08-05-1929 Minutes48 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. i i COMMISSIONERS ROOM, j SALINA, KANSAS. -- AUGUST 5th, 1929. Regular meeting of the Board of Commissioners, August 5th, 1929. Meeting was called to order by Mayor Helvering, the roll was called and Commissioners Helveringsodds and Stevenson and City Attorney Norris responded. The minutes of the Regular Meeting of July 29th, 1929 were read and approved as read. An ordinance was introduced entitled: "An ordinance making ` appropriations for miscellaneous purposes." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Dodds and Steven- s son. Nays: (0) Mayor approved the same and is numbered 3755. City Engineer submitted Estimate No. 2, Job. No. 40, under contract awarded to H. J. Taylor Construction Company, March 25th, 1929. On motion of Commissioner Dodds same was approved by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim.er On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Dodds and ,teven- son (3) Nays: 0) Mayor approved the same and is numbered 3756. I ' i City Engineer submitted Final Estimate, Job. No. 44, under contract awarded to L. W. Rexroad; March 11th, 1929. On motion of ; Commissioner 6tevenson same was approved by the Board of Commission- ers. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Dodds and Steven- son (3) Nays: (0) Mayor approved the same and is numbered 3757. An ordinance was introduced for second reading entitled': "An ordinance providing for the repair and reconstruction of a certain sewer in Ash btreet between Des Moines Avenue and Smoky Hill River, and for the payment of the cost thereof by the City at large, and for the issuance of general improvement bonds to pay such cost. On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called ! j and the following vote was had; Ayes: Helvering, Dodds and E otevenson (3) Nays: (0) The mayor approved the same and is num- bered 3760. I An ordinance was introduced for second reading entitled: "An ordinance vacating a certain alley running east and west through Block 3, (Three) in Oakdale Addition between Iron Avenue and Johnstown Avenue, from Penn Avenue to Columbia Avenue." i On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was j called and the following vote was had; Ayes: Helvering, Dodds and Stevenson (3) Nays: (0) Nays: (0) Mayor approved the same and is numbered 3761. ' A petition was presented from residents in the northwest j part of the city, asking that a storm sewer be constructed to relieve that part of the city. On motion, same was referred to the City Engineer. I' j The Texas Company, asked for a permit to construct three oil tanks and a warehouse north of the Union Pacific Railroad, about 125 feet west of Ninth Street. i a Commissioner Stevenson moved that the Build g Inspector be ! authorized to issue a special permit for the same. otion Carried. The following communication was received from the City Plan- ning and Zoning Commission: Salina, Kansas. Aug. 3, 1929. i Hon. Mayor and Commissioners, City of Salina, F 6 aalina, Kansas. i Gentlemen: i The City Planning and Zoning Commission met in session in the Chamber of Commerce rooms at 5:00 P. M. August 2, for the transaction of business. Members present were: Mr. F. S. Dyar, Chairman, �-*eo. S. Robb, W. R. Leighton, Mrs. David Moore and Chas. H. Bren. The business before the Commission was the consideration of a petition presented by Mr. Ed Buchanan for the re -zoning of Lot 12, Block 4, E.M.I. Addition and placing it into "C" district in order that said lot might be included in the proposed development of other lots owned by him in the "C" district for a service station, store and tourist dabins. The Commission finding that the south half of Blocks 4-5-6 in the district as above mentioned are now in the "C" district, and feeling that the territory is fast becoming a commercial dis- trict, recommends to your Honorable Body for consideration and adoption the re -zoning of the north half of blocks 4-5-6. E.M.I. addition, bound on the north by Harsh Avenue, on the west by Fifth Street and continuing east to the east city limits, be placed in the "C" district. i Respectfully submitted, CITY PLANNING & ZONING COMMISSION, Chas. Commissioner Dodds moved that the City Attorney draft a lease to the County for a portion of Kenwood Park, for ground that is to be used in construction of Fair Ground Buildings. On motion of Commissioner Stevenson the Board of Commission- ers adjourned. I
