COMMISSIONERS PROCEEDINGS, REGULAR MEETING.
Regular meeting of the Board of Commissioners of the City
of Salina, January 27, 1930. Meeting was called to order by Mayor
Helvering, the roll was called and Commissioners Helvering, Dodds
and Stevenson and City httorney Norris responded.
The minutes of the Regular Meeting of January 20, 1930 were
read and approved as read.
An ordinance was introduced for second reading entitled: "An
ordinance relating to and providing for the condemnation of
certain land and easements necessary to construct certain drains
canals and artificial water courses, or to widen or straighten
existing drains or water courses, including the cleaning of the
same, or to construct the necessary levees and enbankments or to
raise the grades of any streets or alleys and approaches to bridges,
or to raise said bridges, so far as the same may be necessary for
the construction of said improvements for the protection of the
City of Salina and public and private property therein from the
overflow or damage by water of the waters of Dry Creek, a water
course running in and near, and through the City of Salina, said
land and easements lying within the City of Salina or without the
city limits of said city and within five miles therefrom, all as
provided for by Ordinance No. 3820 of the City of Salina; desig-
nated by a benefit district and providing for the appointment of
commissioners to make an appraisement of the land or easements
taken and to assess the damages therefor and benefits accruing
therefrom."
On motion of Commissioner Dodds the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Helvering, Dodds and
Stevenson (3) Nays: (0) Mayor approved the same and is numbered
3828.
An ordinance was introduced for second reading entitled: "An
ordinance amending Ordinance No. 3188 being an ordinance dividing
the City of Salina into zones or districts and regulating and re-
stricting the location of trades and industries and the uses of
lands in such districts or zones and defining additional commer-
cial districts or zones*"
On motion of Commissioner Stevenson the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Helvering, Stevenson
and Dodds (3) Nays: (0) Mayor approved the same and is numbered
3829.
A resolution was introduced for second reading entitled: "A
resolution relating to the curbing,ttering and paving of Center
Street from the east line of Fifth treet to entrance to Kenwoo
Fark.
On motion of Commissioner Dodds the resolution was adopted
as read and on its final adoption the roll was called and the
following vote was had: Ayes: Helvering, Dodds and Stevenson (3)
Nays: (0) Mayor approved the same and is numbered 479.

A resolution was introduced for second reading entitled: "A
resolution relating to the curbing, guttering and paving of Chicago
Street from the south line of State Street to the north line of
WalnutStreet."
On motion of Commissioner Stevenson the resolution was adopted
as read and on its final adoption the roll was called and the fol-
lowing vote was had; Ayes: Helvering, Dodds and Stevenson (3) Nays:
(0) Mayor approved the same and is numbered 480.

Street from the south line of Ash Street to the north line of
State Street."
On motion of Commissioner Dodds the resolution was adopted as
read and on its final adoption the roll was called and the following
vote was had; Ayes: Helvering, Dodds and Stevenson (3) Nays: (0)
Mayor approved the same and is numbered 481.

A resolution was introduced for second reading entitled: "A
resolution relating to the curbing, guttering and pRving of Columbia
Avenue from the south line of Ash Street to the north line of Iron
Avenue."

adopted as read and on its final adoption the roll was called and the
following vote was had; Ayes: Helvering, Dodds and Stevenson (3)
Nays: (0) Mayor approved the same and is numbered 483.

Magor approved the same and is numbered 484.

A petition was presented asking for the curbing, guttering
and paving of Frost Street from Ninth street to Sherman Street.
Same was ordered filed.
A petition was presented asking for the abandonment of the
west half of the south alley, located in Block 8, Oakdale addition
to the City of Salina, Kansas. Same was referred to the City
Manager.
A resolution was introduced for first reading entitled:
"A resolution relating to the curbing, guttering and paving of
Frost Street from the west line of Ninth `'treet to the east line
of Sherman treat."
On motion of Commissioner Stevenson same was referred to
the Board of Commissioners.
A resolution was introduced for first reading entitled: "A
