07-01-1929 Minutes1 1 5 COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. JULY 1st, 1929. Regular meeting of the Board of Commissioners, July lst, 1929. Meeting was called to order by Mayor Helvering, the roll was called and Commissioners Helvering, Dodds and Stevenson and City Attorney Norris responded. The Minutes of the Regular Meeting of June 24th, 1929 were read and approved as read. An ordinance was introduced entitled: "An ordinance making ap- propriations for miscellaneous purposes. On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the followinvote was had; Ayes: Helvering, Dodds and Stevenson g (3) Nays: 0) The Mayor approvee the same and is numbered 3731. City Engineer submitted Estimate Number 1 for the construction of certain curbing, guttering and paving awarded to L. W. Rexroad, June 10th, 1929, and on motion of Commissioner Stevenson same was approved by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Dodds and Stevenson (3) Nays: (0) The Mayor approved the same and is numbered 3732. Rexroad, March 11th, 1929, and on motion of Commissioner Dodds same was approv- ed by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the followin vote was had; Ayes: Helvering, Stevenson and Dodds (3) Nays: T0) The Mayor approved the same and is numbered 3733. Taylor Construction Company, 'larch 11th, 1929, and on motion of Commissioner Dodds same was ap- proved by the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claim." On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Stevenson and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3734. On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the followin vote was had; Ayes: Helvering, Stevenson and Dodds (3) Nays: (0) The Mayor approved the same and is numbered 3735. An ordinance was introduced for second reading entitled: "An ordinance providing for the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $20,978.17 to pay the cost of repairing, rebuilding and reconstructing certain parts of certain sewers in the City of Salina." _1 01.) 120 On motion of Commissioner Stevenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Helvering, Dodds F and Stevenson (3) Nays: (0) The Mayor approved the same and is numbered 3736. An ordinance was introduced for second reading entitled: "An ordinance relating to the Waterworks Department of the City of Salina, and to the payment and collection of charges for i water furnished by the City of Salina." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had• Ayes: Helvering, Stev- enson and Dodds (3) Nays: (0) The flayor approved the same and I is numbered 3737. An ordinance was.introduced for first reading entitled: "An ordinance ratifying and confirming a contract with L. W. Rex - road for the construction of certain curbing, guttering and pav- ing improvements on certain streets in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." i i On motion of Commissioner Stevenson same was referred to j the Board of Commissioners. An ordinance was introduced for first reading'entitled: "An ordinance ratifying and confirming a contract with H. J. Tay- j for Construction Company for the construction of certain curbing, j guttering and paving improvements on certain streets in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." j On motion of Commissioner Dodds same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with M. R. Amer- man for the construction of certain paving and for the construct- ion of Storm Sewers No. 12 and 16 in the City of Salina, and pro- viding for the issuance of temporary notes to pay the cost there- of pending the issuance and sale of bonds." On motion of Commissioner Stevenson same was referred to the Board of Commissioners. The appraisers reports for the paving of: Republic Avenue: from Fifth Street to Third Street; Alley between Santa Fe Avenue and Seventh Street from I Mulberry Street, north to a point 225 feet south of south line of ''alnu.t Street; for the curbing, guttering and paving of: Fifth Street from Elm Street to North StEeet; Eleventh Street from Ash Street to Park treet; Eleventh Street from Crawford Avenue to Frost Street; Oakdale Drive from Walnut street to Oakdale Park entrance; Gypsum Avenue from Ohio to Delaware Street; Connecticut Avenue from Iron Avenue to stapler; Tenth Street from Elm to Bishop Street; for the curbing and guttering of: Wilson Street from Ninth Street to Seitz Street; Phillips Street from Washington to Prescott Avenue were received, and on motion of Commissioner Dodds, Monday, July 8th, 1929 at 4:00 P. M. was designated as a Special Meeting, at which time the reports will be taken up and acted on by the Board of Commissioners, and the City Clerk was instructed to pub- lish notice of said meeting in the official City paper as provided by law. Motion carried. 1 1 1 1 1 A petition was presented asking for the granting of a build- ing permit to the Salina Brick & Tile Company to build an office building at the corner of Iron Avenue and Delaware Street. Same was referred to the City Planning Commission. A petition was presented asking for the opening of alley beginning at the southwest corner of the United Life Insurance Com- pany, Salina, Kansas, and ending due east at the alley running north and south between Santa Fe Avenue and Seventh Street between Iron Avenue and Walnut Street in the City of Salina, Kansas. Same was referred to the Chief of Police. The following communication was received from the City Planning Commission: Salina, Kansas, July 10, 1929. The City Planning Commission met in session in the Chamber of Commerce rooms at 5 P. M. Members present were Dyar, Bren, Shaver, Robb and Reynolds. In response to the petition of the Salina Brick and Tile Company for permission to build an office and display building on the property at the Northeast corner of Iron and Delaware, the Planning Commission recommends this permit be granted provided this building be purely an office and display building and that no stock be carried or stored on the premises. And provided further that the use of the building be restricted to the purpose for which it is built of for residential purposes. The Planning Commission recommended that the following described district be re -zoned from "A" residence to "B" residence zoning. The property lying within the following boundaries: From the corner of Park and Twelfth street, east on Park to Eleventh Street, south on Eleventh street Jo state, west on State to Twelfth Street, north on Twelfth treet to place of beginning on Park Street. Applications for pool hall license for the last half of 1929 were received from: Smoker Pool Hall, Geo. Holzmeister, Club Pool Hall, Rex Smoker, White Way Pool Hall, John S. Gordon Lamer Hotel Pool Hall C. M. Allen On motion of Commissioner Stevenson license was granted. On motion of Commissioner Dodds the Board of Commissioners adjourned.
