08-26-1929 Minutes156 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. AUGUST 26th, 1929. Regular meeting of the Board of Commissioners, August 26th, 1929. Meeting was called to order by Mayor Helvering, the roll was called and Commissioners Helvering, Dodds and Stevenson and City j Attorney Norris responded. The minutes of the Regular Meeting of August 19th, 1929, were read and approved as read. An ordinance was introduced entitled: "An ordinance making a; propriations for miscellaneous purposes,." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the followin vote was had; Ayes: Helvering, Dodds and Stevenson (3) Nays: 0) Mayor approved the same and is numbered 3768. An ordinance was introduced for second reading entitled: "An ordinance relating to and regulating the use of aircraft in and over the City of Salina, and providing rules and regulations for the use of the Salina Municipal Airport, and aircraft using said airport and providing a penalty for the violation of this ordinance." On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had: Ayes: Helvering, Dodds and Stevenson (3) Nays: (0) Mayor approved the same and is num- bered 3769. An ordinance was introduced for second reading entitled: "An ordinance relating to and regulating the construction and loca- tion of billboards, signboards and board fences on public streets and property adjacent thereto in the City of Salina, and providing for and requiring the removal of billboards, signboards and board fences erected, constructed or maintained contrary to the provisions of this ordinance, and providing a penalty for the violation of this ordinance." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Dodds and Steven- ! son (3) Nays: (0) Mayor approved the same and is numbered 3770. An ordinance was introduced for first reading entitled: "An ordinance relating to, regulating and prohibiting the construction and use of vaults and cesspools, regulating and suppressing those already constructed; compelling and regulating the connection of all property with sewers; providing for certain exceptions to this ordi- nance; defining certain nuisances and providing for the abatement and for the taxing of the cost thereof, and repealing certain ordinances or parts of ordinances in conflict herewith." On motion of Commissioner Stevenson, same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relating to the appropriation of certain private property for the widening of Ohio Street from the south line og Gypsum Avenue to the south city limits at the intersection of Ohio treet and Greeley Avenue." On motion of Commissioner Dodds same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance authorizing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $89,479.15, to pay the cost of improving certain streets and alleys in said City." On motion of Commissioner Stevenson same was referred to the Board of Commissioners. 1 1 1 1 Commissioner Dodds moved that the City Engineer prepare plans and specifications and estimate of cost for Pine Street sewer. Mayor Helvering appointed the following named officers for City Court; Judge, Omer D. Smith, Clerk, Ehtel Swedenburg, Marshal, Geo. Bolton. On motion of Commissioner Dodds appointments were confirmed by the Board of Commissioners. Commissioner Stevenson moved that a street light be installed at Connecticut Avenue and Gypsum Avenue, and at Santa Fe Avenue and Decatur Street. City Engineer filed plans and specifications and estimate of cost for Dry Creek flood control. Same ordered filed. A petition was presented asking for the paving of Kirwin Avenue from Santa Fe Avenue to Fourth Street. Same ordered filed. Trust Deed was received from Florence E. Baker, Administratrix of D. N. Batdorff, Estate, with a deposit of X100.00. Commissioner Stevenson moved that same be accepted and filed, and that the City Treasurer be instructed to place the deposit in the Gypsum Hill Lot Owners Endowment Fund as provided by Ordinance No. 3530 of the City of Salina. Motion adopted. Onmotion of Commissioner Dodds, the Board of Commissioners ad- ourned until Tuesday, September 3rd, 1929, on account of Monday, eptember 2nd, 1929, being Labor Day. i City Clerk. 15 7
