COMMISSIONERS PROCEEDINGS, REGULAR MEETING.
COMMISSIONERS ROOM,
SALINA, KANSAS.
AUGUST 19th, 1929.
Regular Meeting of the Board of Commissioners of the U ity of
oalina, Kansas, August 19th, 1929. Meeting was called to order
by Mayor Helvering, the roll was called and Commissioners Helvering,
Dodds and Stevenson, and City Attorney Norris responded.
The minutes of the Regular Meeting of August 12th, 1929; and
Regular Meeting of August 16th, 1929 were read and approved as read.
An ordinance was introduced entitled: "An ordinance making
appropriztions for miscellaneous purposes."
On motion of Commissioner Dodds the ordinance was read and
adoptted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Helvering, Dodds and Steven-
son (3) Nays: 0) Mayor approved the same and is numbered 3762.
An ordinance was introduced for second reading entitled: "An
ordinance -making a levy of taxes for general revenue and other pur-
poses in the City of Salina, Kansas, for the year 1930."
On motion of Commissioner Stevenson the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Helvering, Dodds and Steven-
son (3) Nays: (0) Mayor approved the same and is numbered 3763.
An ordinance was introduced for second reading entitled: "An
ordinance levying special assessments against certain property to
pay the cost of cutting weeds on certain lots and parts of lots and
on the parkways abutting thereon in the City of Salina."
On motion of Commissioner Dodds the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the followingvote was had; Ayes: Helvering, Dodds and Steven-
son (3) Nays: 0) Mayor approved the same and is numbered 3764.
An ordinance was introduced for second reading entitled: "An
ordinance levying special assessments against certain property in
the City of Salina to pay the cost of constructing certain sidewalks
therein."
On motion of Commissioner btevenson the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had:: Ayes: Helvering, btevenson and
Dodds (3) Na7s: (0) Mayor approved the same and is numbered 3765.
An ordinance was introduced for second reading entitled: "An
ordinance levying special assessments against certain property to
pay the cost of constructing certain water and sewer service pipes
in certain streets in the uit7 of balina, Kansas."
On motion of Commissioner Dodds the ordinance was read and
adopted by sections and on its final adoption the roll was called
.and the following vote was had; Ayes: Helvering, Dodds and Steven-
son (3) Nays: (0) Mayor approved the same and is numbered 3766.
An ordinance was introduced for second reading entitled: "An
ordinance providing for the establishment of a City Court in the
City of Salina and defining the Jurisdiction thereof and the powers
and duties of the officers thereof, and limiting the jurisdiction
thereof, and the jurisdiction of the Justices of Peace of the City
of balina, and creating said court and creating.a Judge, a Clerk and
a Marshal of said court, and defining their duties and providing
for the appointment and election of the judge, the clerk and the
marshal of said court and providing for their salaries and the payment
thereof."
On motion of Connuiss ioner Stevenson the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Helvering, Dodds and Steven-
son (3) Nays: (0) Mayor approved the same and is numbered 3767.

An ordinance was introduced for first reading entitled:
"An ordinance relating to and regulating the use of aircraft in
and over the City of Salina, and providing rules and regulations
for the use of the balina Municipal Airport, and aircraft using
said airport and providing a penalty for the violation of this
ordinance."
On motion of Commissioner Dodds same was referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance relating to and regulating the construction and loca-
tion of billboards, signboards and board fences on public streets
and property adjacent thereto in the City of Salina, and providing
1 for and requiring the removal of billboards, signboards and board
fences erected, constructed or maintained contrary to the pro-
visions of this ordinance, and providing a penalty for the viola-
tion of this ordinance."
On motion of Commissioner Stevenson same was referred to
the Board of Commissioners.
A communication was received from H. E. Ruch in regard to
building a sidewalk on South Ohio Street. Same was ordered filed.
taxicab application and liability policy was received from
Wilbur Ta7lor, and on motion of Commissioner Stevenson same was
approved by the Board of Commissioners.
Trust Deed was received from G. W. Shults, with a deposit
of $75.00.
Commissioner Dodds moved that same be accepted and filed,
and that the City Treasurer be instructed to place the deposit
in the Gypsum Hill Lot Owners Endowment Fund as provided by Ordi-
nance No. 3530 of the City of Sglina. Motion adopted.
On motion of Commissioner Stevenson, the Board of Conm:.i.s-
sioners adjourned.
