Regular meeting of the Board of Commissioners, December 30th,
1929. Meeting was called to order by Mayor Helvering, the roll was
called and Commissioners Helvering and Stevenson and City Attorney
Norris responded. Commissioner Dodds absent.
The minutes of the Regular Meeting of December 23rd, 1929, were
read and approved as read.
Paul Edquist appeared before the Board of Commissioners and
presented a recommendation from the Zoning Commission in reference to
the rezoning of Block No. 1, in Hansen's Court, in order that a
building might be constructed, maintained and operated for the manu-
facture and sale of ice cream, milk and milk products.
Commissioner Stevenson mored that the City Clerk be instructed
to publish notice of public hearing to be held in the City Commission-
ers Room of Salina, Kansas, February 3rd, 1930, in reference to re-
zoning above named property.
An ordinance was introduced for second reading entitled:
"An ordinance providing for the construction of certain improvements
for the protection of the City of Salina and public and private
property therein from the overflow or damage by water of the waters
of Dry Creek, a water course running in and near, and through the
City of Salina; providing for the letting of a contract for such
improvements; providing for the appointment of three disinterested
householders to assess all damage to any and all property that
will be injured or damaged by reason of said improvements; and
providing for the acquisition by the City -of Salina by condemnation
and aminent domain, of all of the land and easements necessary
to construct any drains, canals and artificial water courses, or
to widen and straighten existing drains or water courses, including
cleaning the same, or to construct the necessary levees or enbank-
ments, or to raise the grades of any streets or alleys and approaches
to bridges, and to raise said bridges, and to widen existing drains,
channels and canals, including cleaning the same, so far as may be
necessary for the construction of such improvements, and for the
protection of said city and of the property therein, as aforesaid, and
providing for the payment of the costs of such improvements, and of
the damages occasioned by reason thereof by the issuance of internal
improvement bonds of the City of Salina, and providing for the appoint-
ment of householders to appraise any special benefits that may accrue
to any property by reason of said improvements and for the assessment
of any such benefits."
On motion of Commissioner Stevenson the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Helvering and Stevenson (2)
Nays: (0) Commissioner Dodds absent. Mayor approved the same and is
numbered 3820.
An ordinance was introduced for second reading entitled: "An
ordinance fixing a license tax on pool and billiard tables, providing
for the issuing of licenses and the conditions thereof, and for the
forfeiture and cancellation thereof, regulating pool and billiard
halls, limiting the number thereof, providing penalties for the
violation of this ordinance and repealing Ordinance No. 3255."
On motion of Commissioner Stevenson the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Helvering and Stevenson (2) Nays:
(0) Commissioner Dodds absent. Mayor approved the same and is numbered
3821.
An ordinance was introduced for second reading entitled: "An
ordinance amending Section 1 of Ordinance No. 30370 being Section
29-201 Revised Ordinances 1925, relating to vehicular traffic and pro-
viding for the designation of certain streets and parts thereof as
"arterial highways" and repealing said original section."
On motion of Commissioner Stevenson the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Stevenson and Helvering (2) Nays:
(0) Commissioner Dodds absent. Mayor approved the same and is num-
bered 3822.
Applications for taxicab license for the year 1930 were
received from:
C. 0. Sandberg,
I. S. Pyle,
Deluxe Cab Company, (5 cabs)
commissioner Stevenson moved that license be granted to
the above named persons to operate taxicabs in the City of
Salina during the year 1930.
A petition was presented asking for the curbing, gutter-
ing and paving of Franklin Street from Ninth Street to Eleventh
Street. Same was ordered filed.
On motion of Commissioner Stevenson, the Board of Commis-
sioners adjourned.
