COMMISSIONERS PROCEEDINGS, REGULAR MEETING.
Regular meeting of the Board of Commissioners, February 10,
1930. Meeting was called to order by Mayor Helvering, the roll
was called and Commissioners Helvering, Dodds and Stevenson and
City Attorney Norris responded.
The minutes of the Regular Meeting of February 3, 1930 and
Special Meeting of February 7, 1930 were read and approved as read.
An ordinance was introduced entitled: "An ordinance making
an appropriation for the payment of a certain claim."
On motion of Commissioner Stevenson the ordinance was read
and approved as read and on its final adoption the roll was called j
and the following vote was had; Ayes: Helvering, Dodds and Steven-
son (3) Nays: (0) Mayor approved the same and is numbered 3833.

An ordinance was introduced for second reading entitled: "An
ordinance amending Ordinance Number 3188'being an ordinance dividing
the City of Salina into zones or districts and regulating and
restricting the location of trades and industries and the uses of j
lands in such districts or zones and defining an additional
industrial district or zone."
On motion of Commissioner Dodds the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Helvering, and -Dodds (2)
Nays: $tevexson (1) Mayor approved the same and is numbered 3334.

A resolution was introduced for second reading entitled: "A
resolution relating to the paving of center of Santa Fe `venue
from the north line of Harsh Street to the south line of Otis
Avenue."
On motion of Commissioner Stevenson the resolution was
adopted as read and on its final adoption the roll was called and
the f ollowinvote was had; Ayes: Helvering, Dodds and Stevenson
(3) Nays: Mayor approved the same and is numbered 503.
The above resolution is recorded in full on Page 152 of
resolution Book Number 2.
Plans, specifications and estimate of cost for grading runways
and constructing concrete storm sewer at Municipal Airport were
submitted by the City Engineer, and on motion ordered filed.
Applications for ten taxicab licenses for the year 1930 were
received from the Blue Cab Company, and on motion of Commissioner
Dodds same were granted.
City Manager reported favorably on petition asking for the
abandonment of the west half of the south alley in Block 80 Oakdale
Addition to the City of Salina, Kansas.
An ordinance was introduced for first reading entitled: "An
ordinance vacating a part of a certain alley in Block B. Oakdale
Addition."
On motion of Commissioner Stevenson same was referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled: "An
ordinance providing for the construction of certain improvements for
the protection of the City of Salina and public and private property
therein, from the overflow or damage by water of the waters of the
Smoky Hill River, a water course running in, and near and through,
the City of Salina; providing for the letting of a contract for such
improvements; providing for the appointment of three disinterested
householders to assess all damage to any and all property that will
be injured or damaged by reason of said improvements; and providing
for the acquisition by the City of Salina by condemnation and eminent
domain, of all of the land and easements necessary to construction
any drains, canals, and artificial water course, or to widen and
straighten existing drains or water course, including cleaning the
same, or to construct the necessary levees or embankments, or to raise
the grades of any streets or alleys and approaches to bridges, and

I to raise said bridges or constructing bridges where necessary and
to widen existing drains, channels and canals, including cleaning
I the same, so far as may be necessary for the construction of such
i improvements and for the protection of said city and of the proper-
ty therein, as aforesaid, and providing for the payment of the
costs of such improvements, and of the damages occasioned by reason
thereof by the issuance of internal improvement bonds of the City
of Salina, and providing for the appointment of householders to
appraise any special benefit that may accrue to any property by
reason of said improvements, and for the assessment of any such
I benefits."
On motion of Commissioner Dodds same was referred to the
Board of Commissioners.
A petition was presented from citizens in the eastern part of
the City asking to have their names stricken from
petition previous-
ly filed against the rezoning of Block 1, Hansen's Court, an
addition to the City of balina. Same was ordered filed.
A petition was presented asking that Gypsum Avenue from
Columbia Avenue to Ohio Street be curbed, guttered and sanded, in
place of curbed, guttered and paved. Same was ordered filed.
On motion of Commissioner Dodds the Board of Commissioners
adjourned.
