cloud Street, and providing for the cost thereof, how the same t shall be assessed and the manner of payment therefor. On motion of Commissioner Stevenson same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing, guttering and paving of Park Place from the west line of Oakdale Avenue to the east line--o-r-- { Oa a e Drive, and providing for the cost thereof, how the same shell be assessed and the manner of payment therefor." On motion of Commissioner Dodds same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the raving of Prescott Avenue from the west line of Eleventh Street to the east line of Twe=th Street, and providing for the cost thereof,,,how the same shall be assessed and the manner of payment therefor. I On motion of Commissioner Stevenson same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the paving of that unpaved portion of Santa Fe Avenue from the north line of Lincoln Avenue to the south line oT harshS Feet, and providing for the ccs t thereof, how the same shall be assessed and the manner of payment therefor." On,rnotion of Commissioner Dodds same was referred to the Board of Commissioners . 911 212 22 An ordinance was introduced for first reading entitled: "An ordinance providing for the paving of the center of Santa Fe Avenue from the north line of Harsh Street to the south Tine of Obis avenue, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Stevenson same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing, guttering and m ving of Seventh Street from the north line of Elm Street to the south line of North 6treet, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Dodds same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providnig for the curbing, guttering and paving of Wash- ington Avenue from the west line of Tenth Street to the east—I ne Eleven h STreet, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Stevenson same was referred to the Board of Commissioners. A resolution was introduced for second reading entitled: "A resolution relating to the paving of Third Street from the south line of Iron Avenue touth=:to the Smoky HT11 River." On motion of Commissioner Dodds the resolution was adopted as read and on its final adoption the roll was called and the fol- lowing vote was had; Ayes: Helvering, Dodds and Stevenson (3) Nays: (0) Mayor approved the same and is numbered 504. i The above resolution is recorded in full on Page 153 of Resolution Book Number 2. A petition was presented asking for the rezoning of two cor- ners at ninth Street and Cloud Street, to permit the location of a filling station at the corner of Ninth Street and Cloud Street. Same was referred to the City Planning Commission. A resolution was introduced for first reading entitled: "A resolution providing for the appointment of householders to assess damages to property by reason of the construction of improvements provided for by Ordinance No. 3820." On motion of Commissioner Stevenson the same was referred to the Board of Commissioners. The following communication was received from the City j Planning Commission: Salina,Kansas, march 4, 1930. i The City Planning Commission met at the call of the Chair- man in the Chamber of Commerce Rooms, City Building at 5:00 P. 17. i In connection with a petition presented by Iiir. John A. Elser for the rezoning of Lots 21-23 and 25 located in the E. PY7. I. Ad- dition to commercial for the purpose of establishing a tourist park and the erection of tourist cabins; it is the belief of the devel- opment along Santa Fe Avenue from Pacific Street south to the railroad track, that the lots facing Santa Fe from Pacific Street north to Otis Street will never be developed for residential i piirposes; the Commission desires to recommend to the City Commis- sioners the rezoning to Commercial, all of the lots facing Santa Fe (back to the alleys) from the present commercial zone at Pacif- ic Street north to Otis Street. We believe that if this territory is permitted to develop commercially that this in turn will have a tendency to stimulate residential growth on the lots adjacent to this territory, particu- larly on the lots back of this tract facing Fifth Street and the lots facing Seventh Street which in turn will be beneficial to the entire north side of Salina. 1 The Plan Commission again renews its petition to be given the opportunity to examine the plans of any development for this tract of ground, should this recommendation be favorably con- sidered by the City Commissioners. The Plan Commission has found itself in an embarrassing position several times by not being able to give any information to petitioners for changing the zoning, as to what action has been taken on its recommendations by the City Commissioners, and in view of this fact the Plan Commission respectfully petitions the City Commissioners for a copy of its proceedings on any action (which ! is final) concerning its action its action on our recommendations j concerning rezoning of any property.
