Meeting was called to order by Mayor Helvering, the roll was called and Commissioners Helvering and Stevenson responded. Commissioner Dodds and City Attorney Norris absent. The minutes of the Regular Meeting of December 16, 1929, were read and approved as read. An ordinance was introduced for first reading entitled: "An ordinance providing for the construction of certain improvements for the protection of the City of Salina and public and private property therein from the overflow or damage by water of the waters of Dry Creek, a water course running in and near, and through, the City of Salina; providing for the letting of a contract for such improvements; providing for the appointment of three disinterested householders to assess all damage to any and all property that will be injured or damaged by reason of said improvements; and providing for the acquisition by the City of Salina by condemnation and eminent domain, of all of the land easements necessary to construct any drains, canals and artificial water courses, or to widen and straighten existing drains or water courses, including cleaning the same, or to construct the necessary levees or enbank- ments, or to raise the grades or any streets or alleys and appraoches to bridges, and to raise said bridges, and to widen existing drains, channels and canals, including cleaning the same, so far as may be necessary for the construction of such improvements and for the protection of said city and for the protection of said city and of the property therein, as aforesaid, and providing for the payment of the costs of such improvements, and of the damages occasioned by reason thereof by the issuance of internal improvements bonds of the City of Salina, and providing for the appointment of householder6 to appraise any special benefits that may accrue to any property by reason of said improvements and for the assessment of any such benefits." On motion of Commissioner Stevenson same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance fixing a license tax on pool and billiard tables, provid- ing for the issuing of licenses and the conditions thereof, and for the forfeiture and cancellation thereof, regulating pool and billiard halls, limiting the number thereof, providing penalties for the violation of this ordinance and repealing Ordinance No. 3255." On motion of Commissioner Stevenson same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance amending Section 1 of Ordinance No. 3037, being Section 29-201 Revised Ordinances 19250 relating to vehicular traffic and providing for the designation of certain streets and parts thereof as "arterial highways" and repealing said original section." On motion of Commissioner Stevenson same was referred to the Board of Commissioners. A petition was presented asking for the curbing, guttering and paving of Chicago Street from Ash Street to State Street. Same was ordered filed. A petition was presented asking for the curbing, guttering and paving of Chicago Street from State Street to Walnut Street, and on Walnut Street from Chicago Street east to connect with exist- ing pavement east of the Missouri Pacific Railroad track on Walnut Street. Same was ordered filed. A petition was presented from property ovmers on Ohio Street south of Gypsum Avenue, to deed to the City of Salina, 8 feet on the east side of certain lots in order to make Ohio street a 70 foot street from Gypsum Avenue south to the south line of Lot 8, j Plat 12. Same was referred to the City Attorney. Trust Deed was received from J. C. Coughran, with a de- posit of $100.00. j Commissioner Stevenson. moved that same be accepted and filed, I and that the City Treasurer be instructed to place the deposit in j the Gypsum Hill Lot Owners Endowment Fund as provided by Ordinance No. 3530 of the City of Salina. Motion adopted. j s Commissioner Stevenson moved that the Water Superintendent purchase 12 -inch pipe to extend water line on East Iron Avenue to stand pipe. i On motion of Commissioner Stevenson the Board of Commission- ers adjourned. j city Clerk
