COMMISSIONERS PROCEEDINGS, REGULAR MEETING.
COMMISSIONERS ROOM,
SALINA, KANSAS.
OCTOBER 28, 1929.
Regular meeting of the Board of Commissioners, October 28,
1929. Meeting was called to order by Mayor Helvering, the roll
was called and Commissioners Helvering, Dodds and.Otevenson and City
Attorney Norris responded.
The minutes of the Regular Meeting of October 21st, 1929
were read and approved as read.
A'petition was presented asking for the construction of a
sidewalk on the north side of Pacific Street from Third atreet
west to connect walk between Fourth Otreet and Fifth btreet.
City Manager recommended the construction of said sidewalk.
An ordinance was introduced for second reading entitled:
"An ordinance providing for and requiring the construction of cer-
tain sidewalks along certain streets in the city of Salina."
On motion of Commissioner Dodds the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Helvering, Dodds and
Stevenson (3) Nays: (0) Mayor approved the same and is num-
bered 3803.
An ordinance was introduced for second reading entitled:
"An ordinance extending the limits of Fire District No. 2 as de-

fined by Ordinance No. 3519."
On motion of Commissioner Stevenson the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Helvering, Dodds
and Stevenson (3) Nays: (0) Mayor approved the same and is num-
bered 3804.

Trust Deed was received from David E. glair with a deposit of
100.00.
Commissioner Stevenson moved that same be accepted and filed,
and that the Cit Treasurer be instructed to place the deposit in
the Gypsum Hill Lot Owners Endowment Fund as provided by Ordinance
No. 3530 of the City of Salina. Motion adopted.
Taxicab Liability Policy and application for one taxicab li-
cense was received from Mrs. W. B. McMickle.
Commissioner Stevenson moved that Liability Policy be approved
and license for one taxicab be granted to Mrs. W. B. McMickle. Motion
carried.
Commissioner Dodds moved that the following named business
concerns who have furnished evidence that they have purchased and
partly paid for overhanging signs before the introduction of the
ordinance limiting the size of overhanging signs, be permitted to
erect the signs so purchased before said date, such concerns being
as follows: Burnham Furniture Company,Baier Jewelry Company, Gibbs
Clothing Company, Bangs Jewelry Company, and Brown Shoe btore. Motion
carried.
The City Clerk reported that the City Engineer had filed in
his office on October 24, 1929, pursuant to the directions con-
tained in resolution No. 477, relating to and providing for the
protection of the City of Salina and of the public and private
property therein from floods and damage by the overflow of Dry Ureek,
his report in duplicate of the survey of the property described in
said resolution with the maps and profiles of said survey and a
full and complete plan of protecting said property from the over-
flow ®r damage by water of said water course and of the physical
characteristics and location of the rights-of-way, road bed, bridges,
streets and alleys, and other property liable to be injured or dam-
aged by the overflow of said water course, together with an estimate
of the cost of the entire work and improvements, required to protect
said property, showing the several items of the same, all as required
by provisions of 6ection 12-636 of the Revised Statutes 1923.

The Board of Commissioners duly examined said report of the
City Engineer and the maps and profiles filed therewith and the
plan submitted by said Engineer for the protection of the property
described in said Resolution No. 477 from the overflow or damage
by water of said Dry Creek and the estimate of cost of the im-
provements required by such protection as prepared and filed by the
City Engineer.
The board of Commissioners having duly considered and examined
said report with the maps and profiles attached thereto and re-
ferred to therein and the plan prepared and filed by the City Engin-
eer for the protection of said property and the estimate of cost
prepared and filed by said City Engineer, Commissioner Dodds moved
that all of the same be approved by the Board of Commissioners of
the City of Salina and that the City Clerk. -be instructed to immediate
ly cause one of the copies of said Engineer's report to be certified
by him and filed with the Public Service Commission of the State of
Kansas as required by law.
Commissioner Jtevenson seconded the motion and upon roll call
said motion was unanimously addpted. The vote on said motion being
as follows: Ayes: Helvering, Dodds and atevenson (3) Nays: (0).
The City Clerk reported that the City Engineer had filed in

of the City of Salina and of the public and private property therein
from floods and damage by the overflow of the Smoky Hill River, his
report in duplicate of the survey of the property described in said
resolution with the maps and profiles of said survey and a full and
complete plan of protecting said property from the overflow or
damage by water of said water course and of the physicial character-
istics and location of the rights -of -ways road bed bridges � � y, , streets
and alleys, and other property liable to be injured or damaged by the
overflow of said water course, together with an estimate of the cost
of the entire work and improvements required to protect said proper-
ty, showing the several items of the same, all as required by pro-
visions of Section 12-636 of the Revised Jtatutes 1923.
The board of Commissioners duly examined said report of the
City Engineer and the maps and profiles filed therewith and the
plan submitted by said Engineer for the protection of the property
described in said resolution No. 466 from the overflow or damage,
by water of said Smoky Hill River and the estimate of cost of the
improvements required by such protection as prepared and filed by
the City Engineer.
The Board of Commissioners having duly considered and examined
said report with the.maps and profiles attached thereto and referred
to therein and the plan prepared and filed by the City Engineer for
the protection of said property and theestimate of cost prepared and
filed by said City Engineer, Commissioner Dodds moved that all of
the same be approved by the Board of Commissioners of the City of
Galina and that the City Clerk be instructed to immediately cause one
of the copies of said Engineer's report to be certified by him and
filed with the Public Service Commission of the State of Kansas as
required by law. Commissioner Stevenson seconded the motion and
upon roll call said motion was unanimously adopted. The vote on said
motion being as follows: Ayes: Helvering, Dodds and Stevenson (3)
Nays: (0)
On motion of Commissioner Stevenson the Board of Commission-
ers adjourned.
