11-18-1929 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, I SALINA, KANSAS. NOVEMBER 18th, 1929. Regular meeting of the Board of Commissioners, November 18th, 1929. Meeting was called to order by Mayor Helvering, the roll was called and Commissioners Helvering and Stevenson and City Attorney Norris responded. Commissioner Dodds absent. The minutes of the Regular Meeting of November 12th, 1929, were read and approved as read. I j I An ordinance was introduced entitled: "An ordinance making appropriations for miscellaneous purposes." On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering and Stevenson (2) Nays: (0) Commissioner Dodds absent. Mayor approved the same and is num- bered 3810. An ordinance was introduced for second reading entitled: "An ordinance amending Section 39 of Ordinance No. 2993 being section 5-239 Revised Ordinances 1925 as amended by Section 1 of Ordinance No. 3639 relating to the location of gasoline filling stations and repealing said original sections." On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering and Stevenson (2) Nays: (0) Commissioner Dodds absent. Mayor approved the same and is num- bered 3811. A petition was presented asking for the paving of Highland Cir- cle from Ellsworth Avenue to Beloit Avenue. Same was ordered filed. A petition was presented asking for the paving of Sunset Drive from Highland Circle to Funston Street. Same was ordered filed. A petition was presented asking for the curbing, guttering,and paving of Prescott Avenue from Fourth Street to Second Street. Same was ordered filed. A petition was presented asking for the paving of Center Street from Fifth street to the east side of Lots 9 and 13 in Smith and Col- vard's Addition to the City of Salina. Same was ordered filed. j A petition was presented asking for the curbing, guttering and paving of Clark Street from Walnut Street to Spruce SStreet. Same was ordered filed. Trust Deed was received from Mrs. Ida Finley, with a deposit of 4100.00. Commissioner Stevenson moved that same be accepted and filed and that the City Treasurer be instructed to place the deposit in the Gypstmn Hill Lot Owners Endowment Fund as provided by Ordinance Number 3530 of the City of Salina. Motion adopted. The following communication was received from the City Planning t Commission: Salina, Kansas. November 14, 1929. The City Planning Commission met in regular session in the Chamber of Commerce Rooms at 5:00 P. M. Members present: Dyar, Bren, Leighton and Reynolds. In response to an application from Mr. W. A. Layton for the rezoning of a lot 50 x 96 at the southeast corner of the intersection of Ninth and Crawford Streets; the City Planning Commission desires to recommend to the City Commissioners the re -zoning from residence to Commercial the following described properties adjacent to the inter- section of Ninth and Crawford Streets: - Lots 1 and 3, Seitz 2nd Addition Lots 1 and 3, Block 1, Bonds Addition Lot 21, Ninth Street, Prescotts Addition Lot 10, Block 17, South Park Addition. I 0V In connection with the above recommendation the Planning Commission (should this recommendation be favorably considered) would like to repeat its request to be given the opportunity to inspect and approve the plans for any business building or enter- prise that is planned for this property, before a building permit is granted. The Commission petitions this in order to promote the erection of buildings of an artistic type rather than just any kind of building that might not'be particularly beneficial to the general aspect of the neighborhood. Relative to the application of Nr. Pafford and others peti- tioning the re -zoning of Lots 3, 4, 52 6, 7 and 8, Plat 81 at Iron and Delaware Streets. The Planning Commission feels that, at this time, there is no particular need.for the changing of this zoning and recommends to the City Commissioners the retaining of the pres- ent "A" Residence zoning. The Plan Commission desires to commend the City Commissioners j on the improved appearance of the Smoky river banks, the Commission feels the improved condition and appearance of the river banks prac- tically justifies the effort and expense, aside from the flood pre- vention feature. Along City improvement lines, the Plan Commission desires to suggest that before cold weather and snows close everything up, that particular attention be given to cleaning the street and j alley pavements from the accumulation of mud and debris, following the fall rains; that several filling stations be cleaned up, particu- larly the excess accumulation of oil barrels, oil cans, old tires and other rubbish; and that the down town alleys be freed of the accumu- lation of trash and rubbish back of quite a number of stores. i The Commission adjourned at 6:20. An ordinance was introduced for first reading entitled; "An ordinance creating and defining certain Lateral Sanitary Sewer Dis- tricts in the City of Salina designated as Lateral Sanitary Sewer Dis- tricts No. 153 and 157, and providing for the construction of Lateral Sanitary Sewers in the districts created; providinging for the cost thereof and for the levy of special assessments for the payment of the costs thereof." On motion of Commissioner Stevenson same was referred to the Board of Commissioners. On motion of Commissioner Stevenson the Board of Commissioners adjourned. City C er i i � i
