COMMISSIONERS PROCEEDINGS, REGULAR MEETING.
COMMISSIONERS ROOM,
SALINA, KANSAS.
FEBRUARY 17, 1930.
Regular meeting of the Board of Commissioners, February 17,
1930. Meeting was called to order by Mayor Helvering, the roll was
called and Commissioners Helvering, Dodds and Stevenson and City
Attorney Norris responded.
The Minutes of the Regular Meeting of February 10, 1930 and
the Regular meeting of February 13, 1930 were read and approved as
read.
The following communication was received from the City Plan-
ning Commission:
S-alina, Kansas. Feb. 12, 1930
The City Planning Commission met in regular session in the
Chamber of Commerce rooms at 5:00 P. M. Members present: Dyar, Chair-
man, Robb, Bren, Shaver and Reynolds. Members absent: Leighton
and Mrs. Moore.
Relative to a petition presented by Mr. Elser for the rezoning
to commercial of lots 21, 23 and 25 of Episcopal Military Addition;
the Commission felt the information as to just what development was
intended for this tract, and no information as to the sentiment of
adjacent property owners accompanied this petition, in view of these
facts the petition was tabled pending additional information as
stated above.
Relative to a Surveyors Plat "H", presented for approval by Mr.
Wayne Dodge, the Planning Commission approved this plat and recommend
its approval to the City Commissioners.
Relative to the petition of Dr. Harvey and others for the
rezoning to Commercial of Lot 1, Hollandts Addition, corner of South
and Santa Fe Streets; the Planning Commission recommends the re-
zoning to Commercial of this site; particularly at this time in
view of the fact that one of the residences on this site is now being
moved off, and further that this site will never be developed for
further residential purposes; and that it would be better to permit
the establishment of regulated commercial activities here than to
permit the continuance of a vacant cellar to disfigure this tract
and the adjacent neighborhood.
In connection with this recommendation, should it be favorably
considered by the City Commissioners, the Planning Commission again
renews its petition to have the power of approval of the plans for
any development intended for this site. Motion by Shaver; Second by
Robb. Carried. No opposing vote cast.
Some informal discussion followed the meeting concerning the
continued establishment of auto -wrecking junk yards at the entrances
to Salina; since these are established beyond the jurisdiction of the
City and must come under control of the County Commissioners, it was
agreed to petition the County Commissioners foir the opportunity to
appear before them and make an appeal to them for the regulation of
these business enterprises; hoping to set them back. further from the
highways, face them with fences, or do something to eliminate their
unsightly appearance. This in the interest of both a city and county
beautiful.

On motion of Commissioner Dodds same was ordered filed.
City Clerk was instructed to publish notice of public hearing
to be held in the Commissioners Room of the City of Salina,,.Kansas,
March 24th, 1930, in reference to removing Lot 1, Santa Fe Avenue,
Hollandfs Addition, from the "Btt Residence District, and adding the
same and making it a part of "C" Commercial district.
No action was taken on other matters contained in said report.

An ordinance was introduced entitled: "An ordinance making
I appropriations for miscellaneous purposes."
On motion of Commissioner Dodds the ordinance was read and
adopted by sections and on its final adoption the roll was called {
and the following vote was had; Ayes: Helvering, Dodds and
Stevenson (3) Nays: (0) Mayor approved the same and is, numbered {

An ordinance was introduced for second reading entitled: "An
ordinance vacating a part of a certain alley in Block 8, Oakdale --.
Addition." I

On motion of Commissioner Stevenson the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the followin vote was had; Ayes: Helvering, Dodds and Steven-
son (3) Nays: �0) Mayor approved the same and is numbered 3836.
An ordinance was introduced for second reading entitled: "An
ordinance providing for the construction of certain improvements
j for the protection of the City of Salina and public and private
property therein, from the overflow or damage by water of the waters
of the Smoky Hill River, a water course running in, and near and
through, the City of Salina; providing for the letting of a contract
for such improvements; providing for the appointment of three dis-
interested householders to assess all damage to any and all property
that will be injured or damaged by reason of said improvements; and
providing for the acquisition by the City of Salina by dondemnation
{ and eminent domain, of all of the land and easements necessary to
constructing any drains, canals and artificial water course, or
to widen and straighten existing drains or water courses, including
cleaning the same, or to construct the necessary levees or enbank-
ments, or to raise the grades or any streets or alleys and approaches
to bridges, and to raise said bridges or constructing bridges where
necessary and to widen existing drains, channels and canals, including
cleaning the same, so far as may be necessary for the construction I _
of such improvements and for the protection of said city and of the I
property therein, as aforesaid, and providing for the payment of
the costs of such improvements, and of the damages occasioned by
reason thereof by the issuance of internal improvement bonds of the
City of Salina, and providing for the appointment of householders
to appraise any special benefit that may accrue to any property by
reason of said improvements, and for the assessment of any such

benefits."
On motion of Commissioner Dodds the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Helvering, Dodds and Steven-
son (3) Nays: (0) Mayor approved the same and is numbered 3837.
An ordinance was introduced for first reading entitled: "An
ordinance prohibiting the growing or raising of corn, sweet corn,
kaffir corn, cane, mild maize, and other tall growing forage crops,
in certain portions of the City of Salina, and providing a penalty
for the violation of this ordinance."
On motion of Commissioner Stevenson same was referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled: "An

ordinance amending Section 4 of Ordinance No. 30210 as amended by
Section 1 of Ordinance No. 3800, relating to and regulating the
erection and construction of signs hanging over or across streets or
public thoroughfares of the City of Salina, and repealing such origin-
al sections."

On motion of Commissioner Dodds same was referred to the Board 1
of Commissioners.

City Attorney was instructed to attend meeting at Topeka,
Kansas, at the request of the League of Kansas Municipalities, to
assist in opposing harmful city legislation or in supporting desired
City legislation.
On motion of Commissioner.Stevenson the Board of Commission-
ers adjourned.
